00:00Because of the ongoing oil crisis, many aspects of the life have been affected.
00:06And apart from the rising prices of basic commodities, the second concern of people is work.
00:13There are a lot of OFWs who have been waiting for no time.
00:18There are a lot of negotiations that have been hard and have been able to leave operations or have been
00:24closed.
01:30How do these illegal recruitment agencies operate?
01:35And how can we nip it at the bud?
01:38Number two, while we have placed safeguards in preventing these illegal recruitment and trafficking in persons,
01:46they're still able to deploy and leave the country.
01:50Why and how?
01:53Where are the holes in these regulations?
01:57And third, we will look at the accountability of these actions, both criminal and administrative liability.
02:06Are they enough to prevent these things?
02:09It seems kulang pa dahil tulid-tulid pa rin nangyayari,
02:13despite the fact that we have so many laws in place,
02:17policies in place to ensure that human trafficking is not going to happen anymore.
02:24Pero patulid pa rin pong nangyayari.
02:27What can we adjust in our laws to give it more teeth?
02:33The bill filed by Senator Mark Bilyar, which seeks to review the definition of illegal recruitment,
02:39will be our take-off point.
02:42In today's hearing, we will also briefly follow up some issues that our OFWs have raised to my office
02:51so that they could be addressed by our hardworking officials sa DMW and OWA.
03:04At nag-settle sila, the court has no other way than to dismiss the case.
03:10Sana meron tayong isang task na sinasabi doon,
03:14ang private complainant is, for example, the department or the IACAT,
03:17hindi yung victim, kasi pag sila po ang complainant at na-dismiss or nakikipagsettle sila,
03:23wala na po magagawa ang korte doon eh.
03:24We would like a law na sila ay isa lamang victim at witness at the same time
03:30so that kahit pakikipagsettle po sila, tuloy-tuloy pa rin yung kaso.
03:35We will prosecute this to the fullest and make sure lahat po ng perpetrators ipapakulong po natin.
Sige, that's why we're here.
04:16Thank you so much for watching.
04:17Tama kayo itong kong ipagpatuloy ma-prosecute nga.
04:20You
