01:39can ejercer competencies that are of the rama legislativa.

01:45In the sense that,

01:49under certain circumstances,
01:51the President can expedite laws that will have the same characteristics
01:58of the laws that are expedited by the Congress of the Republic.
02:03What are those characteristics?
02:05Well, they will expedite laws that are of general,
02:08impersonal and abstract,
02:09which is what is known generally as a law.
02:13When, then, the President can,
02:16to, quote,
02:17make things that are corresponded to the Congress of the Republic,
02:21specifically expedite laws?
02:23When they are given some phenomena
02:26that are known as the states of deception.
02:29What are the states of deception?
02:31They are some figures that are considered
02:33the political constitution,
02:35in virtue of which, as we have already mentioned,
02:38they allow the President of the Republic
02:40to expedite laws that have the character of law.
02:45What are those states of deception?
02:48Three.
02:49The state of war exterior,
02:51when the country,
02:53or the state of the Colombian,
02:55is affected by an external aggression
02:57of another country,
02:58or is violated the sovereignty of the country.
03:01The state of economic,
03:04ecological, social,
03:05or of calamity public.
03:07And in third place,

04:12en tercer lugar que están sometidos a controles controles de carácter
04:16político y judicial en qué medida en que expedidos esos decretos el decreto que
04:23declara la conmoción y los que el lado desarrolla deberán ser enviados al
04:28congreso de la república para que allí se ejerza lo que se conoce como el
04:33control político e igualmente deberán enviarse a la corte constitucional para
04:39que allí se ejerza el control judicial
04:43en resumidas cuentas entonces la el estado de conmociones interiores la
04:50posibilidad que tiene el presidente en aras de restablecer como se pretende en
04:55estos días la paz en unas determinadas zonas del país expidiendo normas que
05:00tienen el carácter de ser ley esperamos haber llevado claridad sobre este tema tan
05:07de actualidad y tan importante para absolutamente todos los ciudadanos
