00:05I just want to thank President Fujimori for receiving us here today.
00:10I truly believe that we are entering a new era in U.S.-Peru relations, a golden era in many ways,
00:16because her administration has the right ideas.
00:18In her first 40 days in office, we've already done many things together.
00:21There's so much more for us to do together.
00:23I remind everybody that the most important obligation of any government to its people
00:27is the security and the stability and the order in that country.
00:31And when that is threatened, nothing else is possible.
00:33Not economic growth, not prosperity, not upward mobility.
00:37And in fact, we look at the criminality that exists and the terrorism that exists in this region today,
00:41and the people most victimized by it are working people, common people,
00:45who cannot defend themselves against these criminal elements.
00:49This has always been a threat in this region,
00:51but it has become a new threat because these are now transnational threats.
00:55These are transnational terrorist organizations that do not respect sovereign borders
00:59and operate in multiple countries with the same aim and the same goal of exploiting countries
01:04and exploiting their people and harming them.
01:08And I'm very pleased to hear the announcement that Peru will be joining the shield of the Americas.
01:12What is it a shield against?
01:14It is a shield against these threats to the sovereignty of these independent nations.
01:19It is a shield against these transnational criminal groups
01:22that in many cases have more money and better military equipment than the state.
01:26That is unacceptable.
01:27And the only way to defeat it is to confront it forcefully.
01:30And it's the reason why President Fujimori was elected,
01:33because she told the people of this country she would confront this threat
01:36and she would defeat it, and we will help her.
01:38We are going to help as much as they possibly can,
01:41because it is in our national interest as well.
01:44Beyond that, there is extraordinary commercial opportunities.
01:46We've talked about some of those today.
01:49There are real opportunities for us to work together
01:51on commercial deals and commercial projects
01:54that are extraordinarily beneficial to Peru, to the people of Peru,
01:57but also beneficial to the people of the United States.
01:59That will be a core of our relationship as well.
