00:00We are gathered on a very special day for a very special occasion.
00:10It is an honor to be here with the top legal minds of India.
00:16A day like this comes, but rarely in the life of any political leader.
00:22In India, one may build a temple or a mosque, a church or a gurudwara.
00:30It would be a rare opportunity to politicians.
00:36But to build a court complex, a campus for justice, it is like building a temple for people of all
00:45faiths.
00:46In our democracy, the three branches operate with autonomy, interdependence and respect for each other,
00:57legislature, executive and judiciary.
01:01For a common citizen, the court represents the final door to knock, the last resort.
01:10Therefore, it is a great opportunity for me, maybe a lifetime, that my government could initiate the project
01:22to build a new high court complex for Telangana.
01:25Many governments and chief ministers in the past would have taken up this project,
01:31but for some reason, it was felt for many governments to undertake this noble task.
01:40The new high court will become an icon, a functional lifeline for society and democracy.
01:46This will be the platform where poor and weak will come and seeking justice.
01:53For the next hundred years, the poor, the weak, the useless and oppressed will come to this temple for justice,
02:03seeking to be heard and will hope to find justice.
02:08We know that the current high court, a building of great historical significance,
02:16was no longer able to physically support the needs of all stakeholders.
02:21For this reason, we took this decision to build a new high court almost immediately after we took charge.
02:31Beyond legacy, this building shows my government's view and values of democracy.
02:37We believe that all pillars must work collaboratively with mutual respect.
02:43My government gives the highest respect for the judiciary.
02:47We feel it is the duty of the political executive to provide judiciary with the best modern facilities
02:54to perform to their highest level of capabilities.
02:59What we are building here will not only be one of the largest high court buildings in India,
03:06but a benchmark of modernity and excellence in public infrastructure.
03:13When we formed our government in December 2023,
03:17one of the first decisions was to create this new high court complex at Rajendra Nagar.
03:23We handed over a hundred acres of land for the project.
03:27Works in project for zone 1 of the institutional buildings.
03:32Work in progress for today, as we lay the foundation for zone 2, comprising residential buildings,
03:42we will aim to finish this in record time by December next year, that is by 2027 December.
03:51This is what my commitment and my government commitment.
03:56Across the state, we are working on several new projects for 49 courts and many residential quarters in various towns
04:04and districts.
04:05As I said, we believe it is the duty of the executive to provide best infrastructure to judiciary,
04:13so they can give fastest justice.
04:16We believe all pillars must work with mutual respect and avoid confrontations.
04:23Hence, we give highest respect not only to all verdicts and judgments,
04:28but to various observations and feedback.
04:32Today is a red-letter day for Hyderabad.
04:36We are taking a step to create a monument for the next century,
04:40a crucial pillar for public life.
04:43It is my privilege to be here with all of you.
04:47Let us all celebrate this day in the spirit of justice,
04:51the most important value of all.
