00:00The investigation started and initially right off the top, it did appear that the driver of the Land Rover might
00:08be impaired.
00:08And at that point, the chief, Chief Ewing of Jupiter Island Police Department called me from the Martin County Sheriff's
00:14Office and asked for our assistance.
00:16It wasn't that the Jupiter Island Police Department isn't fully capable of doing these types of investigations,
00:20but quite frankly, the Sheriff's Office has a lot more repetitions in these traffic crashes and these types of investigations.
00:28Our investigation revealed as follows.
00:31Shortly again before 2, the pressure cleaner truck, truck pulling a trailer, a small trailer, was northbound on South Beach
00:38Road
00:40and was pulling kind of to turn into a driveway.
00:44It was slowing down, starting to turn into a driveway.
00:46And the driver of that vehicle looked in his mirror and saw a Land Rover, a dark-colored Land Rover,
00:52overtaking him at high speeds, and I don't know those speeds.
00:56The Land Rover kept overtaking him.
00:59He saw it coming, so he tried to edge off to the side of the road, but this is a
01:03small two-lane road,
01:05and there was no shoulder for this pressure cleaner gentleman to get off to the side of the road.
01:12As he was trying to move to the side of the road, the Land Rover overtook him at the last
01:18minute, swerved to avoid a collision,
01:20but clipped the back end of the trailer of the pressure cleaner apparatus, listed to the side,
01:27and then rolled on the driver's door north past the truck that had just avoided the crash with.
01:33But the individual driving that Land Rover was able to crawl out the passenger door of the car and was
01:39identified to be Mr. Tiger Woods.
01:42Our DUI investigators came to the scene here, and Mr. Woods did exemplify signs of impairment.
01:50They did several tests on him.
01:52Of course, he did explain the injuries and the surgeries that he had.
01:55We did take that into account, but they did do some in-depth roadside tests,
02:01and when it was determined, he was placed under arrest and taken to the Martin County Jail.
02:06At the Martin County Jail, and even on scene, we really weren't suspicious of alcohol being involved in this case,
02:13and that proved to be true at the jail.
02:14So Mr. Woods did a breathalyzer test, blew triple zeros,
02:18but when it came time for us to ask for a urinalysis test, he refused,
02:22and so he's been charged with DUI with property damage and refusal to submit to a lawful test.
02:29In the crash, no one was injured.
02:31Mr. Woods did not seem to be injured at all, and the other gentlemen were not injured,
02:35but this is, again, this happened a few hours ago,
02:38so I've given you the information that I have right here, right now.
02:43So with that, let me kick it to you for questions.
02:45I'll answer what I can answer.
02:46Just to be clear, they're both going in the same direction.
02:48Tiger was coming up behind the guy in the pickup with the pressure cleaner.
02:51So the question is, were they both going the same direction?
02:54Yes.
02:55Both of them were in the 280 block of South Beach Road driving northbound.
03:00The truck pulling a trailer was trying to slow down and pull over,
03:03and Mr. Woods was overtaking him at a high rate of speed before he clipped it back in
03:08and rolled his vehicle over on the driver's door.
03:10How many times did he roll over?
03:12So the question is, how many times did he roll over?
03:14The answer is he didn't roll completely over.
03:16The truck rolled to the driver's door and then just slid northbound up the road,
03:21and, again, we'll provide you some photos of that.
03:23I know you said you don't know the exact speed.
03:25You said high rate of speed twice now.
03:27Is there a way just to give us a general idea of how fast?
03:29You mentioned before it's a two-lane road.
03:31You can't drive very fast on that road.
03:33So the question is, can I give you a general idea of how fast?
03:35And the answer is I can't, but I can tell you this.
03:37It's a 30-mile-an-hour speed limit,
03:39and when I show you the photos, they kind of speak for themselves.
03:42You can see where he clipped the back of the trailer.
03:44You can see where he rolled.
03:45And then as he decelerates, sliding down on the driver's door of the vehicle,
03:51you can see that he slid for a pretty decent space before he came to a stop.
03:56Yes, sir.
03:56Was he cooperative as far as what his schedule was today?
04:00What was he doing?
04:01Did he speak to you guys what his activities were today?
04:05So the question was, was he cooperative with us?
04:08The answer was he is cooperative, but he was not trying to incriminate himself.
04:12So he was careful in what he said and didn't say.
04:14And when it came time again for the test, the urine test at the jail, he stopped that.
04:19Let me go back to one thing.
04:21There is a Florida State statute that requires us to keep people incarcerated
04:24for at least eight hours posted to UIRS.
04:27So he's in our jail.
04:28He will be there for at least eight hours from 3 o'clock for at least eight hours,
04:33and then he'll be released on bond if you post bond.
04:37Injuries to the driver who was pulling that pressure washer.
04:41So the question is injuries to the driver pulling the pressure washer.
04:45The answer is no injuries to him.
04:47He was fine, thankfully.
04:49You said that breathalyzer came out with zero.
04:51There was a urine test.
04:53The question is breathalyzer was zero, and it's a urine test.
04:56The answer is yes.
04:56So on scene, we had DRE experts evaluating him, and they believed from on scene that he
05:03was not impaired on alcohol.
05:04They believed it was some type of medication or drug.
05:07And again, at the jail, he cooperated with the urine, or I'm sorry, he cooperated with
05:11the breathalyzer, and then the urine he wanted no part of.
05:13Is there going to be any testing afterwards?
05:15What's the procedure with that to verify if he was under something?
05:20So the question, will there be any follow-up testing?
05:23The answer is no.
05:23He has a right to refuse that test.
05:26There is a Florida statute, which he will be charged with for refusing to take that test,
05:31but we will never get definitive results as to what he was impaired on at the time of
05:36the crash.
05:37Yes, sir.
05:37Is that also a felony, refusing to take the test?
05:40The question is, is it a felony?
05:41The answer is no.
05:41Both charges are misdemeanor charges.
05:43Is he being given preferential treatment in the jail because of who he is?
05:48The question is, is he getting preferential treatment in the jail because of who he is?
05:51Let me go back to the simplicity of this.
05:54We're the sheriff's office.
05:55We know we arrested a high-profile figure.
05:57I'm not trying to dramatize, but it doesn't matter who you are.
05:59If you break the law, we're going to follow the law.
06:01That's a really easy path to take.
06:03Now, as far as being in the jail, we're going to make sure he's safe.
06:06We're not going to put him in general population.
06:07He's not going to be with other inmates that could hurt him or try to capitalize on what he did.
06:12He'll pay the price, but he's not going to pay the price by getting punished in jail.
06:16Was there any drugs or medication or alcohol found in the car?
06:19The question is, was there any drugs or medication in the car?
06:22The answer is no, there was not.
06:24Was he injured?
06:25The question is, was he injured?
06:27And the answer is no, he was not injured.
06:29Again, he was lethargic on scene, but that, we believe, was because of what he was intoxicated on.
06:35Was anyone else in the car with him?
06:37The question is, anyone else in the car?
06:38The answer is no, he was alone in the car.
06:41And was he wearing a seatbelt?
06:43The question is, was he wearing a seatbelt?
06:45And the answer is, I don't know.
06:46I'm not sure.
06:46We know he crawled out of the passenger door prior to law enforcement arriving.
06:52We can determine that based on looking at the car.
06:54I just don't know the answer.
06:56Anyone else injured in the area because of the crash or the rollover?
07:01The question is, anyone else injured because of the rollover crash?
07:05And the answer is thankfully no.
07:06This is a small two-lane road.
07:08Again, I'm going to show you the photos.
07:09Had there been somebody moving in the opposite direction, we would not be having a conversation
07:14saying there was no injuries.
07:15This could have been a lot worse.
