00:03Europe needs its own counter hybrid playbook. We urgently need a consensus on how to respond
00:12to certain incidents. Those which fall below armed aggression but clearly threaten our national
00:21security. In other words, a mechanism to flank NATO's Article 4. And I believe it is time for Europe's own
00:32Article 4, an emergency security protocol.
00:42When triggered by one member state, all member states should convene to coordinate a European
00:49response to deter further escalation and to mitigate the impact. And I believe we must go
00:57further still. For a long time, we have discussed a leader's format focused on the security of our
01:05continent with partners like Canada, Ukraine, the UK, Norway and others involved. This is even more
01:15urgent now, given the nature and scale of the risks at play. And this is why we will set out
01:23our ideas to make a European Security Council a reality. The urgency is clear.
