Taiwan’s investments in China hit a record low, with China receiving 0.86% of Taiwan’s new outbound investment in the first five months of 2026. Meanwhile, Taiwan’s overseas investment surged past US$35 billion, driven by TSMC and AI supply chains, marking a sharp shift from China’s dominance in the 2010s. TaiwanPlus spoke with Kristy Hsu, Director of the Taiwan ASEAN Studies Center at Taiwan’s top think tank CIER, to find out more behind the trend.

00:00Taiwan's investments to China have fallen to a record low between January and May.
00:06Data from the economy ministry shows that China's share of Taiwan's outbound investment fell to 0.86% in the
00:13first five months of the year, a drop of 32% year-on-year.
00:18At the same time, Taiwan's total investments abroad surged more than 133% to exceed US$35 billion, led by
00:27TSMC and other AI suppliers.
00:30China was once top recipient of Taiwanese capital, accounting for about 83% of outbound investment in the 2010s.
00:38That trend has reversed sharply in recent years.

00:54According to official data, Taiwanese investment in China has fallen to a radical low.
01:00Why is this happening? And what factors are driving the decline?
01:042014年, 2015年的时候,那台湾对中国大陆的投资事实上已经是开始降低投资的环境跟条件
01:14,包括我们讲工资的问题,或是中国大陆自己本身,譬如说对公安的这个规范越来越严格
01:22,还有大陆的供应商其实跟台湾的厂商已经变成是直接竞争
01:27,而不是像早期是以这个合作超过竞争这样子的一个情况.
01:27主要的关键点的话,当然是在2017年、2018年,也就是说川普的第一任上台之后
01:37,那因为美国针对大陆出口到美国的产品
01:42,有非常多的一些限制或者是制裁的措施,导致台湾在中国大陆设立生产据点
01:49,然后从中国进到美国这样子的一个投资,不再具有它的功能性,
01:56所以这些投资就转到了其他的地方,包括说进入了东南亚或者是回流台湾

02:04overall overseas investment picture?现在每一年增加的这些投资的话
02:09,中国很少,主要都到了美国的AI的浪潮,
02:17所以直接厂商过去是出口到美国AI的伺服器,AI的晶片
02:23,那现在因为川普的政策希望说这些供应链能够resure回去到美国
02:29,所以也导致说台商它与其在第三国建立它的供应链,不如直接进到美国
02:37,那可以规避掉很多跨界,跨越美国border的这些关税等等的障碍
02:39,所以这也是最新的一个趋势,
02:45到目前为止中国还是占台湾的,我们讲说accumulated这个FDI
02:50,所以如果是台湾过去到现在总额的话呢
02:51,现在中国还是我们最大的投资地,那个是40%,所以我们一般不会说它是把中国的钱
02:59,投资中国的钱拿走,移到美国
03:02,而是中国的投资继续留着
03:04,但是我要新增加投资的时候呢,我就是选择美国。

03:13what impact is it having on Taiwanese companies?
03:17对台湾的企业来讲的话,就是一个全球化
03:21,然后分散风险这样子的一个过程
03:25,那也因为台湾是出口导向的国家
03:28,所以也必须去用投资布局的方式
03:32,直接去争取进入每一个主要的市场,
03:33譬如说台湾进到美国投资的话呢,就不是像过去一样考虑它的这个劳动成本
03:43,考虑它的这个生产的这个效益,而是考虑到美国是最终的市场
03:48,必须要在美国的市场建立它的这个投资的基地
03:49,对于比较大型的这些企业,然后这个跨国的企业来讲的话
03:54,它可以因应在不同的国家,有不同的布局,譬如说鸿海
03:58,Fastcom或是其他大的公司,
04:03但是对于这个比较小型的公司来讲,或是传统的产业来讲的话
04:09,它可能就没有办法走出去,然后直接到这些重要的市场去布局。
