00:01A Senate leadership change installs Senator Win Gachalian as acting Senate President and
00:06concurrent Senate President pro tempore. President Ferdinand Marcos Jr. criticizes
00:11the Senate majority's absence from plenary sessions. The Sindig Pilipinas Coalition has
00:16an obstruction of justice complaint against Senate President Alan Peter Cayetano, Senator
00:20Robin Padilla, and Senate Sergeant-at-Arms Mau Aplaska. The Sindigan Bayan junks Martin
00:26Romales' motion for the lifting of his precautionary whole departure order. And President Ferdinand
00:31Marcos Jr. appoints Alan Peter Cayetano's estranged brother Lino as the new PTV4 general manager.
00:46Senator Win Gachalian is elected as the new Senate President pro tempore and is now the acting
00:51Senate President in a shake-up at the upper chamber. This comes after the Senate reaches
00:55a quorum with Senator Cheese Escudero showing up at the plenary session Wednesday, June 3.
01:00Former Senate President Tito Soto administers Gachalian's oath. Alongside Gachalian were
01:05shake-ups in other leadership positions in the Senate, which are J.V. Ejercito for Finance,
01:10Tito Soto for National Defense, Ping Lakson for Public Order and Accounts, Erwin Tulfo for
01:15Blue Ribbon as well as Social Welfare and Rural Development, Rafi Tulfo for Public Services,
01:20Bama Kino for Basic Education, Kiko Pangalinan for Agriculture, Risa Honteveros for Health,
01:27Lito Lapid for Games and Amusement, Cheese Escudero for Housing, and MIG Subiri for Foreign
01:32Relations as well as Rules. The 11-member minority bloc, led by Soto, have been pushing for Gachalian
01:37to replace Alan Peter Cayetano as Senate President. Senator Ping Lakson describes Gachalian as capable,
01:44qualified, and prepares for his work. But Cayetano insists he still remains Senate President.
01:48So when I said a while ago that I am still the Senate President, the legitimate, the legal, moral
01:58Senate President, it's not about me. It's not about the position.
02:02Meantime, Escudero insists he is not transferring sides. In his statement, he says,
02:07I am taking a stand for the Senate. My allegiance is not to any faction, personality, group, or alliance.
02:15President Ferdinand Marcos Jr. criticizes the Senate majority's absence from plenary sessions.
02:20When asked about the developments in the Senate, he urges the Senators,
02:23Get back to work. Get back to work because it's important.
02:29The majority refused to attend plenary sessions from June 1 to 2, with only 11 minority members
02:35showing up. Marcos claims their continued absence plunged the legislature into, quote, disarray.
02:40The refusal to attend the sessions delayed deliberations on laws and the approval of
02:44confirmations for presidential appointments.
02:47We are trying to achieve some form of stability so that people can get on with their lives.
02:52We cannot do that if the legislature decides to stay at home and have a vacation.
02:57Only Senator Cheese Escudero shows up from the majority during the session on June 3,
03:02where a leadership shake-up installs Senator Wyn Gachalian as acting Senate President.
03:06Minority Senators also criticize Senate President Alan Peter Cayetano's leadership,
03:11calling their absence a dereliction of duty.
03:13The minority bloc also urges Cayetano to resign.
03:18The Tindig Pilipinas Coalition files an obstruction of justice complaint before the office of the Ombudsman.
03:24Against Senate President Alan Peter Cayetano, Senator Robin Padilla, and Senate Sergeant-at-Arms Mau Aplasca.
03:30This in relation to Senator Bato De La Rosa's escape from the Senate.
03:34The complainants also include human rights workers and the families of victims of Rodrigo Duterte's drug war.
03:40Kaya mahalagang hakbang po yung pag-file ng obstruction of justice para magkaroon ng konsekwenses
03:45yung mga ginawa ng ating mga senador at saka para magkaroon ng pananagutan para sa mga issue na ito
03:51para manaig po yung rule of law.
03:52De La Rosa is now considered a suspect for a Crimes Against Humanity case
03:56after the International Criminal Court issued an arrest warrant against him.
04:00He is yet to be arrested.
04:02This is the latest legal action against Padilla and Aplasca in relation to De La Rosa's escape.
04:07Padilla is already facing the same complaint before the Department of Justice.
04:11Meantime, Aplasca is also under Ombudsman investigation due to the shooting.
04:17The Sandigan Bayan 7th Division junks former House Speaker Martin Romaldes' motion for his precautionary hold departure order to be
04:24lifted.
04:25This as Romaldes faces complaints before the Ombudsman for plunder, graft, money laundering, and direct and indirect bribery.
04:32Romaldes files a motion arguing the PHDO affects his constitutional right to travel because he claims the complaint failed to
04:38establish probable cause.
04:40But 7th Division Chairperson Associate Justice Lorifel Lakap Pahimna says the instant motion is denied for lack of merit.
04:47The anti-graft court approved the Ombudsman's PHDO request on April 22.
04:51The Ombudsman says Romaldes was the purported mastermind of the kickback scheme and flood control projects amounting to around P56
04:58billion.
05:01President Ferdinand Marcos Jr. appoints former Taguig Mayor Lino Cayetano as the new PTV4 general manager.
05:08Cayetano is the brother of Senate President Alan Peter Cayetano and Senator Pia Cayetano, but they are estranged.
05:14Lino ran in the 2025 Taguig First District congressional race but lost to the candidate supported by Alan's wife, the
05:20Gig City Mayor Lani Cayetano.
05:22Presidential Communications Office Chief Dave Gomez says Lino brings a, quote, rare wealth experience from the media.
05:29The PCO supervises and has direct control over PTV4.
05:33Cayetano used to be a television director before venturing into politics, with a mass communication degree from University of the
05:39Philippines and diploma in film from the New York Film Academy.
05:44And that's today's wrap. I'm Juna Reyes. Thank you for watching.
