00:04First is the challenge of how to aterrizar the Paz Total, which is more than a policy,
00:11it is a great goal. What we need is to know is how to aterrizar the Paz Total,
00:17what is the legal framework to address the legal actors in a different way and according to their
00:24characteristics, with what strategy of security we will disuadir and
00:28how to aterrizar the Paz Total. And then there is all the issue of how to
00:34accelerate the implementation of the Paz in key areas for the territorial transformation,
00:40such as the Rural Rural Integral, the PDET and the program of substitution of
00:46cultivating illicit, among others. The second challenge is the considerable deterioration
00:52of the violence in deep areas of Colombia. There the challenge is what will
00:58be the strategy to maintain immediately the growth of the insecurity,
01:04protect the population and its leaders and generate conditions to be able to
01:10implement the peace agreement in these areas. And the third challenge is the
01:14challenge around the announced reform of the Policies, mainly
01:17to remove the institution from the National Ministry of Defense.
01:21There the challenge is how to make a reform that
01:26no affect capacities and efficiency, that is done through a
01:31debate that includes the vision of the forces and the
01:36different sectors of society and that
01:38have in mind the system in which operates the police police,
01:42where there are institutions that have
01:44functions complementaries. In the end, how
01:47how to make a reform that goes beyond the
01:50police and the ministry is the fundamental challenge.
