00:27and today we will promote, I will promote the Northern Mindanao Regional Innovation Program and Exhibit.
00:33Ito po ang aming Regional Innovation Day celebration dito sa Northern Mindanao.
00:38Sir JM, para po mas maunawaan ng ating mga kababayan,
00:41pwede niya po bang i-explain sa amin kung ano po ba itong Northern Mindanao Regional Innovation Program and Exhibit,
00:48o NORMINRIFE, tama po ba yung sinabi ko, at ano po ba ang layunin nito?
00:54Yes po, tama po yung 6 March, no?
00:56Ito pong NORMINRIFE or Northern Mindanao Regional Innovation Program and Exhibit
01:01is our regional celebration or innovation dito po sa Region 10.
01:07So, ito pong celebration and innovation actually emanated from a Republic Act 11293
01:15or the Philippine Innovation Act that was enacted into law way back April 17, 2019.
01:21And dito po sa Republic Act na to, it was declared na every April 21 of every year,
01:28there will be a celebration called National Innovation Day,
01:32which is a special working public holiday to promote and highlight the government and private sector initiatives on innovation.
01:40So, aside from the National Innovation Day dito po sa Region 10,
01:45we are very much advocates for all things related to innovation.
01:49That's why, since 2022, we are always conducting our own celebration,
01:55a regional celebration for innovation.
01:58And we coordinate with all agencies in the private sector,
02:01to stage the innovation celebration, and we call it the NORMINRIFE,
02:05the Northern Mindanao Regional Innovation Program and Exhibit.

02:11So, John, sa pagdipas po ng taon, paano po lumawak o nagbago ang NORMINRIFE
02:15pagdating sa saklaw at efekto nito sa komunidad?
02:18At pwede po ba ang pakipaliwanag din saan po ang sektor nakatutok itong mga innovation na nabanggit ninyo?
02:26Yes, po, sir, Josh.
02:27Actually, we have been conducting our regional innovation celebration since 2022,
02:33which means our celebration this year will be our fifth time doing this one.
02:39And for the first three years of our celebration, 2022, 2023, and 2024,
02:45we are conducting our NORMINRIFE in our regional center here at Cagayan de Oro City, Northern Mindanao.
02:52But starting on 2025, last year, it was our advocacy to really promote innovation
03:00even at the other provinces of Region 10.
03:03That's why starting last year, we went to Lanao del Norte,
03:06particularly in Iligan City, to celebrate the National Innovation Day for two days.
03:11So this time around, aside from the Iligan City,
03:15we will be going to the Valencia City at Bukidnon.
03:18We know Bukidnon is known as being a food basket in Northern Mindanao.
03:23And so, for the particular sector that we will celebrate this year,
03:27we will be much more focused on the agriculture sector.
03:31Sir JM, ano po ba yung kaibahan ng NORMINRIFE 2026 kumpara sa mga nakarang taon?
03:38What's going to be different this time around?
03:41Yes.
03:42So, as I mentioned, we will be focusing on agriculture this year.
03:47So most of our innovation sessions will be focused on agriculture side.
03:52And aside from that, we will be conducting an investors mixer this time around.
03:58Investors mixer is for startups in order to meet potential investors
04:02from the local and national investors we will invite.
04:06We'll put them in a hotel, in a place for them to have a match
04:10if there are interested investors to our startups.
04:13At the same time, we will also highlight some of the projects, initiatives of our host LGU.
04:19That's the local government unit of Valencia City and Bukidnon.
04:23So we will highlight all of their innovation-related initiatives,
04:27may it be agriculture-related or not.
04:29So those are the new things that we can anticipate for this year's celebration.
04:34Okay.
04:35Sir John, since nabanggit mo na, you'll be focusing on the innovation sa agriculture sector.
04:40When you say agriculture, ito po ba sa pagsasaka, sa pagkain, sa paano po ba?
04:46Sa poultry, sa livelihood, paano po?
04:50Yes, sir.
04:51So just to concretize na what are the things related to innovation that we will discuss during the NORMINRIFE,
04:59So I just would like to read now some of our segments or the innovation session.
05:04So we will talk about smart innovations for Bukidnon agriculture, bridging technology and productivity.
05:11This will be led by the Department of Agriculture, Region 10.
05:15We will also discuss an innovation session on innovative rice research and development,
05:22enhancing rice productivity through drone-assisted direct seeding technology.
05:28We will also discuss advancing inclusive agriculture through sustainable and digital agriculture.
05:35And from our end, from the DOST, we will also promote our project Sarai or the project Sarai is the
05:44smart approaches to reinvigorate agriculture as an industry.
05:48So we have been implementing or piloting some of our Sarai smart technologies to some of our provinces and LGUs
05:59in Bukidnon.
06:00And this NORMINRIFE, we would like to showcase all of our efforts related to Project Sarai and all of the
06:06things related to innovation, agriculture.
06:09All right, Sergio, with that being said, sino-sino po ang mga grupo o partner na nasa likod ang pagbuo
06:15ng NORMINRIFE?
06:19Yes, sir, Sergio.
06:21Actually, the Northern Mindanao Regional Innovation Program exhibit is a collective, a joint effort activity organized by the Regional Research
06:30Development and Innovation Committee 10.
06:32It's a group of agencies, companies, institutions who have mandates related to R&D and innovation.
06:40But our lead convener for this one is the DepDev Region 10, the Department of Economy, Planning, and Development.
06:48So they are our lead convener.
06:49And these are supported by our co-conveners, yours truly, the Department of Science and Technology.
06:55We also have the Cagliadero Chamber of Commerce.
06:58Of course, our host LGU, LG of Valencia City.
07:02We also have Department of Trade and Industry, Department of Communications and Technologies Region 10.
07:08We also have some of our major schools as co-organizers.
07:12It's the University of Science and Technology of Southern Philippines, Central Mindanao University, and Mindanao State University, Iligan Institute of
07:21Technology.
07:22So we also partnered with Philippine Information Agency, Technology Business Incubators in Region 10, and all other agencies and institutions
07:33who have mandates related to innovation.
07:38Sir, para po sa mga nagbabalak pong dumalo, ano-ano po yung mga opportunities na maaaring asahan nila, lalo na
07:45para sa mga estudyante, startups, at researchers, at ano po ang ilan sa mga inaasahang mga activities o highlights ngayong

07:56Yes, for you, Sigmarj.
07:58So let's start with the students.
08:00The program in general is quite interesting, especially for students from our schools in Bukidnon schools because most of these
08:08schools have agriculture programs.
08:09So the program itself for the two days are directly related to agriculture, so they would learn so much about
08:18innovations in agriculture.
08:20For our startups, so as I mentioned, we have an investors mixer.
08:25We will connect our startups, homegrown startups from Region 10, and match them with potential investors during a business setup
08:34vibes at the first day of our Norman Ripe.
08:38And we will also spotlight our initiatives from the LG Valencia.
08:43At the same time, for the general public, we would encourage really everyone to visit our exhibits.
08:51We have around 15 to 20 exhibitors showcasing our initiatives related to innovation.
08:57So what can we expect?
08:59We have programs related to innovations.
09:01We have technologies that can be adopted by MSMEs and other manufacturing industries.
09:07We also have services related to innovation, and so on and so forth.

09:27Yes, Mr. Joe, not to be biased, but please do visit our exhibit booth at the Department of Science and
09:34Technology Northern Mindanao.
09:35We have prepared some games, some prizes, so some interactive games and tokens for everyone who will visit our booth.
09:46And we do it interactively, so the games are related to science, technology, and innovation.
09:52And then we also prepared something for you to take home so that you would not forget your visit at
09:57the Norman Ripe.
09:57And aside from BOS U10, we will also be showcasing some of our technologies from other agencies and startups and
10:08companies.
10:08And you may also avail of their tokens and prizes that they can offer.

10:19At dahil pinagsasama-sama ng Norman Ripe, ang iba't-ibang komunidad.
10:23Paano po ba nito napapalawak at nagiging mas inclusive ang innovation po sa buong region?
10:33Yes po, Yusik Marge.
10:35Si Norman Ripe po is an annual activity that we do as part of our strategies here in region 10
10:42to promote innovation.
10:43We know on our end from the Department of Science and Technology, we always try to embody or implement five
10:54strategies in terms of innovation governance.
10:57So that's participation to innovation governing bodies.
11:02So we also have implementing policies, innovation financing, infrastructure.
11:07And the last one is actually the conduct of the program selectivities.
11:11So this particular strategy, it's more on the awareness building of our stakeholders, what is innovation, what can it do
11:19for them, and how can they utilize the innovations of our local innovators.
11:23So basically, the Norman Ripe is essentially a platform so that we could showcase our home-bound innovators here in
11:31region 10 and hopefully connect them to someone that can utilize those innovations.
11:36So when we talk about the innovation, there are usually four stages.
11:42The first stage is on research.
11:44The second stage is on development.
11:46The third stage is on validation.
11:49And the fourth stage is on scaling.
11:51So most of the time, in our Norman Ripe event, you would really see the journey of an idea from
11:59research, development, validation, and scaling until it becomes a business during our Norman Ripe events and even in our exhibits.
