00:10The pre-trial chamber finds enough reason to believe Duterte was an indirect co-perpetrator
00:14of crimes against humanity in the Philippines. Two of three counts refer to the war on drugs,
00:20with one for high-value targets and another for those killed in Oplan, Tokhang. Police said the
00:25suspects allegedly fought back in these killings. But the pre-trial chamber affirms narratives of
00:30victims fighting back were false, invented, and do not correspond with what actually happened.
00:35The all-women judges studied testimonies of several witnesses, including 11 insider witnesses and 7
00:41crime-based witnesses. The ICC says evidence provided by witnesses who were directly involved
00:47in the above incidents consistently indicates that there were no threats posed by victims to the
00:51direct perpetrators.
