00:05industrial revolution of upheaval and disarray. The renaissance was a time when new tools,
00:11new ideas, and new institutions expanded what people believed they could do.
00:16AI can play that role for our time. I believe that people are much more capable than they
00:21imagine themselves to be, but have been held back by limited technology that was meant to empower,
00:26but instead distracts and often steals attention.
00:30I see two main categories of risk. The first is misuse of AI models, for example, misuse by
00:36bioterrorists to create biological weapons. The second risk is loss of control, model capabilities
00:42accelerating beyond developers' ability to control them. These questions are global in scope and
00:47concern all of humanity. They are grave enough that I believe they are important questions for this
00:52council, not just for economic or ICT ministries.
