00:01A new show of military force by China is raising fresh tensions in the South China Sea.
00:08Just two days after a standoff with the Philippines,
00:12China's People's Liberation Army has conducted joint naval and air exercises around Scarborough Shoal.
00:19The PLA Southern Theater Command announced the drills on Sunday, September 27,
00:24saying the exercises were intended to improve combat capabilities
00:29and safeguard China's territorial sovereignty and maritime rights.
00:34The timing is significant.
00:36The drills came days after a confrontation between Chinese and Philippine vessels
00:42near 2nd Thomas Shoal, also known as Ren'ai Reef.
00:46On September 25, the Philippine Coast Guard said Chinese vessels had obstructed a resupply mission
00:53to a grounded military ship.
00:55The Philippine side said Chinese vessels carried out dangerous maneuvers
01:00and that the mission had to be temporarily suspended.
01:04But Beijing gave a very different account.
01:07The Chinese Coast Guard said the Philippine mission,
01:11along with the presence of the grounded ship, was provocative
01:14and said its actions were necessary to defend China's territorial rights.
01:19Now, the focus has shifted to Scarborough Shoal.
01:23The feature is only around 200 kilometers west of the Philippine island of Luzon,
01:29making it a particularly sensitive flashpoint.
01:32China and the Philippines have long disputed control and maritime rights in the area.
01:38And this latest military activity adds another layer to those tensions.
01:43The PLA says the exercises were designed to strengthen its ability to protect what China describes
01:50as its territorial sovereignty and maritime interests.
01:54The Philippines, however, continues to challenge Chinese actions
01:58in areas it considers part of its maritime rights.
02:02Meanwhile, Taiwan and the Philippines have also been moving toward greater cooperation.
02:08Taiwan has agreed to donate a decommissioned vessel to the Philippine Coast Guard
02:13as both sides face growing maritime pressures.
02:16So, from 2nd Thomas Shoal to Scarborough Shoal,
02:21the South China Sea is once again seeing a rapid sequence of confrontations,
02:26Coast Guard operations, and military exercises.
02:29And with China and the Philippines maintaining differing claims over these waters,
02:35the latest PLA drills are likely to keep the region under close watch.
