The Board of Peace's lead envoy for Gaza has warned the UN Security Council that the enclave's current division could become permanent, leaving more than 2 million people crowded into less than half its territory, unless a ceasefire takes hold.

The implementation of the US-led 20-point peace plan has stalled, with Hamas refusing to lay down its arms.

00:47If transition and decommissioning are delayed or refused, the Board of Peace will discuss meaningful and practical modalities
00:56to advance civilian stabilization, humanitarian relief, and recovery based on the architecture the parties have agreed to
01:04when the comprehensive plan was developed, approved by the Arab and Islamic States, and endorsed by the UN Security Council.
01:11While the Board of Peace continues its work, I want to be clear about the risks of inaction by the
01:17parties.
01:18The risk is that the deteriorating status quo becomes permanent.
01:22A divided Gaza, Hamas holding military and administrative control over 2 million people across less than half the territory.
01:30Those people are likely to remain trapped in the rubble dependent on aid with no meaningful reconstruction
01:37because reconstruction financing will not follow where weapons have not been laid down.
01:43No investment, no movement, no horizon.
01:46And the result? Another generation of children growing up in tents, in fear, with despair as the most rational thing
01:53for them to feel.
01:55No security for Israel and no viable pathway to Palestinian self-determination.
02:00This is a version of the future that Israelis, Palestinians, and the region should all fear and all mobilize to
02:08avoid.
02:09And I will say one more hard thing.
02:12The discussions have now matured to the point where the core political choices are clear
02:17and further delay will only deepen civilian suffering.
02:21The resources are ready to launch this next phase of implementation
02:24and the commitments to disperse as needed are firm.
02:28This is not an obstacle.
02:30Every day of the crisis is another day of a child in the tent without a school,
02:34a father without work, a family without a better future.
02:37That is the price of delay, and it is a price paid in Gaza by Palestinians.
