00:17in the Middle East where a nation state
00:19can decide that they are going to control an international
00:22waterway, charge a toll
00:23and if you don't pay them, blow up your ships
00:25we have created a very dangerous precedent
00:28which will repeat itself
00:29in other parts of the world, including in this region
00:32so what is at stake here is not simply
00:34the issue of what's happening in the Straits of Hormuz
00:36there's a very fundamental principle
00:38about freedom of navigation
00:39our partnership with each of your countries
00:41and the region at large, it's in the national interest
00:43of the United States
00:44and we will never abandon it
00:46no matter what else is going on in the world
