00:06Despite living in a so-called democracy, the public has had virtually no input into the
00:16AI revolution that is transforming the world in which they live. Congress, under both Democratic
00:27and Republican control, have been asleep at the wheel, and we now have a president whose
00:34ignorance regarding this issue is truly embarrassing. Virtually all of the decisions regarding the
00:44development of AI have been made by a handful of the richest people in the world. Musk, Zuckerberg,
00:54Bezos, Teal, Ellison, Bryn, and a few others. And the desire to use technology to create
01:02a frictionless existence. And let us be very clear, a super intelligent AI that escapes human
01:10control will not simply be an American problem, it will not be a Chinese problem, it will be
01:20humanity's problem. And that is why I hope very much that at their AI summit next week,
01:29President Trump will negotiate a comprehensive treaty with President Xi to establish a pause
01:37on advanced AI development and a ban on super intelligence.
01:44The space, right? A hammer or a screwdriver, a device.
01:50And now let me say a word to the CEOs of the major AI companies who have told us recently
01:57that they are
01:58concerned about the dangers inherent in the technology that they are developing.
02:04I say to them that if you believe in democracy, if you believe that the people have a right to
02:11determine their future, stop pouring hundreds of millions of dollars into super PACs which are trying
02:21to defeat members of Congress and candidates who are fighting for serious guardrails on AI.
02:28Stop the hypocrisy.
02:31Give it up for Steve Bannon.
02:41I think Senator Sanders did a very good job of summarizing the risk.
02:47Obviously, he and I have a quite different opinion of the President of the United States,
02:51but we are trying to raise above partisanship, and we have to, because this is a unique...

03:10harder partisans than Bernie Sanders on the left and Steve Bannon on the right.
03:15And I think that speaks to not just Max, but to the threat is we have to rise above it.
03:21This is a hinge in history. We have to handle this right, correctly.
03:25To handle it correctly, number one, we can never trust what an oligarch says,
03:32because all they do, they're disingenuous and they lie. This has to be the American people.

03:53We should quarantine now every aspect of the ecosystem of artificial intelligence away from the Chinese Communist Party today.

04:10It's the only way you're going to get your hands around and actually think through, with adults,
04:17what should be actually the regulatory apparatus, whether it's an Atomic Energy Commission or whatever that apparatus is,
04:26that works with these companies to make sure that things can escape, to make sure that people know what's going

04:34Also, the financial and liabilities to the American people.

05:40And most importantly, we will not stop seeking legislation until our children are provided with safe and thoroughly tested products.
