00:00Thank you, Mr. President. Greetings to all present here. It's been a few years. We
00:11installed that commission to review everything that meant the amount of
00:18people that were detained, those that were submitted to processes, why they
00:24were not going to the tribunals, even in what we call the temporary retention in
00:32the police departments and the states of the National Guard. Many, many, there are
00:39many more people there than they were in prison, so the prison system was very
00:50perverse. They were there for six years for minor crime and they had
01:01never gone to a court still, so that's what we have been working beside this
01:05president, is that together with the judicial power, Beatriz and Public
01:14Ministry, the revision of why those people were not going to jails. And there, when it
01:24came to excuses, they will make up any. In the end, unfortunately, that had become a
01:30recycling process, a recycling that has as background, unfortunately, acts of
01:36corruption. So, if I take you to the tribunal, you must pay. And we have been
01:43dismantling this. Many judges and prosecutors have been removed. Today,
01:51earlier, I gave to the magistrate something that happened of that nature in
01:57Carabobo State and all that creates time. Every time that we, the amount of people to
02:14give fulfilling to the Constitution, we have 30% of the detained. And reciclable
02:24people to come back again.
02:37They're allowed people to leave in the prisons to go to the trial because they
02:45had to pay them. That doesn't exist anymore. That has been corrected because the
02:53people that were making that activity were submitted to a different regime. Now there
03:01are no excuses. If a person has a trial on that date, it is done. We have moved forward
03:06a lot with the use of the trials by videoconference. So, when there are difficulties, we can do it
03:14in that way. And that has allowed us to move forward. However, there is still much to do.
03:18And say again, it gets complicated every time that in a stage it doesn't work. And we have to act
03:29with the police.
03:39So, in this way we have removed over 12,000 police officers that had incurred in corruption action. Just last
03:48night a person in Lada State denounced yesterday that he had been detained in a place and they had taken
03:55his money. Now the police that did that, they don't deserve to be called police.
04:00And they have already been detained and put at the hand of justice. That has allowed us to move forward.
04:12We have moved from 7,900 aspirants to 32,000 and there we can look for new officers, new officials.
04:23The peace squadrons without a doubt have helped a lot. We have over 80% of Venezuela has peace
04:30squadrons where the people's power intervened. And that has allowed us to decrease crime in Venezuela to extraordinary levels as
04:42I believe we had achieved at one time. And from the Interior Justice and Peace Ministry, the Vice President, together
04:50with the prison system, we are at the order of this commission to continue moving forward and that we can
04:56fulfill what is established in the Constitution.
