El Gobierno de Abelardo de la Espriella presentó un documento titulado “El libro de la verdad”, en el que recopiló más de 80 denuncias y presuntas irregularidades que, según el equipo de transición, se habrían registrado durante la administración de Gustavo Petro. Los señalamientos serán analizados por las autoridades competentes.

00:00Today, the book of truth is not describing isolated facts in 22 critical sectors,
00:06but we are seeing nine critical behaviors that are repeated
00:10with the same characteristics in multiple entities.
00:14The nine behaviors or actions that we identified are the following.
00:19First, destruction of technical rigor.
00:23They skip rules and procedures.
00:25They disregard merit and experience and, as a result,
00:29They arrive at erratic or inappropriate decisions.
00:32Second, collapse of technological capacity.
00:37Obsolete systems, closed platforms,
00:41platforms that control the public function, leading to less control
00:44and to areas of irregularities.
00:47Third, opacity and distortion of public information.
00:51Manipulated figures, incomplete information, and false data.
00:55Thus, it becomes impossible to make sound decisions.
00:59Fourth, operational paralysis.
01:02In 12 sectors, we found resources that are not being properly executed,
01:07budgets not met and solutions that never arrive.
01:11Fifth, contractual capture and concentration of operational power.
01:16Contracts, resources, and actions repeatedly concentrated in a few contractors
01:21which increase the risks of misdirection and corruption.
01:26Sixth, expansion of litigation risk.
01:29Due to poor decisions and disorganization,
01:31The State is exposed to sanctions, lawsuits, and multimillion-dollar legal battles.
01:35which Colombians end up paying for with their taxes.
01:39Seventh, loss of operational control.
01:42A state that lost presence and the ability to exercise authority in territories where armed groups
01:48and illegal economies gained power and influence.
01:53Eighth, fragmentation of the State and failure of strategic leadership.
01:57Each entity acts independently, duplicating efforts and diluting responsibilities.
02:03and in the end it leads to waste and undue favoritism.
02:10And ninth, restricted fiscal capacity and irresponsibility in the management of public resources.
02:17Waste, increasing expenses, and over-indebtedness leave a country with less investment capacity.
02:24These nine behaviors are the anatomy of the extractive institutions we found,
02:31designed in practice to concentrate benefits and decisions in the hands of a few
02:37instead of giving opportunities to all Colombians.
02:41And the consequence is that there are extractive institutions that only subtract, that do not build the country, but deteriorate it.
02:48And that is why the elite anti-corruption team has already filed criminal complaints and taken fiscal actions,
02:53and disciplinary complaints before the Prosecutor's Office, the Comptroller's Office and the Attorney General's Office.
02:59And I must especially thank the Prosecutor, the Attorney General, and the Comptroller.
03:03because we were able to interact with their work teams
03:07around many of these themes that we encountered along the way.
03:12As I said, this is just the tip of the iceberg.
03:16There are more than 80 documented and reported cases that reflect an inefficient and corrupt management of public resources.
