02:30stepping up to meet that moment.

02:36that that $75 billion will be out the door, appropriated, sorry, allocated and spent by September.

02:55But the operations and maintenance accounts are running out of money.
02:57Everything our troops need on the battlefield, they're getting in spades and beyond.

03:03Can we invest above and beyond that, the types of munitions, fast enough,
03:07as we upgrade and modernize our force?
03:09That's what's at issue here in this $1.5 trillion, this supplemental,
03:13and any other additional funding that comes.
03:15Two quite different things, a $1.5 trillion base budget request,
03:19and a now $76 billion supplemental.
