Backup communications have been activated for Taiwan's outlying island of Dongyin after an undersea cable linking it to the rest of the country was severed. Poor weather conditions are believed to have shifted a shipwreck onto the cables, causing the break. Dongyin is Taiwan’s northernmost island and is home to about 1,500 people.
