00:00Council homes are scarce in Birmingham, so every property kept out of the proper allocation system can affect someone waiting

00:08for a safe place to live.

00:09The City Council says its cheques found misuse, ineligible claims and homes that could be recovered.

00:17Officials say eventually 36 properties were recovered and re-let, 210 housing applications and 12 right-to-buy applications were

00:27cancelled after fraud inquiries or because applicants were ineligible.

00:33The Council puts the saving at almost £5 million in total.

00:39The cases described by investigators included illegal subletting, false applications, tenants living elsewhere and succession claims that did not qualify.

00:50The authority says it also identified false right-to-buy claims which could have allowed properties to be bought at

00:58a discount.

00:59Almost four times as many right-to-buy applications were stopped as in the previous year.

01:04The Council attributes that to better intelligence, referrals and joint working between teams, rather than evidence fraud itself has risen.

01:14That remains the Council's stated explanation.

01:17More than 35,000 people, however, remain on Birmingham's housing register.

01:22Cabinet member Baba Baz says fraud shuts out genuine applicants and will not be tolerated.
