00:08Hallo und willkommen zu The Ring, Euronews' weekly debatet show,
00:12broadcasting from the European Parliament in Brussels.
00:16Ich bin Stefan Grobe.
00:17On The Ring, debaters gehen face-to-face
00:19on some of the biggest political issues facing Europe.
00:22Today, we want to talk about the latest from the war in Ukraine.
00:26What's the answer to Russian drone attacks?
00:29And what can European diplomacy achieve?
00:32Luis Albertos explains.
00:37As the war in Ukraine grinds into its fifth summer,
00:40a peaceful solution remains as elusive as ever.
00:44The same can be said about a clear European strategy.
00:48Nowhere is this more evident than in the European response
00:50to the ongoing violations of EU airspace by Russian drones.
00:56The latest incident in Romania last week
00:59yielded strong condemnation, but nothing more.
01:02This is frustrating especially the Baltic republics,
01:05who fear to be in the Russian crosshairs next.
01:09Is Europe just eager to avoid a more serious confrontation with Moscow?
01:13Are some European leaders concerned that they might jeopardize
01:16their potential role as mediators in this conflict?
01:19And is this even realistic,
01:20as Europe remains Ukraine's strongest political and economic backer?
01:29A lot to unpack here for our contenders.
01:32And here they are.
01:35Rasa Juknavicine, a Lithuanian MEP from the Central-Right European People's Party.
01:40She is the vice chair of the delegation to the Uranist Parliamentary Assembly
01:44and a member of the Committee of Foreign Affairs.
01:47One of the most outspoken voices on European security,
01:50she said,
01:50I do not believe in deals with Putin.
01:53Peace negotiations are possible,
01:55but only after a ceasefire.
01:57Merja Kulunen,
01:59a Finnish MEP from the left
02:01and a member of the Committee on Security and Defense.
02:04A former Finnish transport minister,
02:06she has been a vocal supporter of Ukraine
02:08and has called for frozen Russian assets
02:10to be made available to support the country.
02:13She has also warned against complacency towards Moscow.
02:16In some countries,
02:18there is still a naive attitude towards Russia,
02:20she said,
02:21arguing that Europe must take the Russian threat seriously.
02:27So let me welcome to the ring Rasa Juknavicine and Merja Kulunen.
02:32Great to have you here, both of you.
02:34Good to see you.
02:35Now, the aim of the ring is to offer our viewers a glimpse
02:39at European Parliament debates,
02:41so you should feel right at home.
02:44Are you ready?
02:45Yes.
02:45Good.
02:46Now, I want to start with that incident that happened last week.
02:50The Russian drone attack,
02:53the drone that crashed into an apartment building in Romania.
02:58After that,
02:59EU leaders portrayed it not as an isolated incident,
03:03but as evidence that Russia's war against Ukraine
03:06is increasingly spilling across borders.
03:09Now, what conclusion should Europe draw now?
03:13Merja, I start with you.
03:15Definitely condoms is not enough.
03:19We need to fix up our capability,
03:22security,
03:23secure our countries,
03:25our people,
03:25because scare,
03:27scariness is the biggest weapon
03:30which Rasa is using.
03:32And scariness,
03:34when it's going ahead,
03:36it makes us weak.
03:38And I think the drones,
03:44all the security which we can do with drone,
03:47we have speak about the drone wall,
03:49but we need more sensors,
03:52the new technology,
03:53and definitely use money wisely
03:56over the military budget also,
04:00because there's other operators
04:02which are dealing with these cases.
04:04And for example,
04:05I have learned it from my home country,
04:07Finland,
04:08that we haven't been able
04:10to activate the system
04:12in other parts
04:13than only the military side.
04:16And I think the civil societies
04:18are urgent in this case.
04:20Rasa, you're from Lithuania,
04:22a country that, as we heard,
04:24is always, you know,
04:26at the crosshairs of Russia,
04:28so everybody believes.
04:29When you hear this news
04:30after Romania,
04:32after the incursions
04:33in the Baltic states,
04:34in Poland,
04:35what is your take?
04:36My take is the same
04:38as it was in the very beginning
04:40when this war started,
04:41and not only in 2022,
04:43but in 2014.
04:46We were warning all the time,
04:49Europe, NATO,
04:51other many countries,
04:53that it's serious.
04:54It's not only regional war somewhere.
04:56And today, I think we are in a better situation
05:00as the European Union,
05:01as many NATO countries,
05:03because we have almost right diagnosis
05:06on the table.
05:07As medical doctor in the past,
05:09I have to say,
05:11and it's very important
05:13for politicians as well,
05:14first of all,
05:15to have the right diagnosis.
05:17Drones are only one piece
05:20of the whole picture,
05:22puzzle,
05:23which we have.
05:24So the picture,
05:25the whole picture is
05:26that Russia is
05:29colonial,
05:30imperialistic state,
05:32and they will not stop
05:33just with Ukraine,
05:35or only piece of Ukraine.
05:37So this diagnosis
05:39is not yet on agenda,
05:41on the table
05:42in many,
05:44in all the countries.
05:45So if we want to have
05:47a proper treatment
05:49against drones,
05:51I don't know,
05:51against everything,
05:52we have to understand
05:54that we have to help Ukraine
05:55to win this war,
05:57and not to be afraid
05:59to defeat Putin.
06:00It was mentioned fair
06:02in video,
06:03in this short video.
06:04No, we don't feel fair,
06:06because we,
06:07like Ukrainians,
06:08we would like to convince
06:09others not to be afraid
06:11to defeat this evil
06:13of 21st century.
06:14They want to make us weak,
06:17make us fight together,
06:18make us not trust
06:20to each other.
06:22That's the political game.
06:24That's the colonial
06:25kind of game also,
06:27what they are using.
06:29So NATO condemned this attack,
06:30but stopped short
06:31of treating it
06:35as an armed attack
06:36that could trigger
06:37Article 5,
06:39the famous self-defense,
06:41collective defense clause.
06:43Was this the right thing to do?
06:45Sort of condemning it,
06:47but also signaling
06:49that this,
06:50we don't think
06:51this is a,
06:52you know,
06:54a casus belli.
06:55I'm a little bit worried
06:57that we are waiting
06:58the big bang
06:59to happen,
07:00because Russia
07:02is testing us,
07:03and when it will happen
07:05that something bigger
07:07comes,
07:08either to Baltic countries,
07:10either to Finland
07:11or to Poland.
07:11I think we are
07:12the next targets.
07:14And the diplomacy
07:16and the condemn things,
07:19okay,
07:19it helps us a little bit,
07:21but actually,
07:23something which is
07:25much more than this
07:27is the power
07:28that we need to
07:31say it out loud,
07:33that we are not
07:34giving up.
07:36The Russians are saying,
07:37and obviously
07:38that apartment building
07:39in Romania
07:40was sort of
07:41a random target.
07:42The Russians are saying
07:43that it's actually
07:43the Ukraine's fault,
07:45because they're
07:45jamming the airwaves
07:46and that makes drones
07:47difficult to operate.
07:50What do you make
07:50of this argument?
07:51Look,
07:51it is not the case
07:53to start to look
07:55drone Ukrainian,
07:56Russian,
07:57or something else.
07:58Russia is responsible
07:59for this war.
08:01Russia is responsible
08:03for all drones
08:04in Ukraine,
08:07in our space,
08:07or Putin is responsible
08:09that people of Russia
08:11now is suffering
08:11because of Ukrainian response.
08:14They are defending themselves.
08:15So here,
08:17coming back to your question
08:19about NATO response,
08:21what is lacking,
08:23I think,
08:24to understand
08:25that we are strong enough
08:28to be able
08:29to help Ukraine to win
08:32and not to be afraid,
08:33and Putin has to get a message
08:37that we are strong
08:38and we are ready.
08:39Now, still,
08:41now the situation
08:42is a little bit better.
08:43But remember,
08:43in the very beginning
08:44of this large-scale war,
08:46what messages
08:46were sent to Putin?
08:49Oh, please,
08:50for us,
08:51for everybody,
08:52we are afraid
08:53of the World War III.
08:54Don't attack Russian targets
08:57deep in Russia.
08:58we don't,
09:00we will not provide
09:01leopards,
09:02we will not provide
09:03with long-range missiles.
09:06What was the message
09:07to Putin?
09:07The message was,
09:08we are afraid.
09:10So today,
09:11we have to say
09:12in a very clear way,
09:14we have enough resources
09:16to do everything the best
09:18to defend ourselves,
09:20including the targets
09:21in Russia.
09:22Don't be afraid
09:23for that,
09:25because if we are
09:26afraid of escalation,
09:27so Putin is opportunistic.
09:30Okay,
09:30so has our response
09:31been lukewarm
09:32so far?
09:35I think
09:36we as
09:38eastern borderline countries
09:40have a different
09:41side of this picture
09:43than, for example,
09:45in the central part
09:46of Europe.
09:47And that worries me a lot,
09:48because this is also
09:50a media war,
09:51because the information
09:52we give
09:53to other countries,
09:56information we give
09:57to Russia,
09:58the Russian people,
09:59I still can go
10:00to Spain
10:01or France
10:02and see in the telly
10:04the Russian news.
10:06And it shocks me,
10:08because it means
10:09that we don't
10:11act like we are
10:13all in war
10:15with Russia.
10:16Speaking about
10:17worry,
10:18so after this incident,
10:19Dmitry Medvedev,
10:22who you all know,
10:23the deputy chairman
10:24of the Russian
10:24Security Council,
10:25said this,
10:26and I quote,
10:27EU countries need
10:28to shut up
10:29on this matter.
10:30European states
10:30are direct participants
10:32in the war
10:33against Russia.
10:34This will continue
10:35to happen,
10:35and EU citizens
10:36will not be able
10:37to sleep peacefully.
10:40How worried
10:41should we be?
10:41So what?
10:43So what?
10:44We, of course,
10:45are at war
10:46helping Ukraine
10:47to win.
10:48Of course,
10:49we are at war
10:50because Russia
10:51is conducting
10:51already hybrid warfare
10:53in our member states.
10:55So we have
10:56to admit this
10:57and not to be afraid
10:58what Medvedev
10:59is saying.
11:00It's vice versa.
11:02Look,
11:02you mentioned
11:03Russia today
11:04or all those outlets
11:05in other
11:06European countries.
11:07Imagine if
11:09during the
11:10World War II
11:11Hitler propaganda
11:13would be
11:14broadcasted
11:15in countries
11:16they are fighting
11:17against Hitler.
11:19So today
11:20we have this
11:20totalitarian regime
11:22with the
11:23very concrete name
11:24Ruskiy Mir,
11:25Russian World.
11:26And this is
11:26exactly
11:27the same
11:28as it was
11:29maybe in
11:3121st century
11:32Hitler and Stalin
11:33together.
11:34So we have
11:34to admit
11:35all of us
11:35if we
11:36are fighting
11:37we have
11:38to fight.
11:39All right.
11:39Let me stop
11:40you here
11:41as we're
11:42just getting
11:43warmed up.
11:43It's time
11:44now for
11:45Gloves Off.
11:51Now we want
11:52viewers to get
11:53a real flavor
11:53of the European
11:54Parliament chamber
11:55where members
11:56ask each other
11:57questions.
11:57That means
11:58we want our
11:59debaters to
11:59challenge each
12:00other directly
12:01just as you do
12:02in the normal
12:03hemicycle.
12:04So let's get
12:04started.
12:05Rasa,
12:06let's
12:06start.
12:07My question
12:08is
12:08what is
12:09your assessment
12:10of Donald
12:10Trump's
12:11nearly year-long
12:13efforts to
12:13negotiate deals
12:14with Putin?
12:17I hate
12:18the situation
12:20that he is
12:21dealing
12:23over us.
12:25I got the
12:27feeling that
12:27we need
12:28stronger
12:29leadership
12:29in EU.
12:31I have
12:31said that
12:32if the
12:33bigger ones
12:33can't do
12:34do it,
12:35we as
12:35smaller EU
12:37countries
12:37should do
12:37that.
12:38I'm not
12:39saying that
12:40diplomacy
12:40is the
12:41case
12:41how we
12:42can solve
12:43all the
12:43problems,
12:44but we
12:46are partners
12:47with Ukraine
12:48and in
12:49any case,
12:50in every way,
12:51we can support
12:51Ukraine in
12:52this situation.
12:54It's
12:55urgently
12:55needed
12:56to be done.
12:57and
12:58I wouldn't
13:00let
13:00these
13:01two guys
13:02destroy
13:03our future
13:04and decide
13:06over Europe
13:06and over
13:07Ukraine.
13:08I'm sure
13:08we come to
13:09this point
13:09later,
13:10but now
13:10your question
13:11to Rasa.
13:13You have
13:13said that
13:14EU cannot
13:15be a
13:15neutral
13:16mediator.
13:17I agree.
13:18Europe
13:18is not
13:19neutral
13:20between
13:20an aggressor
13:21and victim,
13:22but if
13:23the US
13:23and Rasa
13:24talk about
13:25Europe's
13:26security
13:26architecture
13:27and
13:28Rasa
13:28drones
13:29are
13:29violating
13:30our
13:30airspace,
13:32who
13:33should
13:33speak
13:34for
13:35Europe
13:35with
13:36one
13:36clear
13:37mandate?
13:38Ukraine's
13:39sovereignty
13:39pressure
13:40on Rasa
13:41and
13:41protection
13:42of
13:43European
13:44citizens?
13:45Who
13:45could be?
13:46I don't
13:47believe
13:47in
13:48Putin's
13:49engagement
13:51to
13:51talk
13:52to
13:52start
13:54any
13:54negotiations.
13:55Today,
13:56we have
13:57quite
13:57different
13:58situation
13:58as it
13:59was
13:59one
13:59year
13:59ago.
14:00And I
14:01think
14:01Putin
14:02and he
14:03feels,
14:04I think
14:04at least
14:05his
14:05surroundings,
14:06they feel
14:07that they
14:07are not
14:08winning
14:08this war.
14:09Maybe not
14:10losing,
14:10but they
14:11are not
14:11winning
14:11this war.
14:12And they
14:13are really
14:13in
14:14very
14:14difficult
14:15situation.
14:16So that's
14:16why they
14:17are trying
14:17to escalate
14:18situation.
14:19It's
14:21dangerous,
14:22of course,
14:22we have
14:22to take it
14:23seriously,
14:24but
14:24nevertheless
14:25not to
14:26start
14:26negotiations
14:27about
14:28everything,
14:29about the
14:30future of
14:30Russia,
14:31about
14:31everything.
14:31We have
14:32to start
14:33to talk
14:33with him.
14:34First
14:35precondition
14:36is
14:36ceasefire.
14:37And
14:38then
14:38to start
14:39to talk
14:40about
14:40the
14:40peace,
14:41but not
14:42about
14:42everything.
14:43So
14:44today,
14:44what I
14:45am
14:45missing
14:45in
14:46those
14:46talks
14:47among
14:47European
14:47leaders
14:48to
14:48start
14:49or
14:49not
14:49to
14:49start
14:49negotiations,
14:51the
14:51content,
14:52the
14:52understanding.
14:53We
14:54just
14:54started
14:55our
14:55show,
14:56our
14:56conversation
14:58about
14:58the
14:58right
14:59diagnosis.
15:00So
15:00until
15:00we
15:00don't
15:01have
15:01this
15:01right
15:01diagnosis,
15:02what
15:02we
15:02would
15:03like
15:03to
15:03achieve,
