00:28Sa naging TV interview kay Pangulong Ferdinand R. Marcos Jr. sa sidelines ng ASEAN-Russia Commemorative Summit sa Kazan, Russia,
00:36sinabi ng Pangulo na nakikita nito na advanced ang Russia pagdating sa mga small nuclear reactors.
00:42There are two elements to that. One is the technology. Is the technology ready to be used as an actual
00:53power source?
00:53And in that regard, I think Russia is the most advanced, especially when we talk about small modular reactors.
01:05Russia is actually one of the most, if not the most advanced, in terms of making the technology available to
01:16the general public.
01:17There are many pilot projects around the world in SMR. Many, many projects.
01:24But it's only, I think, Russia that has some commercial actual plants that are running that are no longer pilot
01:32projects or experimental projects.

02:09Russia talks about building an ecosystem around those plants, not just a single, just come and construct the plant and
02:17go away.
02:18It includes trading, it includes a transfer of technology, it includes research and development.
02:23If we could transfer that kind of program to the Philippines, it would be to great advantage, especially with the
02:31advent of data centers, of AI, with the exponential demand that it requires for power.
02:40We have to examine all the possibilities and all the potentials, then that is one of the best ones. Nuclear
02:46power is one of the best, best possibilities.

03:17of the Philippines, should it come to that, is solid.
03:21And we, of course, we welcome any partners and allies who will help us in that regard.
03:29And we certainly have no interest in starting any kind of confrontation with anyone.
03:36We like to make clear that the Philippines does not promote the foreign policy of any other country, no matter
03:43how close they are to us.
03:45The Philippines promotes the foreign policy of the Philippines.
03:48And I can, I always describe, the Philippine foreign policy is very simply explained.
03:57The Philippine foreign policy is national interest first and peace.
04:02And that is all that the Philippines is interested in.
