00:00Mr. Chairman, the Secretary has commented on race, a topic that I believe I'm eminently
00:07qualified to speak on, given that in my lifetime, I went to the back door to get my food.
00:16I drank from filthy colored water fountains.
00:19I sat in the back of the bus in the balcony of the movie when a seat was available.
00:25So let me just share some of the characteristics of a racist, Mr. Secretary.
00:31A racist will depict people of color as apes.
00:42The pictures have been blurred, but you know who they are.
00:47This is what a racist would do.
00:50And a racist wouldn't apologize after doing this.
00:55Mr. Secretary, that's what a racist would do.
01:00A racist, Mr. Secretary, would take offense at peaceful protest.
01:07You said you believe in peaceful protest.
01:10This was peaceful protest, Mr. Secretary.
01:13Racists take offense at peaceful protest.
01:19A racist, Mr. Secretary, would do what happened to Ruby...
01:26Are you calling me a racist?
01:28A racist...
01:29I'm asking a question.
01:30Reclaiming my time, asking him to shut up.
01:32That's a pretty...
01:33Shut up.
01:34Shut up.
01:35Shut up.
01:35Shut up.
01:36It's my time.
01:38I'm not going to let anybody call me a racist, Chairman.
01:41I never called him a racist.
01:43It's my time.
01:44It is.
01:44Gentlemen, we'll suspend.
01:45He will not.
01:46Tell him to shut up.
01:48Gentlemen, suspend.
01:48No.
01:49The gentlemen will suspend.
01:51No one will call me a racist.
01:53I'm charity, too.
01:54My family has been pretty...
01:56Excuse me.
01:57...pretty tall.
01:58I ask that my time be restored.
02:00I ask that my time be restored.
02:01The clock has been stopped since I suspended the clock.
02:04I will continue to interrupt as long as someone's sitting there assuming you're calling me a racist.
02:08And as I said before, there will be no addressing anyone's character in a negative way.
02:17By the way, Mr. Green, I need you...
02:20When you're speaking, I need you to speak into the microphone because I can't hear you up here.
02:24But we will...
02:25Evidently, his constituents heard enough of him because they voted him out of office.
02:30Mr. Secretary, please.
02:31Again, we're almost done here today.
02:34Mr. Green, you can continue.
02:37But again, I will stop if this sounds like you are either directing that the secretary is a racist
02:45or as well as the president or vice president because we do know under our rules you cannot
02:53disparage a member of Congress or the president or the vice president.
02:57So, I understand what you're trying to do.
03:02Be very careful because it is a violation of our committee rules to disparage another member,
03:08a witness, or the president or the vice president.
03:15Parliamentary inquiry.
03:16Mr. Chairman, when I'm speaking, I believe that the time belongs to me.
03:24I don't think that the secretary should interrupt me when I'm speaking.
03:28I have made very clear today that when the member has their time, it is their time.
03:34But again, I want to reiterate, it is a violation of House rules to make statements that might be personally
03:41offensive
03:42to the president or vice president.
03:44President, so we will let you continue with your time.
03:50Your time has stopped since I suspended the clock.
03:53But again, it is a violation.
03:56It is your time, sir.
03:58It is your time.
03:58I agree.
03:59But it is a violation of the rules of the House to make statements that might be personally offensive
04:03to the president or the vice president of the United States, as well as other members or question motives of
04:10colleagues.
04:10So, I will let you continue, but we want to be very—I've now stated the rules, so we want to
04:17follow them.
04:21Thank you, Mr. Chairman.
04:22I will speak into the microphone so that I may be heard.
04:27I ask that any person who desires to interrupt me, shut up.
04:34Now, this is Ruby Bridges.
04:39She was integrating a school.
04:43You can see the hate on the faces of people.
04:48This was called racism.
04:50This was racism.
04:53All I did at the State of the Union address was display this, Mr. Chairman.
05:01This is what I did.
05:03This is what I did at the State of the Union.
05:04I was peaceful.
05:05The secretary says he believes in peaceful protest.
05:10Cue the video, please.
05:14Cue one.
05:22Freeze the frame, please.
05:24That, my friends, is the secretary of Homeland Security.
05:29He traversed some distance to get to a peaceful protester and display his despicable behavior.
05:39Unbought, that's me.
05:41Unbossed, unafraid, that's me.
05:43And, by the way, unelected.
05:45Unbossed, yes.
05:46Liberated.
05:48Democrat.
05:50You, sir, have engaged in despicable behavior.
05:53Now, let's just talk for a moment about this behavior.
06:01It's not the only time that you've behaved in a dastardly way.
06:07Cue the second video, please.
06:11Quit the Tough Guy Act and these Senate hearings.
06:14You know where to find me.
06:15Any place, any time, cowboy.
06:20Sir, this is a time, this is a place.
06:22You want to run your mouth.
06:23We can be two consenting adults.
06:25We can finish it here.
06:25Okay, that's fine.
06:27Perfect.
06:27You want to do it now?
06:28I'd love to do it right now.
06:29Well, stand your butt up, then.
06:30You stand your butt up.
06:31Oh, hold on.
06:32Oh, stop it.
06:33Is that your solution every pull?
06:34No, no, sit down.
06:36No, no, you're a United States Senate.
06:42That was the secretary of Homeland Security.
06:47The secretary of Homeland Security concerns me because of his behavior as it relates to peaceful
06:55protests as it relates to the way he chose to come over and with force address a peaceful
07:05protester.
07:06It concerns me because in that department, they have many people of color.
07:12I'm concerned about how they will be treated under the leadership of this secretary of Homeland
07:19Security.
07:20I do not believe that he is qualified because he doesn't have the temperament to deal with
07:27people in a respectful way.
07:33I peacefully protested.
07:35I would do it again because I know the history of apes and how they have been used to demean
07:42people of color.
07:43Gentleman's time has expired.
