00:00Proseguimos con la agenda de trabajo de la Presidenta Encargada de la República,
00:04Delcy Rodríguez, en Barbados, que en este momento ya ha ingresado en la sala de prensa
00:12que se ha dispuesto en el centro de convenciones, luego de haber sostenido una reunión
00:17con la primera ministra Mia Motley, junto a las delegaciones de ambos países.
00:24Abordaron diferentes temas de los mecanismos de cooperación que está previsto ampliar y abordar
00:31entre Venezuela y la República de Barbados.
00:36Estamos observando los preparativos que ya se desarrollan en esta sala de prensa,
00:43donde está prevista una declaración de ambas lideresas,
00:49tanto de la Presidenta Encargada de la República Bolivariana de Venezuela,
00:53Delcy Rodríguez, como de la primera ministra de Barbados, Mia Motley,
00:59lo cual sería ya el cierre de esta jornada de trabajo que inició con la llegada
01:05de la Presidenta este domingo a la ciudad de Bridgetown, capital de Barbados,
01:11y que prosiguió este lunes 27 de abril, desde más temprano,
01:16con el encuentro entre la Presidenta Delcy Rodríguez y el presidente
01:19de Jeffrey Boltsig de la República de Barbados.
01:25Posteriormente también sostuvo una reunión privada con la primera ministra Mia Motley
01:31y enseguida se generó el encuentro entre las delegaciones de ambos países.
01:37Como estuvimos observando más temprano, tuvimos la posibilidad de apreciar el encuentro entre las delegaciones.
01:49Allí, entre las conversaciones, estuvieron conversando la Presidenta y la primera ministra
01:56sobre los diferentes proyectos o propuestas.
01:59Cada ministro que participó tuvo la posibilidad de ofrecer o presentar algunas ideas,
02:07propuestas de trabajo que servirán para la configuración de las relaciones
02:11entre la República de Barbados y la República Bolivariana de Venezuela en lo sucesivo.
02:18Allí, por ejemplo, el tema de la cooperación en materia de soberanía alimentaria
02:24se observó con muchísimo interés por parte de ambas delegaciones
02:28la necesidad de profundizar en diferentes programas de trabajo conjunto,
02:35por ejemplo, en materia de pesca, en materia de acuicultura,
02:40en materia de intercambio comercial de distintos rubros,
02:43por ejemplo, los camarones, para los cuales la República de Barbados
02:47ha mostrado un gran interés y ha manifestado además que ya es un socio permanente
02:52de adquisición de camarones a la República Bolivariana de Venezuela
02:57y también ha tenido el interés la delegación de Barbados de conocer
03:03o de participar en el intercambio de conocimiento técnico
03:08con la República Bolivariana de Venezuela en esta materia.
03:11De hecho, se reconoció además el avance que ha experimentado el gobierno de Venezuela
03:18en la producción acuícola, en la modernización de sistemas de pesca,
03:24de mecanismo de pesca y acuicultura que además mantienen el debido respeto
03:30por el ambiente, por la madre tierra y por el trabajo sustentable,
03:35la producción sustentable en materia de pesca y acuicultura.
03:39Por otra parte, también se mantuvo la propuesta de profundizar lazos
03:45y de desarrollar programas conjuntos en cuanto al trabajo de la materia agrícola,
03:53la producción agrícola para de esta forma impulsar el ámbito alimentario
04:01entre la República Bolivariana de Venezuela, la República de Barbados,
04:05pero además proyectar el tema comercial hacia otros mercados internacionales,
04:11desde Caracas, desde Bridgetown y hacia el Caribe y otros espacios del mercado internacional.
04:18Escuchemos a continuación la declaración que ofrecerá la primera ministra de Barbados,
04:25y la presidenta encargada de la República Bolivariana de Venezuela,
04:31Delsi Rodríguez, en el cierre de esta jornada de trabajo que se ha desarrollado
04:35en Bridgetown, capital de la República de Barbados,
04:40esta nación del Caribe Oriental, que tiene además una posición estratégica
04:46que es muy interesante para Venezuela, como también ha manifestado el interés
04:51de mantener estas relaciones de cooperación con Venezuela,
04:55dadas las fortalezas que tiene Venezuela en materia, por ejemplo,
05:01de producción de energía, producción de gas, producción de petróleo
05:05y otros ámbitos que forman parte de la dinámica económica,
05:10de la dinámica política y geopolítica de la República Bolivariana de Venezuela,
05:15que juega un papel fundamental también por la ubicación que tiene
05:20como puerta de entrada desde el Caribe hacia América del Sur.
05:26También, pues, el tema del transporte aéreo, lo decíamos, por ejemplo,
05:31al mencionar parte de las declaraciones, o mejor dicho, parte de la delegación
05:36que acompaña a la presidenta Delsi Rodríguez, entre quienes están
05:41el canciller de la República Bolivariana de Venezuela, Iván Gil,
05:45también la ministra de Hidrocarburos, Paula Henao, el ministro de Pesca
05:50y Acuicultura, Juan Carlos Loyo, quien también tuvo, como el resto
05:54de los integrantes de la delegación, la oportunidad de plantear las propuestas
05:59y de responder las inquietudes que planteó la delegación de Barbados,
06:04como la posibilidad de generar otros mecanismos de intercambio
06:08y de cooperación entre ambos países.
06:11También el tema turístico, evidentemente, Barbados es una nación con un gran potencial turístico
06:17y, en este sentido, también participó en el encuentro la ministra de Turismo,
06:24Daniela Cabello, acompañada de otros representantes del gobierno bolivariano,
06:30el vicepresidente sectorial de Comunicación y Cultura, Miguel Pérez Pirela,
06:34al igual que el ministro del despacho de la presidencia, Juan Escalona.
06:39Por parte de la misión diplomática que representa a Venezuela en Barbados,
06:44encabezó esta delegación, Marta Ortega, la encargada de negocios
06:48de la República Bolivariana de Venezuela en Barbados.

12:44There's plenty to be done from a tourism point of view between the people of Venezuela and the people of

13:36To join strength to increase the production of carbon, hydrocarbons in Venezuela.
13:42Y que podamos garantizar suministro y seguridad energética también para Barbados en el futuro.
13:49And that we can also guarantee the supply and the safety for energy to the people of Barbados in the
13:55future.
13:56También estamos hablando de complementariedad para energías renovables.
14:00We have also discussed the complementarity for renewable energies.

15:03The prime minister has expressed her intention of having the people of Barbados acquire a second official language.
15:11And that would be Spanish.
15:13Nosotros tenemos el Instituto Venezolano de Cooperación Cultural que ya forma a muchos estudiantes en Barbados para aprender el español.
15:21We already have the Institute for Cultural Cooperation here in Barbados.
15:26Which has been training and providing Spanish classes to people in Barbados.
15:30Y hemos acordado ampliar las capacidades del Instituto e incorporar plataformas tecnológicas para que maestros venezolanos enseñen español a Barbados.
15:44And we have decided to amplify the capacities of our Institute here to include technology which will allow for teachers
15:52of Venezuela to come closer and provide more training for the people of Barbados.
15:57Y de igual manera podamos tener funcionarios y gente de nuestras comunidades, de los consejos comunales y las comunas que
16:07puedan aprender el inglés de mano de profesores de Barbados.
16:10And that will also allow for people working for our government and the people of our country to come and
16:17to learn from the people of Barbados.
16:19De tal manera que nos vamos muy felices con esta visita.
16:23So this means we're actually leaving after this visit very, very happy.
16:27And I had invited the Prime Minister to visit Venezuela very soon to continue our work and our talking in
16:34benefit of our people.

16:56Madam President, may, first of all, thank you for visiting Barbados and accepting our invitation.
17:16The structure of your delegation and the commitment of your government has allowed us today to be able to find
17:26common purpose on the topics which you have addressed.
17:43Given our last visit to Caracas, we do not start from the bottom, but we already have a foundation from
17:50which to build.
18:00But it becomes all the more important that we cooperate now at a time when inflation and supply chain logistics
18:10are confronting all of our countries.
18:26Venezuela has done remarkably well in food sovereignty and is in a position to assist many of us in the
18:34region with respect to access to affordable food.
18:37Venezuela ha hecho muy bien en cuanto a soberanía de alimentos y está en una posición de ayudar a muchos

18:51Over the last year and a half, we've seen considerable shipments of pineapples move between, from Venezuela to Barbados.
19:08But we believe that there are significant more opportunities, especially given the fact that Venezuela is capable of producing a
19:18wide range of food because of its broad climatic conditions across the entire country.
19:38And as a result, we therefore want to be able to engage on a broader range of products for the
19:46benefit of Barbadian people and Bajans to be able to access food at cheaper prices, particularly nutritional food.
20:11In addition, as you reflected, Barbados is very much committed to establishing a vibrant agroprocessing industry such that Barbados can
20:22leverage its logistic
20:24its benefits, its benefits and logistics to be able to expand exports significantly, both for the benefit of Barbados and
20:35Venezuela.
20:44We are committed to ensuring that the planes and ships that come here do not go back with their holes
20:56empty, but in fact can go back with produce that can benefit our farmers and our manufacturers.
21:15We are also committed to working with other partners to be able to take advantage of the opportunity which you
21:23have afforded us to have actual production on Venezuelan soil for Barbados, for the benefit of Barbados.
21:39We are committed to recognizing that you have a scale that we can only dream of.
22:05And finally, in the matter of agriculture and food security, we have also agreed to partner in research and the
22:14scientific aspects of agriculture so that we can improve our yields, recognizing that we can improve our yields,
22:22that there are challenges that there are challenges that our countries will continue to face, particularly with respect to the
22:28yield from our soils, which has declined globally.
22:53I move next to the issue of language purely because if we are to ensure that the people of Venezuela
23:01and the people of Barbados can trade and become visitors in their own right beyond the work of government,
23:08it is important for us to ensure that as many of our people have access to the ability to be
23:17bilingual and therefore plan their own affairs without reference to any of us.
23:43And I would want Bidians not to be like me alone where I can read Spanish and not speak it
23:50fluently yet.
23:57But we recognize that apart from our commitment to have all Barbadian children under the age of 18 by 2030
24:06be exposed to Spanish in schools,
24:10we want to also have courses that are functional courses for farmers, for traders, for persons in the dedicated area
24:19in which they work so that they can get ahead of the game in terms of the opportunities for trade
24:26between the two countries.
24:27But we recognize that apart from our commitment to all Barbadian children under the age of 18,
24:37we want to have courses and options for farmers, for commercialists, so that they can do business in the language
24:48and get ahead of the market.
24:51Given all that is happening globally, it is critical that Barbados establish Spanish as our second language and allow our
25:02people to benefit from movement within this hemisphere,
25:07where Spanish is perhaps now spoken by more persons than English.
25:30And we would want to offer Venezuelans the opportunity to learn English, recognizing that English is still one of the
25:37major languages of commerce and trade globally.
25:54Simply put, we believe we can complement each other in this regard.
26:03And the reality is, we had a history of it, but we let it fall. It is now time for
26:09us to ensure that both countries can cooperate deeply on this issue of language,
26:16even beyond what the Venezuelan Institute has done for us over the course of the last 47 years.
26:34If we get this correct, it makes it easier for us to see real progress on the next platform, which
26:42is tourism and connectivity.
26:44We have seen over the course of the last few years since our early talks, Conviasa, coming to Barbados on
26:55a regular basis since we resumed this a few years ago.
27:12We are firmly of the view that there are possibilities for joint marketing and promotion, and we will be working
27:20towards that between both of our tourism entities as we go forward.
27:36As I indicated before, Venezuela is a vast country with every climate known to mankind.
27:50We have looked at the logistics, and it is possible for a person who wants to do a day trip
27:57to leave here in the morning, go to Venezuela.
28:00They will take anywhere depending on where in Venezuela they are going, one to two hours, spend the day, see
28:07sights, be it waterfalls, be it snow in the mountains, be it the deserts, but to have a different experience
28:17from what Barbados can offer.
28:19And still be back in Barbados for dinner at night.
28:25And still be back in Barbados for dinner at night.
28:48And of course the one day visit is only the beginning because we would expect that people may want to
28:54spend more than one day as well.
29:03We also believe that for our people and our students in particular, the opportunity to be able to see geography
29:12in real time and to experience much of what they've been learning at school is an invaluable experience.
29:34When you come from an island, it is important to know that others outside of the island, how they live,
29:42how they work, how their history has evolved, how their culture has evolved.
29:46These things are important for our Barbadian people to be able to experience firsthand and can only happen if we
29:55facilitate movement of people between our two countries.
30:01When you come from an island, it is important to observe and experience and experience how other people live, how
30:11they work, how they work, how they work, and they observe from first hand everything they offer in other countries.
30:21And it can only happen if we facilitate the movement between both peoples.
30:27And finally we recognize that the opportunity to have Venezuelan students here also is a form of tourism as we
30:35know from this very building where we have another university that offers classes in this building to persons who are
30:43not Barbadian but who live here for nine months of the year.
31:07We recognize that the ability to link ourselves not just with air connectivity, with Conviasa, but also with shipping.
31:16And we recognize that the ability to do that.
31:16We recognize that Venezuela is going to be absolutely important if we're going to get the other aspects of trade
31:21going.
31:21And the trade is not going to be limited to food, but we recognize that Venezuela is a major producer
31:29of other materials, for example, within the construction sector.
31:33Aluminium that can help us here, aluminum that can help us here with our solar water heaters and steel and
31:39other aspects of construction materials where we hope we can have more competitive pricing and ready access than what we
31:47currently have.
32:12And finally, in this world in which we live,
32:16you cannot avoid the issue of energy.
32:24The price of energy is what concerns everyone across the world today.
32:35We have for some time been speaking about the possibility of deepening bilateral cooperation between Venezuela and Barbados.
32:44In our own instance, we have the Barbados National Energy Company, which, while small, is in a position to work
32:54with others to be able to better invest jointly in the fields that are being offered for us to be
33:03able to see how best we can expand our capacity and become more resilient,
33:09and to ensure that we maintain affordable access to energy products.

33:46Let me record for our own benefit that whenever there has been an international oil crisis,
33:53Countries of the Caribbean only survive it if there is assistance from outside.
34:12In the 1970s, when we had the international oil crisis, we had the San Jose Agreement,
34:18which helped all of us in the region, and we thank Mexico and Venezuela for that.
34:42In the 1990s, President Chavez would have assisted with Petro Caribe,
34:46which would have helped a number of countries in the region as well.
34:59And in recent times, we've had Venezuela also discuss and try to assist other Caribbean countries
35:05with discounted product where possible.
35:17So that over the course of the last five decades, Venezuela has been a very close friend to the region
35:25as it relates to energy security and energy efficiency, affordable access, I should say, to energy product.
