00:17affirming Venezuela's commitment to global peace, territorial integrity, diplomatic dialogue,
00:22and sovereign development. In her address before the United Nations,
00:26Acting President Delcy Rodriguez stressed Venezuela's unwavering commitment to peace
00:31and dialogue over conflict. Reflecting on recent challenges, she highlighted the country's
00:36remarkable resilience, underscoring that Venezuela is embarking on a new era of historic
00:40rebirth and state-to-state diplomacy. In 2026, Venezuela was forced to face two
00:47major painful tests to its life as a nation. One was the test that arose from the suffocation
00:53of its internal political life and a dispute with the United States of America,
00:58which was ratcheted up and became more extreme. Another test arose from nature's savagery.
01:04That was the double earthquake on the 24th of June. In spite of these life's bitter blows,
01:11as they were called by the poet CĂ©sar Vallejo, for all of Venezuela's people today,
01:18Venezuela is being reborn. The idea of our country being reborn is, if you like, the expression of our
01:26country's attitude, the attitude that it is assumed in the face of the aforementioned events. We are
01:32transforming our political relationships, and these are now rooted in dialogue, negotiations,
01:37and diplomacy. We wish to have with the United States, with our neighbours, and with all countries
01:42on the continent, relations with the international communities. We wish to rebuild them and maintain
01:47them. They must be rooted in respect and equality. Defending national sovereignty before the world
01:53body, the head of state asserted Venezuela's historic sovereign rights over the Essequibo,
01:58calling upon Guyana to return to bilateral negotiations under the Geneva Agreement.
02:03At the same time, Rodriguez emphasized that stable diplomatic relations and soberan agreements,
02:08such as recent high-level energy accords, are vital to ensuring hemispheric energy security and
02:13preserving global economic balance. I would be remiss if I did not hear mention here as the very
02:19headquarters of international law, our desire to reaffirm the historic rights of Venezuela over
02:26Guyana Essequiba. Here, I appeal to the Cooperative Republic of Guyana to resolve the issue and to return to
02:33negotiations as stipulated by the Geneva Agreement. Agreements which last the longest are those that
02:41emerge from bilateral negotiations. They last longer and function better than those imposed by external
02:48bodies. Beyond geopolitical issues, the acting president calls for universal access to emerging
02:55technologies like artificial intelligence to mitigate poverty and advance social justice across the global
03:00south. In regard to domestic politics, she reaffirmed that Venezuela is headed toward an inclusive,
03:05transparent electoral process resulting from continuous dialogue with opposition sectors,
03:09ensuring equal competition under institutional guarantees.
03:12I wish to say the following loud and clear at this General Assembly. In Venezuela, there will be elections.
03:19elections. And in that vein, we have begun a political dialogue with sectors of the opposition, which
03:29will lead to a process where everyone will compete on an equal footing. The Venezuelan people with its
03:37age-old wisdom will determine when the correct time for these elections is, and Venezuelan institutions will be
03:44prepared to guarantee this inclusive and transparent process takes place.
03:50Concluding her address, Rodriguez urged the world body to defend self-determination and reject extremism.
03:56She ratified that Venezuela stands ready to engage with all nations that respect its sovereignty, freedom,
04:00and dignity as a reborn nation. Venezuela must abandon the course which allowed extremism and intolerance to be imposed on
04:08on and to prevail over peaceful and democratic coexistence. And here, I ask for the support of the international
04:15community so that it, in good faith, supports the changes that Venezuela requires. It must respect the self-determination
04:24of my country. Venezuela wishes to breathe freely, exercise its rights as a sovereign nation without any type of
04:32interference. Venezuela must be admired and respected. With this historic address at the United Nations,
04:40the Venezuelan government ratifies its commitment to peace, territorial integrity, social justice,
04:46and sovereign development, standing firm in its transformation and international cooperation.
