00:00In Ecuador, social organizations went to the National Electoral Council in Quito
00:04to begin the process of recalling the presidential mandate of Daniel Novoa.
00:09The president of the Confederation of Indigenous People of the Qishwa Nationality, Leonidas Issa,
00:15together with lawyer Washington Andrade, initiated procedures and requested the forms
00:20needed to collect signatures for a recall effort.
00:24In this scenario, various social labors and indigenous organizations argue that Novoa
00:29has failed to fulfill his work plan, worsening security, unemployment, the health crisis
00:34and the rising cost of living.
00:37Backed by the Unified Workers Front and the National Unions of Educators, among others,
00:42the initiative warns on institutional obstacles.
00:45They are demanding that the electoral authority activate the legal mechanism to allow this
00:51direct democracy process and warn they will continue mobilizations if the constitutional
00:56process is blocked.
01:05Well, at this time we are submitting the petition signed by representatives of the organizations
01:11to prevent the opening of criminal investigations.
01:14We will submit them in our personal capacity on behalf of our college and myself.
01:20When we submit them, the CNE has seven days to forward the request for a recall to the authorities,
01:27and they have seven days to rule it on, challenge it and oppose it with substantial grounds.
01:33After that, with or without our response, the CNE plenary will have 15 days to rule and decide
01:41whether to issue the form if they fail to
01:44utilize the form to us.
