00:12It is an honor to host you in this sacred city of Puri.
00:21As I know, the theme of our meeting, Building for Resilience, Innovation, Cooperation and
00:35the newly approved 160-kilometer Greenfin coastal highway from Rameshwar to Faradiv via Conarch
00:42with an estimated cost of Rs. 8,301 crore will significantly
00:48and finally, Worcester, Orishas Disaster Risk Reduction.
00:52This major development builds upon earlier infrastructure sanctions, including the Capital Region Ringroos
01:01project spanning 111 kilometers with an estimated cost of Rs. 8,307 crore, and the Bhubaneshwar
01:10Katakpuri Paradi Economic Region project, which was approved by Niti Aayog with Rs. 5,000 crore
01:17in financial support from the center.
01:22By providing a robust modern alternative route along the vulnerable coastline, it will facilitate
01:32rapid mass evacuations during severe cyclones and ensure uninterrupted supply chains.
01:43Additionally, this all-weather inspection will accelerate our emergency response, relieve distribution
01:53and long-term coastal resilience.
01:57From a state once synonymous with vulnerability, Orishas has transformed itself into a model of resilience and preparedness.
02:09We established the Orishas State Disaster Management Authority, Osdama, as one of the first dedicated disaster management authority in the
02:21country.
02:21We invested in multi-purpose cyclone shelters, reverse evacuation system, resilient roads and embankment, community-based disaster preparedness, and last
02:38-mile earning dissemination mechanism.
02:41Most importantly, we recognize that the communities are not victims alone.
02:51They are first responders too.
02:55Odisha therefore invested heavily in community capacity building through volunteer training, mock drills, awareness program, and grassroots disaster preparedness initiatives.
03:09This people-centric approach became the foundation of Orishas Resilient Disaster Management System.
03:21Over the years, Odisha successfully managed major disasters including cyclone phyeline, hood-hood, titli, phani, yaas, dana, and mantha.
