00:24He once served as the budget department's undersecretary for organization and systems improvement and information and communications technology groups.
00:33De Leon also used to be undersecretary for administration and finance of the Department of Transportation.
00:38He will take over the DBM that has been headed by interim chief undersecretary Rolando Toledo since November 2025.
