00:01Y, honorable members, throughout this speech I have spoken about the need for Europe to act together.
00:06Our risk being pulled apart.
00:09Once again this summer, this reality was tested at our borders.
00:14From our eastern borders to the shores of Crete and right across the Mediterranean.
00:19And of course, with the crisis in Ceuta.
00:23The events may be different in nature.
00:27But they have two things in common.
00:31The first thing is that vulnerable people are being exploited by callous traffickers and smugglers, by our adversaries.
00:41And this is why we have proposed a sanctions regime to hit criminals where it hurts most.
00:48And the second point.
00:51All of our external borders are European borders.
00:55So I want to address the people of Spain directly.
01:01Ceuta's border is a European border.
01:04Because Ceuta is Spain.
01:07And Ceuta is Europe.
01:09And Europe will be there for you.
01:24The point is that the only solution is a European solution.
01:28And that is the pact on migration and asylum.
01:30After years of work, we finally have a common European framework.
01:35One that gives responsibilities to all and that demands solidarity from all.
01:41And it now needs to be fully implemented because we are on the right way.
01:46And let me give you two figures.
01:48We have seen a 55% reduction in illegal arrivals over the past two years.
01:56More than half.
01:57And a further 37% drop this year.
02:02This is real progress.
02:05But the events of this summer show that our tools need to evolve, especially for emergency situations.
02:14Europe needs the means to protect its borders at all times.
02:20Especially in scenarios when mass movements are engineered and weaponized.
02:25And this is why we will propose a new European emergency response instrument.
02:33It will only be triggered under a strictly defined set of criterias.
02:38And in those cases, it will allow for a time-limited and strictly defined flexibility of standard procedures.
02:49The message from Europe is clear.
02:52We will always comply with our values and fundamental rights.
02:58But we will never compromise on protecting our borders because it's us, Europeans, who decide who comes to our union
03:07and under what circumstances and not the smugglers and traffickers.
03:17This is why we also step up our work to strengthen Frontex, especially to speed up returns.
03:24We will improve our early warning systems, also in partnership with third countries.
03:29We will ensure that we can detect and anticipate online.
03:33And finally, we will keep tracking, tackling the root causes of illegal migration.
03:39We need to work together with our neighbors to boost investment.
03:44To offer young people meaningful prospects so they are not compelled to gamble with their lives.
03:52They need jobs, skills, trainings, apprenticeship.
03:56This is why I am announcing today a new Mediterranean Youth Skills and Jobs Initiative.
04:04Because, Honourable Member, this is how we can reduce illegal migration.
04:10Uphold the rights of individuals seeking protection.
04:15Facilitate safe, legal migration with new gateway offices in partner countries.
04:23And defend the freedoms of our Schengen area.
