01:56two days later he was moving me out of the apartment that i was in
02:02and i was moving into his it was so quick but yet we knew we know
02:10A whole new year, new beginnings, 2017, I'll be 40 years old, would you believe it, 40.
02:21We were moving to down south, we were leaving.
02:28He had bought a truck from his mom, we were packing it up with a little bit of stuff that
02:33me and him had together.
02:35Relocate down south, start a new life.
02:39I don't ask for much. I just want to live.
02:44Ten words are so powerful when I see that video. He just wanted to live.
03:00That night, I had been working at Melrose Place, the bar.
03:06It was a deli up front, tavern in the back.
03:12Eric, he was working for ABOBS, the tow truck company down the street from the bar.
03:18I was outside, you know, on a break, and Eric came up.
03:23We were actually talking about, you know, how we were leaving.
03:30And we seen this man, dark-skinned man, stone-washed jeans on, and he just opened fires.
03:41All I seen was sparks.
03:43And it was just rapid fire.
03:47I tried to grab him.
03:51But Eric pushes me where I'm in front of the bar door now.
03:57My back was burning.
03:59I had gun fragments that I didn't even realize were in my back.
04:03I know Eric saved my life.
04:07It got silent.
04:13And somebody was giving him CPR.
04:16I think that was the time I knew that Eric was gone.
04:35In 2017, I was brand new to the FBI.
04:39I wanted to work narcotics cases and violent crime cases.
04:43And so, therefore, this is unfortunately kind of the perfect place to be.
04:53Philly is a very large city, very vibrant city.
04:56It has a lot of great areas to visit.
05:00But there's also the other side where there's a lot of violence.
05:03Gangs, homicides, narcotics.
05:06It's an uphill battle.
05:08The city itself, unfortunately, has really bad narcotics problems and violent crime issues.
05:14We're fighting for the top of the most murders per city in the country.
05:27There's a famous quote in Philadelphia by Frank Rizzo.
05:32And it goes, the streets of Philadelphia are safe.
05:35It's the people in Philadelphia that make them unsafe.
05:41I was in the homicide unit for just shy of 28 years.
05:45It takes a toll. It takes a huge toll.
05:49I worked probably in excess of 2,000 murders with my partner, John McNamee.
05:56So my relationship with Joe is kind of like looking in the mirror, just not physically.
06:02I felt close enough to call him my brother.
06:05I feel like I know more about him than I did my own siblings.
06:16The unique thing with myself and my partner was that we were also cross-designated with the FBI as a
06:27task force officer.
06:28Which basically means you're a local police officer who is then sworn in as a federal officer.
06:37They're the same as we are at that point.
06:39All working together, all sharing information, all to try to combat the violent crime problem that plagues us all.
06:49The FBI opened their door for us.
06:52And then we bring an enormous amount of investigative experience.
06:58It's a combination of, I guess you could say, old school tenacity and new school technology.
07:04And it's tough to overcome when they work together.
07:13On the night of January 12th, John and I were working the 4 to 12.
07:19On the 4 to 12 shift, you pretty much resigned yourself to the fact that you're going to be leaving
07:24the building to investigate a crime.
07:26A murder.
07:35I got the phone call.
07:37There had been a homicide up in the Frankfurt section of Philadelphia.
07:42One person is shot.
07:43They were pronounced dead.
07:46The victim's name in this case was Eric Robinson.
07:50Right here where we're standing, there was a lot of blood on the sidewalk from where the victim had fallen.
07:55He was shot multiple times.
07:58His girlfriend, who was standing right next to him, was right here.
08:03There was a lot of ballistic evidence, a lot of shell casings.
08:07It looked like a very personal shooting by the amount of violence that we saw directed at one person.
08:13There's a surveillance camera here.
08:18We knew by our observations outside that the store at the corner probably had video.
08:24And we recovered some very valuable video evidence.
08:33The video surveillance shows the person who committed the homicide.
08:38Look outside the window and you can see that person looking at Eric Robinson and Khadija,
08:45who are standing just outside of camera view on the sidewalk.
08:50The video evidence from inside the store was amazing.
08:54It clearly shows the offender's face, his physical description, the clothes that he's wearing.
09:03In my years in law enforcement, I've never seen video surveillance footage that was as clear as the Eric Robinson
09:10homicide.
09:12In addition to that, the video shows the suspect exit the store,
09:18walk directly to the victim and fire many shots.
09:27There was no struggle. This was a targeted attack.
09:30It was just a matter-of-fact execution of a person on the sidewalk.
09:37It's clear that Eric Robinson is the intended target.
09:41What is the motive of this murder?
09:43So we have to look into the background of Eric Robinson.
09:46Where is he from? Who does he associate with?
09:49What's up?
09:51At work, doing what I do, towing cars.
09:56We find out he was a working man.
09:59It was not on anybody's radar in law enforcement for any kind of misconducts at this point in his life.
10:05I'm thinking that whatever this guy did, it was personal.
10:11So we had to speak to Robinson's girlfriend.
10:19The next day, I walked back up to the bar and I laid in front of the bar where he's
10:25in his blood.
10:28And so my daughter and them came and got me.
10:34Because I didn't know what to do after that.
10:36I didn't know how to live.
10:37I didn't know how to breathe.
10:38I didn't know how to do anything.
10:43Because we had did everything so much together.
10:51And he didn't deserve that.
10:57I had to, of course, talk to the detectives.
11:01And they asked me, did he ever have an altercation in my bar?
11:05And I told them, a customer, he was being very disrespectful one night.
11:11Over flirtatious, but not respecting the fact that I'm telling you I have a man.
11:15And it was very negative.
11:18It was nasty.
11:19Eric said a couple words back to him.
11:22He didn't like Eric because Eric stood up to him, you know, and walked away from it.
11:29That's what I had to tell the police.
11:33That's a very viable motive for why somebody would want to commit a murder.
11:37That happens all the time.
11:39You know, romantic interests cause people to do crazy things.
11:41So, we were chasing the lead given to us by Khadija when the following evening another murder occurred that led
11:52us in a different direction.

12:07When he jumped in that pool and he came up.
12:10That had to be the funniest thing ever.
12:13He'll never get old.
12:16Khayan and I were cousins, 30 days apart, literally.
12:20We were joint at the hip.
12:22It was not one day that went by that we didn't talk to each other.
12:27We just, it was, I don't know, it was magnetic.
12:29Like a brother and sister.
12:32We had a good childhood.
12:33We both spent a lot of time with my grandma.
12:37Khayan always came around.
12:38He always made sure he stopped by.
12:41And Khayan was her breath of fresh air.
12:47There's no words in the English language to describe him.
12:51Handsome.
12:52Handsome from the word go.
12:53Such a lovable child.
12:56He called me Shorty.
12:57And I don't know why.
12:58Because I was taller than him.
13:00He was an all-round boy.
13:02And then he became a man.
13:03And I was so proud of what he did.
13:06He had two sons.
13:08Loved them to death.
13:09He took care of them.
13:10He was a great provider.
13:13At the time, he worked at ABOPS as a tow truck driver.
13:20He wanted to be a police officer.
13:22And he was on that path.
13:23He was on the path.
13:25He was working.
13:26And that was my grandson.
13:29And I miss him.
13:31I miss that relationship.

13:56Sitting in my usual chair watching TV.
13:58My son's upstairs.
14:02And then all of a sudden, my son's coming down to the steps.
14:04Come on, let's go.
14:06Kyan's been shot.
14:06I said what we got there before the ambulance as I'm standing outside the ER watching across the
14:15street I see the ambulance the lights go out and if you don't know what that means that means that
14:21the person's gone my heart just sunk well they took him out of the ambulance then I turned around
14:31I seen Kion's face couldn't believe it his face was all swollen his head was blown up he'd always
14:35as big as I don't know what but he still was Kion and they called my son his mother and
14:42me and they
14:43told us that he didn't make it no words that can explain that feeling when we finally got the call
14:54just remember my knees not like they just buckled and I just screamed to the top of my lungs and
15:02everything after that was just a blur I didn't want to be touched I didn't want to be held I
15:07didn't I
15:08didn't want the comfort like I just I just wanted him I never went to the hospital I regret not
15:17going to
15:17the hospital so every day every day and I want him to know that I was following up leads on
15:33the Eric
15:33Robinson murder the homicide unit was notified that another murder had occurred the fact that they
15:43both worked at the same tow truck company we suspected that the homicides were connected so the murder of
15:52Kyan Fooster was then reassigned to John and I directly I took a look at the CCTV and was able
16:00to see how
16:02Kyan was killed there's a tow truck sitting on the corner outside of Kyan's house once Kyan approached
16:13the tow truck open the passenger door the shooter immediately ran up and while the passenger door
16:21was open began shooting Kyan and basically executing him
16:30Kyan Fooster he was a completely innocent person the blatant disregard for human life is insane to me
16:40the ballistic evidence that was recovered from the Kyan Fooster murder was compared to the ballistic
16:46evidence recovered from the Eric Robinson scene it was a match meaning that the same gun killed both
16:54victims we realized that Eric wasn't killed for romantic reasons now we're looking at a double homicide
17:08we're now thinking what's going on at the tow company that we need to start looking at
17:15at that time in Philadelphia we were experiencing a lot of unlicensed unregistered tow truck operators
17:24and some of them were warring with one another not to the extent that they were murdering each other
17:31but it certainly wasn't out of the realm to think that it may have escalated to that point
17:37we had a very clear picture of the shooter we had a very clear picture of what he was wearing
17:45so we get the CCTV footage of the Robinson homicide out on a billboard for people to hopefully call in
17:55and give us an idea of who the subject actually is once that happened I was like someone has to
18:01know
18:01who this person is someone's going to call this will be an easily easily solved homicide
18:08that never happened it was very strange that nobody came forward what that means is he's so
18:15dangerous that nobody wants to come forward we were starting to think that it's somebody in the city it
18:21has some kind of reputation and it's a dangerous reputation it's extremely frustrating the case did
18:29it stole the case hit a point where we weren't able to move forward
18:45months went by in fact the whole year went by and it wasn't fair it wasn't fair to him and
18:52I wanted
18:52to get to the bottom of it so I investigated I discovered Kion was to testify against this man
19:00named Arthur Rowland and that's where it went from there I found out Kion was getting his car towed
19:09they were hooking it up to the tow truck the guy pulled a gun so Kion called the cops Kion
19:16had to go to
19:16court he's testifying that this guy threatened him with a gun when he was doing his job he was doing
19:22the right thing so I investigate a little bit more into this Arthur Rowland's lifestyle I'm on the
19:30computer and I'm looking up his history he's got a rap record like this so I'd call the detectives and
19:38I let them know I thought this is the man this is the reason and that's how detective members he
19:46took
19:46over Kion's grandmom came to us and said that Kion was due to testify against Arthur Rowland when we
19:58looked into Arthur Rowland's background I could see that he's a person who's in the drug trade and had
20:04been so for a very long time on the night that Kion was making an attempt to tow Arthur Rowland's
20:16pickup
20:16truck the police recovered the firearm that was used to threaten Kion as well as a significant amount
20:24of narcotics and then the day before Fruster was to testify in this case against Arthur Rowland he was
20:32murdered the sticking point with that was Eric Robinson we could not connect him to Arthur Rowland in
20:42any way and there was no doubt that when we were reviewing the video footage of both locations that
20:50the shooter was not Arthur Rowland he had a legitimate alibi for both murders
21:00we needed someone that could help us with information so we took the information to task
21:06first members and instantly agent Becker informed us that he's a suspect in a major drug investigation
21:16that I'm conducting we knew about him Arthur Rowland was a known subject in the violent drug trafficking
21:26game in Philadelphia he was one of those people that was very difficult to get a case on him because
21:33he
21:33was very surveillance conscious but we always knew that he was the person that we needed to focus on
21:41I would say that Arthur Rowland is probably one of the most dangerous people that I have ever investigated
21:49over the course of months we finally got a wiretap
22:10going on who we believe to be a very senior figure in the hierarchy of Arthur Rowland's drug organization
22:18it was clear that Arthur Rowland otherwise known as Bo really had his tentacles in everything
22:42Arthur Rowland was one of the main members of this drug trafficking organization receiving large amounts of methamphetamine and distributing
22:49it to his people on the street
23:00this is what the bureau does and we do it very very well gangs drug dealers a lot of them
23:07think that they're untouchable
23:08that law enforcement can't get to not realizing in the background we're watching there's not an organization that we can't
23:16get into
23:17you know if we decide that's where we need to be
23:23because that's how you talk to me like I'm not listening when I ask you simple questions
23:28so when Joe and John said that they believe Rowland was a part of their investigation
23:33we were we were very interested they're given all access to our case files information whatever they need and whatever
23:42we need to work a case together
23:44and that's the beauty of this task force
23:53we need to know anybody and everybody that's connected to Arthur Rowland
23:57so as individuals are being identified on the wire
24:01we were cross-referencing those images their photos to the CCTV footage of the Eric Robinson homicide
24:11none of that was panning out none of the people that are tied into Rowland are fitting into the image
24:18of the person who committed the murders
24:20they are clearly not the same person
24:22again the frustration level rises because you can't get past this one part of the case that's now taking months
24:31to do
24:34one of the disappointing aspects of being a homicide detective in Philadelphia is a lot of murders go unsolved
24:42and that's frustrating for the loved ones of the homicide victim
24:47I didn't want to wait anymore
24:49every day I wake up I think about Eric
24:52every morning
24:54every night
24:56how do you get away with this so long
25:00I would call them they would call me boss back and forth
25:03they did the work
25:05they did the footwork
25:06but they couldn't connect it
25:10I was thinking to myself
25:12how are we going to tie this all together
25:14and connect
25:16the two murders
25:19and link it to the drug organization
25:22is there something else that I'm missing here
25:25you just need that one piece

25:37I'm going to help you
25:39two black cars pulled into the parking lot
25:41okay
25:42and then I heard a gunshot
25:44one car took off
25:46the other car
25:47I called to see if anybody was there
25:49it's still running
25:51but nobody's answer
25:55I was coming to work that day
25:57when I was notified that there was a murder
26:00the victim in the case is a male by the name of Sean Small
26:03police are now looking for the gunman responsible for the murder
26:06that occurred in the Overbrook Park section of the city
26:12so here in the parking lot
26:13we find the victim
26:14he slumped over from the driver's side
26:17into the passenger side
26:18he's been shot one time
26:19execution style
26:20inside of the head
26:23we have one witness who sees the shooter
26:25come back up to the victim's car
26:28now this time the shooter was on foot
26:30he reaches inside the car
26:32the shooter then wipes down the side of the car
26:34with his jacket
26:35and then proceeds this way
26:37here towards 75th street
26:40so the first thing I want to do
26:42is I want to look for cameras
26:47when we review that video
26:48it was right there in the top corner
26:52it's not great surveillance footage
26:54but you can see the unknown male get out of the vehicle
26:57approach Sean Small's vehicle
26:59he stops and fires the shot
27:04and that was it
27:05then later on he returns one foot
27:07we were able to get another video
27:09that showed the shooter
27:11he's wearing black and bright yellow jacket
27:14so it was easy to follow him
27:16on surveillance footage
27:21he sees the police arrive
27:22and then he runs
27:24through one of the back alleyways
27:27what can we do to find out
27:28who that person is
27:32when I speak to Sean's brother
27:34he provides me the information
27:37that he met with Sean
27:40the night before
27:42that it was Sean's birthday
27:44he had met him at a bar
27:47so now I needed to get their video
27:50we see a series of vehicles
27:52pull up
27:53three males get out of all three vehicles
27:56one of them was our victim
27:59Sean Small
28:02and he's with his brother
28:05a gentleman who went by the name PR
28:10the fourth guy
28:12we don't know
28:13but that was the exact person
28:16that we had on camera
28:18from the crime scene
28:19he's wearing this distinct shirt
28:21and sneakers match
28:23Sean's brother
28:24he told me that
28:25he was with two gentlemen
28:27that one he knew was PR
28:28and the other one
28:30he did not know
28:30but was introduced to him
28:32as burn

28:38the video from inside the bar
28:40and it was then
28:42when I get a really good picture
28:43of the shooter
28:45so the big question is

29:11and I do a cold search

29:26so I just start breaking down

30:21and their business is drugs
30:25the more I dug into Roland

30:32that a federal agency
30:34wasn't watching them

30:39so I reach out to them
30:41he calls me over
30:43and he says
