00:08For centuries, they have instilled self-deprecation, fear, and resignation.
00:16They continue to want to introduce permanent conflict in communities which, since time immemorial, have been living in harmony.
00:25Mr. President of the General Assembly, Mr. Secretary General, ladies and gentlemen, heads of state and government, ladies and gentlemen,
00:36heads of delegation, ladies and gentlemen.
00:38I am taking the floor before this august assembly on behalf of my country, on behalf of His Excellency, the
00:48General of the Army, Abdurrahman Tiani,
00:52President of the Republic of Niger, a head of state, to express the message of peace of the people of
01:00Niger, the sovereign people of Niger,
01:02a people that is committed to its dignity and to cooperation among nations.
01:10Mr. President, please accept the congratulations of Niger upon your election to the presidency of this 81st session of the
01:20General Assembly,
01:20as well as our thanks to your predecessor, Her Excellency Ms. Annalena Baerbock,
01:28and Mr. Antonio Guterres, Secretary General of our organization,
01:33whose second term will conclude on the 31st of December.
01:39Mr. President, the theme of this session,
01:42Restoring Trust, Managing Transformation,
01:46A United Nations That Delivers for All,
01:50perfectly triumphs with the concerns of those peoples aspiring to peace and progress,
01:57even while bombs and other devices of mass destruction are endlessly causing death and devastation in every corner of our
02:06planet.
02:10How can we restore trust and manage transformation in the world so that the United Nations can effectively bring peace
02:16and good fortune to all peoples?
02:23How, then, can we achieve this goal?
02:25I would recall that our previous session called upon us to act better together.
02:34That message remains just and it remains relevant, but it requires us to take stock,
02:42to look at what has been accomplished and to acknowledge what has not been accomplished,
02:47because trust is not built through more and more promises,
02:51but rather through their effective implementation for the benefit of the peoples.
02:57Excellencies, ladies and gentlemen,
03:00Trust cannot be decreed.
03:02It is built, it is earned,
03:05and it requires truth and justice.
03:09How to restore trust when, for decades,
03:14propaganda has been used to maintain the idea of a poor Africa condemned
03:22to do everything it is told to do to survive,
03:26thanks to the assistance of supposed international generosity,
03:30even while its resources, its riches, are stolen and locked away for the benefit of other agendas.
03:38How to restore this trust when the international institutions that are supposed to protect us
03:43have become the tools of a world order
03:46in which some peoples count and others merely survive,
03:52and in which international law does not apply equally to all?
03:57What can we say of the crimes committed in Libya, in Iraq, in Palestine, in Lebanon, in Cuba, in Venezuela,
04:06and in our Sahel?
04:08The Sahel.
04:10In the name of supposedly universal values,
04:14which nevertheless remain unpunished, those crimes,
04:17even while sovereign nations are threatened with sanctions for simply having wanted to decide on their own fate.
04:25Niger, my country,
04:28is following with deep concern
04:30the tragic situation in Palestine,
04:33particularly in Gaza,
04:36where civilians
04:37are paying an unbearable human cost.
04:41We call for the effective protection of civilian populations
04:45for unhindered humanitarian access
04:48and for the pursuit of just and lasting peace.
04:51Niger reaffirms its support for a two-state solution,
04:55allowing the State of Palestine
04:56and the State of Israel
04:58to live side by side
05:00in peace,
05:01security,
05:02and dignity.
05:10How to restore trust
05:11when
05:1481 years after San Francisco,
05:17Africa,
05:18with its more than
05:20around 1.5 billion inhabitants
05:22and its 54 states,
05:25still does not have a single permanent seat on the Security Council.
05:33Through me,
05:34Niger reaffirms its commitment
05:36to the Ezelwini Consensus
05:38and calls for this historic anomaly
05:41to no longer be the subject of sterile debates
05:45repeated day after day
05:46to at long last become subject to a full and concrete decision.
05:51Excellencies,
05:53Mr. President,
05:54ladies and gentlemen,
05:55our Sahel is at war.
05:58It is in a war of liberation
06:00against a conspiracy
06:03aimed at recolonizing it.
06:05What is happening in the Sahel
06:07is not merely,
06:09not simply an armed rebellion
06:11or a war of religion,
06:12nor is it the inevitable result
06:14of our own weaknesses.
06:16What some call terrorism in our region
06:19is the cynical machinery of recolonization
06:23dressed in the trappings of extremism
06:30but the real motivation of which lies elsewhere
06:36in a covetousness
06:39for the significant resources
06:42that God has placed in our land.
06:45Niger's uranium,
06:47Mali and Burkina Faso's gold,
06:49lithium,
06:49gas,
06:50oil,
06:50and so many other riches
06:53still make the former colonial powers salivate.
07:00They want to make us believe
07:02that we are incapable of governing,
07:04of governing ourselves,
07:05incapable of producing,
07:07of thinking,
07:08and of defending ourselves.
07:11They want to make us believe
07:12and convince us
07:13that we do not have
07:14the science,
07:15the intelligence,
07:16or the sovereignty
07:17needed to build something precious
07:19by and for ourselves
07:21and that,
07:22as a consequence,
07:23therefore,
07:23we should accept
07:25the tutelage
07:26of Emmanuel Macron's France
07:28and his allies.
07:31A France which
07:33very often acts
07:34through its local proxies,
07:37networks,
07:38and complicity.
07:40For centuries,
07:42they have instilled
07:44self-deprecation,
07:45fear,
07:46and resignation.
07:47They continue to want to
07:49introduce
07:51permanent conflict
07:52in communities
07:53which,
07:53since time immemorial,
07:54have been living in harmony,
07:56in the same space,
07:58and which have created
07:59peaceful mechanisms
08:01for settling disputes,
08:04such as joking kinship,
08:06for example.
08:08This perfidious attempt
08:10to destabilize
08:11the central Sahel,
08:12conducted by France
08:14with the active complicity
08:16of Ukraine,
08:17is now documented,
08:20widely documented.
08:22This criminal enterprise
08:23has been unmasked
08:26now that the military,
08:27political,
08:28and media elites
08:28that justify it
08:29in the name of their own
08:30country's interests
08:31have themselves
08:32removed their veils
08:34and removed their masks.
08:35I say solemnly
08:37from this rostrum,
08:39the Sahel sees,
08:40the Sahel hears,
08:42the Sahel remembers,
08:44and the Sahel
08:46understands things
08:47very well.
08:52The Sahel is determined
08:54to defend its liberty,
08:56its resources,
08:57and its dignity
08:58at any cost.
09:01A people that has decided
09:03to be free
09:04cannot be recolonized
09:07through fear,
09:08through deceit,
09:10nor even through
09:12savage violence.
09:19to defend its
09:19Ladies and gentlemen,
09:20as I speak to you
09:22on our northeastern border,
09:26there are proxies
09:28led by that France,
09:30supported by Ukraine,
09:31and two other countries,
09:35and you know which countries I'm alluding to.
09:40Those proxies are armed, managed and led
09:46and they are about to attack our military positions
09:49and our oil installations.
09:55But inshallah they will find what they deserve if they do so.
