In an exclusive interview, Union Minister of Electronics and Information Technology Ashwini Vaishnaw detailed India's expanding semiconductor ecosystem and talent development initiatives. Vaishnaw highlighted that the Chips to Startup program now covers 400 universities across the country, giving students hands-on experience in chip design, tape-out, and testing. Speaking on the impact of the initiative on youth, Vaishnaw said, "It's life-changing because those students, when they go into the industry, like, there won't be many countries in the world where a student coming out of a university can say that I have taped out a chip." Responding to critics regarding India's focus on legacy nodes between 28 and 90 nanometers, he noted that this segment constitutes 70% of global semiconductor volume and powers essential electronics and automotive manufacturing. He outlined India's Semiconductor 2.0 blueprint, which includes upgrading B.Tech curricula to systems design and building five-year capabilities in advanced packaging, equipment manufacturing, and materials.

00:13So, what is one aspect which is most surprising for you and also the most promising one?
00:19When we started this program, when we started in small towns,
00:24we started to see the enthusiasm of students.
00:27In Odisha, Barampur, Assam, Shivpur, Meghalaya.
00:34You can go to any state.
00:36In every state, 400 universities are in the entire country.
00:39Even the small universities and small towns, the students are so enthusiastic.
00:45They are learning, they are getting into depth.
00:48And their chips are designed, they are tape-out,
00:51they are working on the board, they are testing.
00:54So, imagine the confidence it gives to the students.
00:57I have spoken with many students.
01:00It's life-changing.

01:03Because those students, when they go into the industry,
01:07like there won't be many countries in the world
01:10where a student coming out of a university can say that I have taped out a chip.
01:16I have asked the industry in Davos.
01:20Industry could not count more than 20 universities in the entire world.
01:24And we have 400 universities where students are able to tape out.
01:28So, this is a very large scale of talent development.
01:31That gives youth satisfaction because youth is liking it.
01:35Young people are seeing a new hope in it.
01:37And they are seeing future limitations.
01:41It is there.
01:41Because the industry says that the gap of employment by the employment gap, talent gap,
01:50is about a million by 2030.
01:54Million.
01:54That's luck.
01:55Global.
01:56So, education point of view.
01:58Because when we talk about the ecosystem,
02:00we need to have education too.

02:03That's what we are doing in the universities.

02:12Now, in Semicon 2.0, in the talent sixth pillar,

02:47Any interesting conversation that you had with any of the students?

02:50Because they are inquisitive.
02:51They ask questions.
02:53One thing that stayed with you.
02:54Some of the questions that you have with us now,
02:57are you still remember?

03:00Like, there are so many.
03:01The enthusiasm and the energy stayed with me.

03:09You have talked about a mango sapling,
03:13which needs care before it bears fruit.
03:16Correct.
03:16For critics who say India is still on legacy nodes,
03:19while the world has moved to 2 nanometer,
03:23what will you tell?
03:25Okay.
03:26So, the critics would be very benefited if they know the entire facts.
03:32If you look at the entire semiconductor universe,
03:3628 nanometer to 90 nanometers.
03:39That is 70% of the volume.
03:4170% of the volume.
03:44Right?
03:45It's not small number.
03:4670% of the volume.
03:49Most of the countries which were manufacturing semiconductors.
03:53And it's a handful.
03:54It's not more than 10 fingers.
03:57Right?
03:58They are moving rapidly out of this,
04:03this node, this segment.
04:05They are moving more and more towards 2 nanometers,
04:087 nanometers, 10 nanometers, 14 nanometers.
04:11This entire segment is being addressed by one country now.
04:16Imagine the geopolitical concentration of the supply chain,
04:22which is happening already.
04:25A million dollar machine,
04:28million dollar machine will not be out of the factory just for one dollar chip.
04:36That is the geopolitical concentration which is happening today.
04:42Who?
04:43Those who understand this.
04:45When I talk to my counterparts in Europe and my counterparts in Japan and other ministers.
04:52And US also.
04:54It's like suddenly understanding the gravity of this.
04:59And then they tell the industries that no, go to India.
05:02India.
05:02Because India has taken the right path.
05:05Absolutely the right path.
05:07That, see, it's a very complex industry.
05:10We must understand the nuances of it before we start the criticism.
05:15So those who understand, they know that this is the segment which is going to be most important segment.
05:21We will play in this segment as well as we will go.
05:24There are so many countries which have exited this segment.
05:27We will not do that.
05:28We will maintain this segment.
05:29This segment is going to serve everything that we manufacture.
05:34Cars, refrigerators, TV, mobile phone, everything.
05:40You are saying that's the very foundation of everything.
05:45Yes.
05:45It's a foundational industry.

05:49As in, you see the most point you are watching here.

05:52Listen to yourself in your home.
05:53If you have an example in your home.
05:55You have to raise your light from your morning.
05:57And you have to raise your light from your morning.
05:59You have to watch your phone.
06:00You have to watch your mobile phone.
06:01You have to practice with someone.
06:03If you have anything, you have to practice with your cooking equipment.
06:08In the kitchen, you have to practice with semiconductors.
06:10In the refrigerator, there are chips.
06:23You can't have any modern manufacturing in the world, so you have to have that industry
06:29for making sure that your manufacturing footprint keeps growing.
06:35That's actually a fascinating way of explaining it, sir.
06:39You know, many of us would not have thought about how crucial it is to have, you know, this chip
06:46is in our daily lives.
06:47It is, everything, in this camera, in this mic, everywhere there are chips, everywhere.
06:56It's like millions and millions of chips in everything that we see.
07:00One day in the car, there are about 30,000 chips. It's like that.
07:04India has trained around 85,000 semiconductor engineers. Where do you see the biggest talent gap?
07:15The big challenge that we are facing is in materials, as I said, right?
07:21Materials are very complex and that is where we need to find the right way of training our people.
07:29One of the finest companies in material manufacturing.
07:34They very clearly said that this will take at least five, six years for anybody to come up to.
07:41But we said that we have that patience and we are willing to put in that kind of effort.
07:45So material related talent is going to be the most difficult.
07:50That brings me to my final question. Looking five years ahead, you have covered a distance in five years, five
07:56years ahead.
07:57Where do you see and what, according to you, will be the single clearest marker for the success of the
08:04Semicon in India?
08:06If you have five large equipment manufacturers manufacturing in India.
08:11If we have two more advanced packaging, really advanced packaging, what we got in the first phase, one of the
08:25most advanced packaging three-dimensional glass substrate.
08:29That level, if we can get.
08:31If you have 200 deep tech startups and companies funded by VC and private equity.
08:40If you have more than one lakh trained technicians on the job, getting the jobs, getting the empowerment, then I'll
08:49feel that yes, we are successful.
