'Clear, Hold, Build' is a 3-step plan, backed by the Home Office, which sees organised criminals and their associates cleared from an area through relentless disruption and pursuit activity. It launched in Butetown in 2024 in response to an increase in serious organised crime with daily reports of drug dealing, violent crime and anti-social behaviour. South Wales Police have been reflecting on the initiative which has seen more than 500 people arrested so far.

00:00As part of the clear phase of the Clear Hold Build initiative in Butetown, led by the local neighbourhood policing
00:07team, there have been 518 arrests for all crime types.
00:1169 drug dealers have been charged with drug trafficking offences, and 100 years of custodial sentences have been handed out,
00:18with more anticipated as matters progress through the courts.
00:22Three major drug lines have also been dismantled, with substantial quantities of Class A and B drugs, cash, weapons and
00:30drug-related paraphernalia seized.

01:45stabilised with high-visibility police patrols and measures by partner agencies to create a more empowered and resilient community, less
01:54susceptible to being exploited by organised crime groups.
01:57Divisional commander for Cardiff, Chief Superintendent Mark Atwell from South Wales Police, said that Clear Hold Build is a partnership
02:05operation, but the police part of the initiative in Butetown has seen more than 500 people arrested for a variety
02:11of offences.
02:12More importantly, the community is telling the police just how safe they feel.
02:16Recently, a member of the community approached a member of the local policing team and said they feel safe enough
02:22to walk around the community for the first time in 20 years.
02:25The work that the policing team here in Cardiff Bay have been doing under the Clear Hold Build initiative.
02:30This is a partnership operation that we're running, but the police part of that has seen over 500 people arrested
02:35for a variety of offences, such as knife carrying and drug dealing in our communities.
02:40We've seen over 80 people charged for various drug-related offences and knife offences.
02:45But more importantly than that, the community is telling us just how safe they feel.
02:49Recently, we had a member of the community approach one of the policing team and say,
02:53do you know what, for the first time in 20 years, I feel safe enough to walk around my community.
