00:40In the name of Allah, the most gracious, the most merciful. Excellency Dr. Khalil al-Rahman,
00:47President of the General Assembly. Excellency Mr. Antonio Guterres, Secretary General of the
00:54United Nations. Excellencies, Heads and Members of Delegations, for the second consecutive year,
01:04the Palestinian delegation was denied the entry visas required to reach New York and participate
01:13in the meetings of the United Nations General Assembly in person.
01:21We reject these unlawful, punitive measures. And we reject the accusations and justifications
01:29on which they were based. We affirm that we have fulfilled our obligations, carried out a comprehensive
01:39national reform program, and upheld our commitment to international law, to shunning violence and terrorism,
01:50and to the two-state solution, and to peace on the basis of resolutions of international legitimacy.
02:00We also affirm that the Palestinian people and its leadership should not be punished
02:08for demanding an end for the occupation, or for turning to the UN,
02:15the International Court of Justice, and the International Criminal Court.
02:22Our choice to invoke international law and its institutions is a peaceful and civilized choice,
02:29and not an act that transcounters to peace.
02:34Denying the Palestinian delegation access to the UN headquarters
02:40is a violation of the United States' obligations as the host country.
02:50Therefore, we call upon the American administration
02:54to lift these sanctions and restrictions,
02:59return to dialogue and mutual respect,
03:04and work with us and with the international community
03:07in order to implement the two-state solution
03:10on the basis of international legitimacy,
03:13and to establish peace
03:15rather than punishing the side that has chosen the path of international law
03:21and political and diplomatic action in order to guarantee its rights.
03:32Mr. President,
03:34esteemed Member States,
03:38I speak to you today as the Palestinian people
03:41faces one of the most dangerous times of its history.
03:46This is following long decades of historic injustice,
03:50uprooting,
03:52asylum-seeking,
03:53occupation,
03:54and the deprivation of its basic right
03:56to self-determination,
03:58freedom,
03:58and independence.
04:01In the Gaza Strip,
04:04our people are being subjected
04:06at the hands of the Israeli occupation forces
04:09to killing,
04:10destruction,
04:11starvation,
04:12and attempts at displacement,
04:14as well as a genocidal war
04:16that has created
04:18an unprecedented humanitarian catastrophe.
04:23It has destroyed neighborhoods,
04:25cities,
04:26camps,
04:27institutions,
04:29schools,
04:30universities,
04:31hospitals,
04:35mosques and churches,
04:39and it has targeted
04:40all the basic necessities of life
04:42and the future of entire generations.
04:46In the West Bank,
04:48including East Jerusalem,
04:51settler expansion is accelerating.
04:55The West Bank is being fragmented
04:57and Jerusalem is being isolated and Judaized.
05:02Settler terrorism is escalating
05:04under the protection of the occupying forces
05:06while the crimes of land theft,
05:09home demolition,
05:11checkpoints,
05:12and raids
05:13continue
05:15under a system of laws,
05:17measures,
05:18and practices
05:21all built on racial discrimination,
05:24ethnic cleansing,
05:25and state terrorism.
05:28Ladies and gentlemen,
05:31we have long warned
05:33the international community
05:34through the United Nations General Assembly
05:37and through the Security Council
05:39that these Israeli policies
05:41in violation of international law
05:44would destroy the two-state solution
05:47and that this is what is happening now.
05:54today we warn
05:55of an even greater danger ahead,
05:58one that requires international action
06:00to address it.
06:03The danger is no longer limited
06:04to undermining the two-state solution
06:06and preventing the realization
06:08of the Palestinian state.
06:10It has now come to threaten
06:12the very life and existence
06:13of the Palestinian people
06:15on their homeland.
06:19What is taking place
06:21in Gaza,
06:22the West Bank,
06:22and East Jerusalem
06:23are not isolated incidents,
06:26but rather
06:27a malicious colonial scheme
06:29aimed at making
06:30the lives of Palestinians
06:31more difficult
06:32in their homeland
06:35and forcing them to leave it.
06:42We warn you today
06:45Do not allow
06:47another Nakba
06:48to occur.
06:49Do not allow
06:50further massacres
06:51like those that occurred
06:53in 1948.
06:56Do not allow
06:58terrorist gangs
06:59protected by the Israeli
07:00occupation forces
07:02to burn
07:03Palestinian homes
07:04while their occupants
07:06are sleeping inside them.
07:08Do not allow
07:10our children
07:10to live afraid
07:12and threatened.
07:15once again,
07:17I ask before
07:17this assembly
07:20how much longer
07:21will some states
07:22continue to remain
07:24silent on Israel
07:25or supply it
07:26with the weapons
07:27that it uses
07:28against our people?
07:33The world
07:34has witnessed
07:35the tremendous cost
07:36in the Gaza Strip
07:37and the West Bank.
07:39So what is
07:40the international community
07:41waiting for
07:42war in order
07:43to protect
07:43the Palestinian people,
07:45ensure their
07:46continued presence
07:47on their land
07:48and the Israeli
07:49occupation
07:50and implement
07:51the two-state solution
07:53on the basis
07:54of international
07:54legitimacy?
07:57This solution
07:58guarantees peace
07:59for all
08:00instead of the threat
08:02emanating from
08:04Israeli extremism
08:05which seeks to expand
08:07its colonial project
08:10towards establishing
08:12the so-called
08:13greater Israel
08:16and completely erasing
08:18Palestinian presence.
08:22Mr. President,
08:23esteemed member states,
08:26we welcomed
08:28President Donald
08:29Trump's
08:2920-point plan.
08:33We also welcomed
08:34Security Council
08:35Resolution
08:362803
08:38and the roadmap
08:40for implementing
08:40the second phase.
08:42This was to hold
08:43the aggression
08:44against our people
08:46and their
08:47humanitarian
08:47suffering
08:48and secure
08:50the withdrawal
08:50of the occupation
08:51forces from
08:52the Gaza Strip
08:53and begin
08:54rebuilding
08:54the Gaza Strip.
08:57However,
08:58regretfully,
08:59we have not seen
09:00any of this
09:01materialize on the ground.
09:06The Israeli killing
09:07and aggression
09:08continue to claim
09:09the lives of men,
09:11women,
09:11and children in Gaza.
09:16Nearly a year
09:17has passed
09:18since the adoption
09:19of Resolution
09:212803
09:22and the establishment
09:23of the Board of Peace.
09:26And only one year
09:28remains
09:29of the designated
09:30transitional period
09:31before the end
09:32of 2027.
09:37Therefore,
09:38we call for
09:38accelerating
09:39the implementation
09:40of the second phase
09:41rather than
09:42wasting any more time.
09:44The transitional period
09:45must not be allowed
09:47to become
09:47a permanent
09:48or open-ended
09:50situation
09:50without any
09:52clear,
09:53time-bound
09:53political horizon.
09:56Rather,
09:57it must lead
09:57to the reunification
09:59of the Gaza Strip
10:00and the West Bank,
10:01including East Jerusalem,
10:03under the authority
10:04of the State of Palestine
10:06and its legitimate
10:07institutions
10:08in accordance
10:09with the principle
10:10of
10:11one state,
10:13one government,
10:15one law,
10:17and one legitimate
10:18entity
10:19authorized to bear arms.
10:27the threats
10:29and attacks
10:30carried out
10:31by extremists
10:34against
10:35Islamic
10:35and Christian
10:36holy sites,
10:37particularly
10:38Al-Aqsa Mosque
10:40and the Church
10:40of the Holy Sepulchre
10:41in Jerusalem
10:42and the
10:43Ibrahimian Mosque
10:44in Hebron,
10:45constitute
10:46a violation
10:47of their
10:48historic
10:48legal status
10:49and of
10:50freedom
10:50of worship.
10:52They must
10:53cease
10:53immediately
10:54before they
10:56devolve
10:57into a
10:58broader
10:59religious
11:00conflict
11:00in the region
11:01and beyond.
11:04No one
11:05is in need
11:05of such
11:06an outcome.
11:09the ongoing
11:10Israeli
11:11attacks
11:11on United
11:12Nations
11:13headquarters
11:13and institutions
11:14in Jerusalem
11:15and the
11:16West Bank
11:17also undermine
11:18ONRWA's
11:19ability
11:21to continue
11:23carrying out
11:24its duties
11:26in providing
11:28support
11:28and assistance
11:29to Palestinian
11:30refugees,
11:32especially
11:33in the fields
11:33of education,
11:35health care,
11:35and vocational
11:36training.
11:39We call
11:40upon all
11:41states and
11:42international
11:42and regional
11:43organizations
11:44to continue
11:46supporting the
11:46work of
11:47ONRWA for
11:48which there is
11:49no substitute
11:50so long as
11:51the refugee
11:52issue remains
11:53unresolved.
11:56This requires
11:58the continued
11:59financial support
12:01and political
12:02backing
12:04as well as
12:06an end
12:06to these
12:06attacks
12:07against
12:07ONRWA.
12:11We particularly
12:13warn also
12:15against the
12:16implementation
12:17of the
12:17EU1
12:18settlement plan.
12:20this plan
12:21aims to
12:22separate the
12:22northern
12:23West Bank
12:23from its
12:24south,
12:25isolate
12:26East Jerusalem
12:28from its
12:28Palestinian
12:28surroundings,
12:30and prevent
12:31the realization
12:31of a
12:33geographically
12:33continuous
12:34Palestinian state.
12:36this requires
12:38urgent and
12:39responsible
12:40intervention by
12:41the United
12:41Nations
12:42Security Council.
12:43It also
12:44requires the
12:45implementation of
12:46Security Council
12:47Resolution
12:482334.
12:52This
12:53resolution calls
12:54for the
12:55cessation of
12:56all settlement
12:56activities in
12:58the occupied
12:59Palestinian
12:59territory,
13:00including
13:01East Jerusalem.
13:08We highly
13:09appreciate the
13:10measures taken
13:11by the
13:12United Kingdom,
13:14as well as
13:1512 other
13:16countries,
13:17in order to
13:18protect the
13:19two-state
13:19solution,
13:24as well as
13:25to ban
13:25settlement
13:26products.
13:28We also
13:29commend the
13:29call launched
13:30by the
13:30leaders of
13:30France,
13:31the United
13:32Kingdom,
13:32and Canada
13:33to convene a
13:34summit in
13:34New York on
13:35this matter.
13:36Furthermore,
13:37we call upon
13:38President Trump
13:38to fulfill the
13:39commitments he
13:40made to the
13:42leaders of the
13:42Arab and
13:43Islamic States
13:44last September
13:49to prevent
13:50the annexation
13:51of Palestinian
13:51land and to
13:52reject
13:53displacement.
13:56Mr.
13:56President,
13:57Excellencies,
13:59it is
14:00impossible to
14:01separate
14:01Israel's land
14:02seizure practices
14:03from the
14:04dismantling of
14:05Palestinian
14:05institutions and
14:07the depletion of
14:08its financial
14:09resources.
14:12All of these
14:13are tools that
14:14lead to one
14:15same result,
14:17weakening our
14:18people's ability
14:19to remain
14:20steadfast and
14:21stay on their
14:22land.
14:24This leads to
14:25undermining our
14:26people's national
14:27institutions and
14:28preventing the
14:29realization of
14:30its state.
14:31The Israeli
14:31government is
14:33withholding more
14:36than $6 billion
14:39that belong to
14:40the Palestinian
14:41people.
14:44We are
14:45demanding the
14:46immediate release
14:47benefits of
14:49all our
14:50withheld funds,
14:54the guarantee
14:55of their
14:56regular and
14:57full transfer,
14:59and the
15:00lifting of
15:01the financial
15:01and economic
15:02restrictions and
15:03the blockade
15:04imposed on
15:06our people and
15:07our institutions
15:08in accordance
15:09with the
15:09Paris economic
15:10protocol,
15:12which was
15:13agreed upon
15:13following the
15:15Oslo
15:15Convention.
15:17Mr.
15:18President,
15:19ladies and
15:19gentlemen,
15:20one year after
15:21the International
15:21Peace Conference
15:22and the adoption
15:23of the New York
15:24Declaration,
15:25I say to you
15:26today,
15:27with full
15:27confidence and
15:28responsibility,
15:30we have
15:31fulfilled our
15:31pledge.
15:34We have
15:35fulfilled our
15:36pledge.
15:38We completed
15:40the national
15:40reform program
15:41to which we
15:42had committed
15:42before our
15:43people and
15:44the international
15:45community.
15:46we strengthened
15:48institutional
15:49governance,
15:50public
15:50financial
15:51management,
15:52transparency,
15:53accountability,
15:55anti-corruption
15:55measures,
15:56and the
15:57rule of law.
15:58We established
16:00a unified
16:01needs-based
16:02national system
16:03for social
16:03protection and
16:04social welfare,
16:08abolished the
16:09previous laws
16:10and regulations
16:11on this
16:11matter and
16:14obtained an
16:15independent
16:16international
16:17audit confirming
16:20the validity
16:20of our
16:21measures.
16:25We also
16:26continue to
16:27reform the
16:28education system
16:29and develop
16:30criteria and
16:33curricula in
16:34accordance with
16:35international
16:35standards and in
16:37cooperation with
16:38UNESCO in a
16:39manner that
16:39promotes the
16:40values of
16:41peace,
16:41tolerance,
16:42and respect
16:43for others
16:43while preserving
16:44our national
16:45identity and
16:46the rights of
16:46our people.
16:48We also
16:49proceeded along
16:50the path of
16:51democratic revival
16:52and the
16:52empowerment of
16:53women and
16:54youth.
16:56We have held
16:57local council
16:58elections and
16:59elections for the
17:00General Union of
17:01Palestinian Students.
17:02We are headed
17:03towards our
17:04legislative elections
17:05on the 28th of
17:07November of
17:08this year, and
17:12this will be
17:13followed by the
17:13completion of the
17:14renewal of the
17:15institutions of the
17:16Palestinian National
17:17Council, followed
17:18by the
17:19Palestinian presidential
17:21elections.
17:23On behalf of the
17:24State of Palestine, I
17:25reaffirm the
17:26commitments in which
17:27we believe.
17:28We seek security and
17:29peace for all.
17:32We reject attacks
17:34against civilians by
17:35any party
17:36whatsoever.
17:38We reject
17:39terrorism and
17:40extremism in all
17:41their forms.
17:43We combat
17:44anti-Semitism,
17:45racism, and
17:47hatred.
17:49And we believe in
17:50a culture of
17:51peace, dialogue,
17:53and coexistence.
17:59We seek a
18:01democratic
18:02Palestinian state.
18:05that respects the
18:06rule of law and
18:07human rights.
18:10A non-militarized
18:11state, a non-militarized
18:14state that lives in
18:15security and peace
18:16alongside the state of
18:17Israel.
18:19Is this possible?
18:22Ladies and gentlemen,
18:24our commitment to peace
18:25did not begin today.
18:30in 1988, our people and
18:33its leadership made a
18:34historic and difficult
18:35decision.
18:38And we accepted a
18:39historic settlement
18:40founded on the two-state
18:41solution on the basis of
18:43international legitimacy.
18:45Today, we say to the
18:47world, saving the
18:50solution begins with
18:52preserving the land on
18:53which the Palestinian
18:54state is to be
18:55established and
18:56protecting the people
18:57who live on it.
19:01The Palestinian people
19:02will remain on its land.
19:06The Palestinian people
19:08will not accept
19:09displacement, will not
19:11accept displacement, and
19:13will not disappear.
19:15Neither military
19:16occupation nor
19:17settlement expansion,
19:19annexation, nor
19:21settler terrorism can be
19:22a solution or create
19:24lasting security.
19:26At the same time, we
19:29will not remain in
19:31waiting, nor will we
19:32accept whatever the
19:33governments of the
19:34Israeli occupying state
19:35decide for us.
19:37They have no right to
19:38decide for us.
19:41No lasting security can
19:42be built upon the
19:43occupation of another
19:44people and the denial of
19:47its legitimate rights.
19:49We have our own
19:51national project.
19:54Protecting our people
19:56from displacement,
19:57preserving our land and
19:58its unity,
20:00democratically renewing
20:01our institutions,
20:03and building our state
20:05while remaining committed
20:06to international law
20:08and exercising our
20:09right to self-determination,
20:12leading to the
20:13realization of an
20:14independent, sovereign
20:15Palestinian state with
20:16East Jerusalem as its
20:18capital, along with the
20:20return of refugees in
20:21accordance with UN
20:22resolution 194.
20:31We do not want a new
20:33process for managing the
20:34conflict while the face of
20:36the land changes every day.
20:39We want a process that
20:40puts an end to
20:41occupation and guarantees
20:43freedom and self-determination
20:45for Palestinians, a process
20:49that guarantees also
20:50security and peace for
20:52Israelis in the countries
20:53of the region.
20:54Our vision for peace is
20:56clear.
20:57A Palestinian people
20:59remaining on its own land,
21:00determining its future
21:02for itself, and the
21:03Palestinian state alongside
21:05the state of Israel, and
21:07the Palestinian-Israeli
21:09peace that paves the way to
21:11regional integration,
21:12cooperation, prosperity, and
21:15security for everyone.
21:19Mr. President, ladies and
21:21gentlemen, we thank all the
21:24countries and peoples that
21:26have stood by our people.
21:29We thank countries and
21:30peoples that have lent
21:31political, humanitarian, and
21:33economic support, and helped
21:35us preserve our institutions
21:37and provide relief to our
21:39people.
21:42We also thank the countries
21:44that have recognized the
21:45state of Palestine, which
21:47now number 160 states, and
21:50we call on those countries
21:52that have not yet recognized
21:53the state of Palestine to do
21:55so.
21:57We likewise call for granting
22:00the state of Palestine full
22:01membership in the United
22:03Nations, similar to the rest of
22:06the nations and peoples of the
22:07world.
22:13Finally, I address the sons and
22:16daughters of our Palestinian
22:17people in their homeland and in
22:19the diaspora.
22:23You have painted the greatest
22:24picture of pride and dignity by
22:27holding steadfastly onto your
22:30land, your unity, and your
22:32legitimate rights.
22:34We will not leave our homeland.
22:37We will not accept
22:39displacement, and we will not
22:42allow anyone to decide our
22:43future on our behalf.
22:45We decide for ourselves.
22:47We will extend our hands to a
22:49peace based on international
22:51legitimacy so that our freedom
22:53and independence can be achieved
22:55and so that everyone in the
22:57region may live in security,
23:01peace, and good neighborliness.
23:04Peace be upon you all in the
23:06mercy of Allah and his blessings.
23:18on behalf of the assembly, I wish to
23:22thank the president of the state of
23:24Palestine.
