The United States Department of Justice is planning to indict former Cuban President Raúl Castro, 94, the younger brother of Fidel Castro. Federal prosecutors have examined charges related to the Cuban military's 1996 downing of two planes belonging to the Cuban-American exile group Brothers to the Rescue, in which four men — three of them American citizens — were killed. The indictment is expected to be imminent, pending grand jury approval.
