00:00California Governor Gavin Newsom has signed a bill that Republicans call the Stop Nick Shirley Act.
00:06Now, that's not what Newsom calls it. It's not what Democrats call it.
00:09AB 2624 is, they say, an effort to protect immigrants and organizations that serve immigrant communities
00:16from being exposed to threats or violence if somebody exposes their addresses,
00:22their personal information, other identifying information.
00:24And the reason this came about, they say, is because there are a number of conservative influencers
00:30who have started harassing these organizations in immigrant communities.
00:34Republicans counter and say that Democrats only became interested in passing this bill
00:38because of a young citizen journalist named Nick Shirley.
00:42Nick Shirley went around in Minnesota and documented some of the fraud that has gone on there
00:49in nonprofit organizations, especially within the Somali community.
00:53This is a problem that has gone on for several years, and it represents fraud that amounted
00:58to hundreds of millions of dollars where there were these organizations, many of them inside
01:03the Somali American community, that were defrauding the government rather than actually serving
01:07the public.
01:08Shirley then came to California to look for similar fraud in California, and that's when
01:13the Democrat-run legislature in Sacramento acted.
01:17Republicans point out that the bill is probably a violation of the First Amendment freedom of
01:21the press.
01:21You can't prosecute journalists simply for publishing the public information, like the address,
01:27of an organization that accepts state funding.
01:30And Democrats say that that's not the point.
01:33The point is to protect these organizations from harassment.
01:36But Democrats really are on shaky ground here, and this is likely to be yet another law passed
01:42by Democrats that infringes on the First Amendment in California that fails once it's challenged
01:47in the federal courts, which this law inevitably will be.
