A political dispute has erupted between the BJP and Congress over claims of internal dissent within the Election Commission of India. Speaking on To The Point, Congress spokesperson Adil Singh Boparai demanded the Chief Election Commissioner’s resignation and alleged that decisions involving statutory Form 6 were taken without proper authorisation. He termed the move an “act of fraud and forgery”. BJP spokesperson Radhika Khera rejected the claims as political posturing, saying administrative file notes and internal deliberations are routine. Separately, a 17-year-old girl was allegedly gang-raped at Delhi’s Astha Kunj Park after visiting Kalkaji Temple. Three men posing as policemen allegedly assaulted her male friend and took them to a secluded area. The DDA later announced tighter park security.

03:32The Congress workers staged protest in several states
03:56demanding Gyanesh Kumar's ouster.
03:58From Hyderabad to Kolkata to Patna, Chandigarh, Guwahati, Dehradun and Lucknow.
04:08Congress workers marched to state election offices,
04:12staged Dharna, burnt effigies of the CEC
04:16and clashed with police at several locations.
04:20In Patna and Chandigarh, police fired water cannons at Congress workers.
04:51As the election commission has come under a scanner,
04:53today the Punjab Congress is holding a vociferous protest
04:57against the election commission,
04:58especially the Chief Election Commissioner, Gyanesh Kumar.

07:01against CEC Gyanesh Kumar
07:04seeking the declaration of all SIR decisions
07:07as illegal,
07:09restoration of the original Form 6
07:11and prosecution of the CEC.
07:14Deputy Election Commissioner
07:16and the poll body's IT head.
07:20But the EC has issued a clarification saying
07:22that ECNet is a decentralized platform
07:26with access given to authorized officials
07:28through unique IDs and passwords.
07:31It's said that no other ECA officials
07:33can perform statutory functions on the platform
07:37and stressed that cyber security measures
07:39are in place to prevent malicious attacks.
07:43Amid the Rao,
07:45Gyanesh Kumar's scheduled visit to Mirat and Kashi
07:48have been postponed.
07:49EC sources have however said
07:51the decision is not linked
07:52to the recent controversy.

08:33so will help us understand the legal part of it
08:35beyond politics as well.
08:36Also on the day that the Congress Party
08:39has launched nationwide agitation,
08:41targeting not just the CEC,
08:43but also the BJP.
08:45Adil, I'll begin first with you,
08:46because the one issue,
08:47and let's go one by one.
08:48Now, one issue that many people would want to know
08:51that we are talking about primarily,
08:53the big complaint from that Indian Express report
08:56is about,
08:57and what the reactions have also come,
08:59is about the internal dissent.

09:27and allegation against the CEC?

09:30Puja, at the outset,
09:32the very existence of democracy in this country
09:35today is under threat.
09:36But let me deal with the point which you've raised.

09:39This is not about dissent or disagreement.
09:42There is a fraudulent enterprise
09:45which is underway at the election commission of India.
09:47This is not a case where two election commissioners
09:51disagreed with one chief election commissioner
09:55during the process of note-making.
09:57This is a case where unilateral orders are being passed
10:01in the teeth of objections
10:03by the majority of the election commissioners.
10:06Now, please see what the statute says.
10:09The statute says that decisions have to be taken by majority.

10:14At the least by majority,
10:15ideally by unanimity.

10:17What is happening now?
10:18Now, in the case of Form 6
10:20and what you've raised,
10:21decisions are being taken unilaterally
10:24by one election commissioner
10:26and misrepresenting that this has the authority
10:29of the election commission of India.
10:31This is something very, very serious.
10:34This is an act of fraud.
10:36Apart from the fact that there is manipulation of voter lists,
10:40this is an act of fraud.
10:42And hence, the Congress party's demand
10:44that this gentleman must be prosecuted
10:47and at the very least,
10:48he must tender his resignation.

10:56But the election commission statement officially,

41:01The phones of all three accused have been sent for forensic examination.
41:07Investigators suspect that search history and other digital material may have been deleted.
41:13Police have also said objectionable material was recovered from the phone of accused Asif.
41:20Now, after the crime, security measures are being tightened.
41:24Police teams are patrolling secluded stretches and parks.
41:29The DDA has also announced tighter security across its parks.
41:34Restricting access after sunset and limiting entry to designated gates at parks with multiple access points.
