00:00I'm not going to be angry.
00:09First and foremost, despite having a Chinese descent and Chinese surname,
00:15I'm a Filipino. I was born and raised here in the Philippines.
00:19I grew up, would you believe, in Binondo, near Divisoria.
00:23So I grew up there.
00:24I studied in a Chinese school since kindergarten all the way up to high school.
00:32So that's one of the reasons kung bakit up to this point in time,
00:36I'm still fluent with Mandarin and Hokkien or Fukien.
00:40Family-wise, actually I grew up in a family na was never really inclined in politics,
00:47inclined with government work.
00:49I'm the first who is right here, right now, in a government position.
00:54Working as a public servant.
00:56So that's something I didn't expect.
00:59I grew up with my mom.
01:01My mom is a businesswoman.
01:04So as I said, we do not have any inclination when it comes to politics or public service.
01:09So I personally and my mom, we're into business talaga ever since.
01:14Although, I took up consular and diplomatic affairs back in college.
01:18So I was preparing myself to be in international relations, in the embassy, saka sa foreign affairs.
01:26But then again, I think fate diverted its path.
01:31Imbisa napunta ako sa international relations, I'm here in MMDA.
01:35When I graduated college, hindi naman ako agad-agad pumasok into public service.
01:40So initially, I was in a non-government organization.
01:44My first job was actually a corporate communication officer.
01:47So yun yung unang career path ko.
01:50Then I was a program officer in another NGO.
01:54Then since being a Chinese-Filipino, normal yan eh.
01:56And why don't you just come home, do your own business, handle the family business.
02:02So since I have the passion for motorcycles and cars.
02:07I used to, well, I used to race, race cars, no?
02:10So andun yung passion ko.
02:12So sabi ko, why not turn my passion into a business?
02:14So doon pumasok na, nagpa, ano kami, I started my own automotive accessory industry.
02:21Or automotive accessory shop where we created mga different vehicles from Japanese, German, up to Italians.
02:29Na kung saan yung passion ko of setting them up.
02:32And kumbaga beautification, modification, doon ko binuhos.
02:37But then again, nag-divert ulit yung probably yung destiny.
02:43Napasok na naman ako sa government service.
02:50No, actually, never expected, never eyed about it.
02:59I never targeted it to be what I am here today.
03:04So hindi ko in-expect yan.
03:05I was just enjoying what I'm doing.
03:09I was just enjoying, you know, I started as posting yung mga ginagawa namin.
03:15Sharing our efforts.
03:17So sabi ko, it could be an educational tool.
03:22Kasi alam naman natin, at this point in time, we are in a digital era.
03:26So everyone goes on social media, on whatever social media platform.
03:31So sabi ko, it's a good arena for us to showcase what we are doing.
03:36And also to bring the service down to the people.
03:39But I guess, alam mo yun, social media really does its job, no?
03:44So, I never expected it na mag-viral tayo ng gano'n.
03:52Well, ano kasi, alam mo, personally my take on this, no?
03:57I'm not saying everyone, pero if you're the type of person na you are just in it for popularity, you
04:03just want to be known.
04:05In short, gusto mong magpasikat.
04:07Ano kaya?
04:08Hindi ka natural, di ba?
04:09Your actions, your words, your speech, your body language, it will show.
04:15Ako kasi, I'm of ano eh, parang nangyari to, nangyari.
04:19But what I want people to know is, hindi ako nagpapasikat.
04:24I just want everyone to be re-educated of what we are doing.
04:28Kung baga, naging passion ko na yung trabaho.
04:30So, yung passion na yun, na-transform ko siya into something else na gusto kong ma-elaborate sa tao.
04:37So, saka ano ko eh, I'm very, I'm a type of person na I can be friends with everyone.
04:43I can be friends, I don't choose who my friends are, as long as maayos ka, totoo ka, kahit sino
04:50ka pa, kaibigan kita.
04:58Parang, hindi ko na masyado maalala, pero the first time was, I think I posted our operation.
05:05I just shared it on my Facebook, kasi personal ko yun eh.
05:08So, sabi ko, sige, share natin.
05:10Parang, alam mo yun, ma-entice yung mga tao na, uy, may ginagawa pa lang MMDA na gano'n.
05:16So, sabi ko, sige, gawin natin.
05:18Ayun lang, ba't yung the blog itself?
05:21Ano eh, naging natural na siya, nagtuloy-tuloy siya eh.
05:24I never expected it.
05:26Lalo na yung mga, yung mga ginagawa ko nga, aside from the clearing operations, yung mga,
05:30minsan may nahuhuli, nabibigyan ng helmets, yung mga gano'n.
05:33Wala, hindi ko siya pinlano.
05:35That's why I can't really remember when it started.
05:43Well, sa tingin ko for me, the most challenging part is,
05:48yung mga taong nahuhuli at yung mga tao sa kalsada.
05:53Why?
05:56Umabot na tayo sa point in time that even though you know what you are doing is wrong,
06:02you still try to justify it and to make it right.
06:04And I think that's the most challenging part of this job,
06:08yung maparealize mo sa tao na mali yung akala mong tama.
06:14Mali yung nakasanayan mo.
06:17Mali yung ginagawa mo for the span of 10, 20 years.
06:21So, I think that's the most challenging part.
06:25Yung altering the mindset of the people
06:27and to the point that you have to emotionally catch them
06:32para ma-realize nila yung pagkakamali nila
06:36and to have a sense of acceptance and realization.
06:39Yun yung pinakamahirap.
06:48I think both ways. It's both ways.
06:50Actually, hindi lang dalawa yan eh.
06:52It's three-way pa yan eh.
06:54Ignorance of the people because the lack of education,
06:57the lack of proper information, dissemination,
06:59and at the same time, yung inconsistent implementation and enforcement of the law.
07:06Case in point, helmet.
07:09Helmet is a national law.
07:10You go anywhere, you go to Luzon, you go to Visayas, you go to Mindanao,
07:13it should be implemented.
07:14Pero ano sinasabi ng mga tao?
07:16Sa Manila lang namang implemented yan eh.
07:18Pumunta kang Laguna, ang daming walang helmet.
07:20Pumunta kang Batangas, maraming walang helmet.
07:22So, I think,
07:23isa sa mga crucial point here is that
07:26being in line with the national policies
07:28at the same time,
07:29yung consistency of the implementation.
07:31And on the third,
07:33options.
07:35Why?
07:35People violate because,
07:37not only because of ignorance,
07:39lack of education,
07:40lack of discipline,
07:41but it's also because of the lack of infrastructure development
07:44and lack of the options given by the government.
07:46Ba't ko sinabi yun?
07:48We go to other Asian countries.
07:51Street parking is everywhere.
07:52But what sets us apart?
07:54Sila regulated tayo hindi.
07:56Sila may tamang pwesto.
07:57Meron silang public parking spaces.
07:59They have designated parking buildings,
08:01elevated parking slots.
08:03Tayo wala.
08:04So, it has to work three-way.
08:08We provide options to the people.
08:10We educate and discipline them.
08:12At the same time,
08:13we have to be strict and consistent with the enforcement.
08:25Sabi nga nila,
08:26the law is harsh,
08:27but it is the law.
08:29Duralex,
08:29Segalex,
08:30di ba?
08:31And aside from that,
08:33ang batas or the laws and regulations
08:36are written on a piece of paper
08:38without any emotions.
08:39But the implementer or the enforcer
08:41has the emotion to control it.
08:44There's no such thing as exemption from the law.

08:49We cannot implement entitlement
08:52to the point na
08:53magkakaroon ng division of
08:56class of society.
08:57Sinasabi nila,
08:58pag mayaman,
08:59exempted.
09:00Pag siga nito,
09:01exempted.
09:02Pero ang mga mahihirap,
09:04pinag-iinitan nyo.
09:06Sama-samang salita.
09:07No.
09:07When I took over this job,
09:09that's one thing
09:10na sinabi ko sa sarili ko
09:11and I told my team,
09:13I don't care
09:14kung sino man ang mahuhuli nyo,
09:17even though he is in position,
09:19he is a barangay official,
09:20it's a barangay vehicle,
09:21it's a government vehicle,

09:23Kung may mali,
09:24implement natin ng tama.
09:25Why?
09:26The people or our citizen,
09:30nawawalan na ng tiwala sa gobyerno.

09:38nagbibigay tayo ng unequal treatment?
