00:59He built the Cyberabad, part of Hyderabad, that cyber tower, which became the journey of our IT services. And today
01:15he is building the AI data hub here.
01:18I think Vishakha Patnam will be called as AI Patnam. What is Vishakha Patnam today? Like Cyberabad, it will become
01:33AI Patnam. Such a great initiative you have taken, sir.
01:38Congratulations to you. And salute to your vision. And salute to the vision of our Prime Minister, Sri Narendra Modi
01:46ji, who thought so big that when the entire world is moving towards a totally new cycle of technology,
01:55he said we should take the lead in this technology because in the past we missed out many cycles as
02:03a country and as a civilization.
02:05But now we should not miss out on any cycle of technology. So that's why every part, whether it is
02:13semiconductors, quantum, AI, space technology, rare earths, everywhere our Prime Minister is pushing us very hard to take the lead
02:25in the technologies.
02:26I would like to salute and thank the vision of our Prime Minister. I would also like to thank my
02:33brother Nara Lokesh ji. His energy and his drive, it's indeed a phenomenon among the young leaders in the country.
02:42The way he pushes everything and the way he finds solutions, that's more important. It's easy to push but it's
02:52difficult to find solutions and that's where Lokesh Anna, as I call him, is the real good example for all
03:01the young leaders.
03:01My brother Ramon Naidugaru, we are always together in the Cabinet, very articulate, visionary and very, very rapidly, very decisive

04:32That kind of coordination, as Lukashanna said, Namo and double engine bullet train,
04:39that phenomenon we should have in the coming time, so that we can see the completion of this project in
04:47record time.
04:48And Vikas, you, Jit Bhai, Karan Bhai, Mr. Mittal, all of you are on perfect timelines now.
04:59We are all going to chase you like, right?
05:02All right, good.
05:06Friends, I want to make my speech in two parts.
05:10Part one will be about AI and IT.
05:13Part two will be about railways.
05:16I'll try to keep it very short.
05:19First part, we became IT services leader in the world.
05:27All the initiatives that were taken in 1990s, then in the early 2000s,
05:34all the great work done in Bangalore, in Chennai, Pune, Hyderabad, NCR region, Mumbai,
05:43all that work established India as a very trusted IT services leader,
05:49as a partner where every company in the world is very comfortable working with.
05:57That's a great leap we did, great leadership we could build.
06:02What we missed out at that point was manufacturing.
06:08Honorable CM, sir, we were discussing just now,
06:11that missing part was the manufacturing piece,
06:16whether it is electronics manufacturing,
06:19whether it is semiconductor manufacturing,
06:22whether it is server manufacturing, laptop manufacturing,
06:26mobile phone manufacturing.
06:28That part we really missed out at that point of time.
06:32And that was very important because
06:34that entire ecosystem
06:37requires both software leadership
06:40and hardware leadership.
06:43And that is what has changed in the last decade.
06:47When Honorable Prime Minister Narendra Modi ji
06:50started the Make in India program,
06:54one of the first things he focused on
06:56was electronics manufacturing.
06:58and the results are for all of us to see.
07:03From practically negligible electronics manufacturing
07:07and unheard of electronics exports,
07:13today, mobile phone has become the single most exported item in our country.
07:20single most exported item.
07:24It has already overtaken gems and jewelry,
07:27textiles,
07:28and in the last year,
07:31it overtook the petroleum high-speed diesel
07:34and smartphone has become the single biggest
07:38exported commodity, exported goods.
07:43electronics as a category has become the third largest exported item,
07:49as a third largest export category.
07:52And this is just the beginning.
07:56We started with the manufacturing of finished products
08:01and that is the way the entire world moves.
08:05After the ecosystem got built
08:09and a kind of volume started getting assembled in our country,
08:14we started looking at the module manufacturing.
08:19From modules, we started at the sub-modules.
08:24And now we have reached the fourth level,
08:28which is the component level.
08:30And today we have 71 factories,
08:35which are either already set up,
08:39started manufacturing,
08:41or in the process of getting set up
08:43to start the manufacturing.
08:47Many components,
08:49we will be able to meet 75% of our demand,
08:5450% of our domestic requirement.
08:56And there will be many components where we will be able to meet 100% of our domestic demand,
09:05and also become exporters of those components.
09:11That is the vision with which Prime Minister Shri Narendra Modi ji is driving us
09:18to become a major electronics manufacturing hub in the entire world.
09:31The electronics manufacturing is very important from the geopolitical perspective.
09:39In today's world, which is full of geopolitical uncertainty,
09:45entire world is looking for a trusted partner,
09:49where IP rights will be respected,
09:52where the security concerns will be met,
09:55where you can believe the supply chain is in trusted hands.
10:01Auditable,
10:03properly checked,
10:04verifiable,
10:05that kind of supply chain,
10:07that kind of value chain is possible only in India.
10:12And that's why we request all the global users of electronics products
10:22to look at India as a major electronics sourcing, development, design and manufacturing hub.
10:32Whether it is components, modules, sub-modules or finished products or materials going forward,
10:42India will emerge as one of the major trusted supply chain partners for the entire world.
10:49And in fact, in the recent FTAs that we had,
10:52especially with Europe,
10:55electronic supply chain was one of the major drivers of the agreement between India and Europe.
11:04Because every part of the world is today looking for a trusted value chain supply.
11:10And now we have added semiconductors to this journey.
11:14Out of the 10 plants which have been approved as a part of the semiconductor mission,
11:21two plants have already started commercial production again in a record time from the beginning in 24,
11:33in 2026 we have the commercial production already going on for two plants now.
11:41Another two plants will start commercial production within 2026.
11:45And in 2028 we will have the first commercial fab in Dholera starting its production.
11:54Again, it's very important to understand and especially for our international participants here,
12:02a one dollar chip, a one dollar chip can stop the production of a million dollar machine.
12:12And that is very important to understand the concentration risk which is happening in the world today.
12:20That concentration risk can put the mightiest of the world at risk just by that one dollar chip.
12:31So it's very important to make sure that the world has a trusted semiconductor manufacturing country
12:43where the IP rights and the value system of democracy, the value system of free speech,
12:49those are followed and which are very important for the entire world today.
12:55So my request to especially the international visitors here, if you have to take one message away from this meeting,
13:04please consider India as your trusted value chain and supply chain partner.
13:11And this is a government as Lokeshanna said, which believes in delivery, which believes in execution,
13:18which believes in transparency, and we have delivered what we promised, the Google team is a clear witness to this
13:29entire thing.
13:31Whatever we said, we have delivered our say-do ratio, what we say and what we do, our say-do
13:39ratio is very high, I would like to say.
13:42I have only three asks from the industry and especially the Google team who is present here.
13:51Please focus on manufacturing your servers in India.
13:56These data centers will require a large number of servers.
14:01Today we have the capability of manufacturing servers.
14:06Many large companies, they are already manufacturing their servers here in India.
14:12I know of at least five companies, which manufacture absolutely high quality, comparable to any other country in the world,
14:21where the quality of manufacturing is following the Six Sigma practices, the 5S practices,
14:27absolutely high on quality and very competitive on price and very high on integrity in your value chain.
14:37So please consider, because, please take my message to Sundar,
14:42please consider manufacturing your servers in India.
14:47I know manufacturing GPUs is still a bit away, but we can do at least the OSAT work in India.
14:57So think of OSAT of your GPU and other memory chips in India.
15:02That will indeed be a great service and that will help you in reducing your overall cost.
15:08The second ask is, we are happy to collaborate as part of the AI mission in improving your power efficiency.
15:18Let's take up some joint projects.
15:21Let us take some research projects along with the India AI mission and the industry,
15:28where we can look at more power efficiency.
15:32So I will request for proposals from Google, as well as other industry participants,
15:37where we can do more energy efficiency.
15:40My third ask is, efficiency in water consumption.
15:45It's a very emotional, very important point, very important point from sustainability perspective,
15:53that we should try and reduce water consumption.
15:56So I will ask the industry that whatever possible from the government side,
16:01we will be fully supporting you in the research, in recycling, in using waste water.
16:09In every which way, whatever you think, we will be very happy to support you in reducing water consumption.
16:17But please make it a mission to reduce water consumption.
16:20These are my three asks, I hope the industry will come up to it.
16:26I would also like to thank the Google team for the three subsea cables,
16:31which will land here in Vishakapatnam.
16:36One cable will go all the way to Australia, then via the Pacific Ocean to the west coast of US.
16:45Second one will go Middle East to Europe, then to US.
16:49Third one will go around the Cape of Good Hope, the African end, and then go straight to US.
17:01So these will be three major subsea cables, which will give very important infra for our entire journey forward.
17:09So thank you Google for doing that. That's a big, big, big, big thing for our country.
17:14Friends, I will now come to the second part of my address.
17:20I will talk about the railway projects and especially focusing on Andhra Pradesh here.
17:27As you know, this double engine bullet government, just 10 years ago, the budget which used to come for railway
17:39projects
17:40was a meager 886 crore for the combined Andhra and Telangana.
17:48Should I speak in Hindi, sir? Hindi is okay? Or English? I need to learn Telugu.
17:57English? Okay. English.
18:00So, the combined budget used to be only 886 crore for Andhra and Telangana combined.
18:07And today, because of this double engine bullet sarkar, the budget that our Honorable Prime Minister,
18:17Shri Darendra Modi ji, is giving for Andhra Pradesh alone, is 10,134 crore.
18:28886 crore for Andhra and Telangana combined. And for Andhra alone, 10,134 crore.
18:38That is the change which has happened.
18:41As Honorable Chief Minister says, our Prime Minister believes in win-win for all.
18:48Every state should win.
18:51Sabka saad, sabka vikas.
18:53Everybody should prosper.
18:55And that is the vision with which he is working.
18:58And that's why such a good budgetary allocation is there for Andhra Pradesh.
19:04Today, Andhra Pradesh has 1,06,000 crore worth of railway projects in Andhra Pradesh.
19:141,06,000 crore rupees worth of railway projects which are connecting Andhra Pradesh.
19:21Unthinkable in the past.
19:24Unbelievable in the past.
19:26That is what Modi ji has delivered today.
19:30And I would like to thank Honorable Shri Chandra Babu Naidu ji
19:33for providing that support where we are able to deliver those projects on ground for the people.
19:40We are reconstructing fully, Navadirman, 74 stations in Andhra Pradesh.
19:50I can read out the entire list, but I will publish it.
19:5474 stations we are reconstructing.
19:57In the history of our country, nobody ever thought of reconstructing old stations.
20:03Only our Prime Minister Shri Narendra Modi ji took up this huge work and delivering it on ground.
20:12In Andhra Pradesh alone, 832 flyovers and underpasses have been already constructed
20:21and 299 are under construction.
20:261,759 km track already constructed, more than the network of many countries.
20:35Already constructed and 3,300 km under construction.
20:40And Andhra is 100% electrified.
20:46Remember those days when 100 km electrification and people would get standing ovation for the railway ministers and for governments
20:57and MPs.
20:58Our Modi ji has given 100% electrification to Andhra Pradesh.
21:05Why don't we give a standing ovation for Modiji and Honorable CM for giving 100% electrification for Andhra Pradesh's
21:15railway network.

21:19I will come to the second point on railways.
21:24Friends, new generation trains are today visible in the entire country.
21:31Andhra Pradesh today has 16 Vande Bharat services.

22:56Because this kind of quality of design and manufacturing is not found anywhere in the world.
23:05That much thought we have given.
23:08That much detailing we have done in manufacturing and design.
23:12So that also is now very soon going to be rolled out in the entire country.
23:19The third point, south coast railway zone.
23:23This was a very emotional point.
23:27Because when the states were reorganized,
23:30this was one of the promises that the centre had made.
23:34So we have delivered that promise.
23:36Our Prime Minister believes in making sure that whatever promises centre makes,
23:41it doesn't matter whether the governments change.
23:44But the promises made must be delivered.
23:47And that's why this entire process is now completed.
23:51And believe you me, unlike creating a new district,
23:57creating a new railway zone is highly technical in nature.
24:02We have to look at the operational points,
24:05how the control of a train is transferred from one zone to the other.
24:11And we have to set all those systems in place before we can actually make the announcement for a new
24:20zone.
24:20All those systems are now in place.
24:23And now we are ready to notify the new railway zone on 1st of June 2026.
24:35That's a promise which is delivered.
24:38And I will come to the fourth point friends.
24:40The bullet train.
24:42The dream project for all of us.
24:45And as you are aware, if you have seen the videos of the progress of Ahmedabad to Mumbai bullet train,
24:52that 500 kilometer stretch will be completed in 1 hour and 57 minutes.
25:00So basically Mumbai, Surat, Wapi, Badoda, Ahmedabad,
25:04all those large cities will become one single economic zone,
25:10one single economic region.
25:12That same magic will now happen in Andhra also.
25:19We don't have any young people there?
25:24Young people don't clap.
25:26Young people have a different way of

30:50connectivity,

30:53every sector,

30:55that connectivity
