01:54It's a very high traffic area, because you can jump off of I-80,
01:59and then you're right in the middle of Reno's downtown.
02:04For decades, organized crime has used Washoe County as a major trafficking route.
02:09In recent years, that activity has intensified.
02:14Seated along the I-80 corridor, a major east-west freeway cutting across the United States.
02:21You kind of see everything.
02:23Drugs, money, human trafficking, sex trafficking.
02:26So, I mean, if you name it, it's been seen coming through on the corridor.
02:32Fifteen minutes north of downtown Reno, sits the Washoe County Jail,
02:37home to one of the largest jails in the state, second only to Las Vegas.
02:42Following in his father's footsteps, Sheriff Darren Balaam begins his day.

02:52That's my wife and I, and then my dad and my father-in-law.
02:55We are second-generation law enforcement.
02:58My wife's since retired, but I'm on my 31st year.
03:02She did 20 years.
03:03Her dad did 30-plus.
03:05My dad did 30-plus.
03:06So, it's been ingrained in us.

03:29This is the only jail for Washoe County.
03:32So, none through the year, and we've booked 13,000-plus.

04:01People don't realize how massive our facility is.
04:06There's 16 units, so there's a lot of square footage to cover.
04:10We can house up to almost 1,350 inmates, but when we hit about 1,200 where we're at now,
04:17we say we're at capacity because you have so many wide varieties of gangs in the Washoe
04:24County area that we have to separate them because what happens on the street will roll
04:28into our jail.
04:32Fueled by Reno's 24-7 nightlife, the Washoe County Jail processes a high volume of DUIs
04:39and misdemeanors.
04:40Ow!
04:41But combating gang activity inside the facility is the jail's number one challenge.
04:47You have MS-13, Sereno gangs, Norteno gangs.
04:51You have the Hells Angels, the Mongols, and the Russia Mafia.
04:55Separating those inmates is a definite challenge all the time.
05:00We have a gentleman that just got booked in for the fifth time this year.
05:05He is a validated Sereno, but that's a good portion of the people that are in our facility.
05:12Unfortunately, that's just the reality.
05:15The Serenos, also known as Southerners, are a Southern California-based gang known for
05:21their strict hierarchy and violent rivalries.
05:24And wherever they operate, their longstanding feud with the Norteños follows.
05:30Norteños are an immediate gang rival.
05:33If a Sereno, an active Sereno, sees a Norteño, they will almost immediately or most likely
05:40attack them.
05:42In the Washoe County Jail, 75% of fights are gang-related.
05:46To reduce risk, gang classification and separating rivals before housing is critical to inmate and
05:53deputy safety.
05:54We're looking at their hands.
05:56We're looking at around their face if they have any insignia of gang affiliation so that
06:01these individuals are housed appropriately.
06:06Last year, the jail recorded 86 inmate fights and 26 batteries on staff.
06:12To maintain control, deputies enforce strict paramilitary rules under the sheriff's authority.

06:56And so that's just, again, a safety for them, safety for our deputies.

11:35Houses 144 inmates and a mix of gang affiliations, including Serenios and Bloods.
11:43Groups that are known to coexist without conflict inside the jail.
11:46Another day being locked down, you kind of get used to the cell living in a way, though.
11:50You get comfortable being in here, and that's just the way it is.
11:53It helps you on your routine.

11:57But, I mean, mainly it's because we don't follow the rules, but in general, the rules are kind of petty,

12:04We can't have more than two toothbrushes or we get write-ups.
12:11Officers are preparing for a recreation period sometimes known as Thunderdome.
12:17All 144 inmates are released at the same time.
12:22The three officers on duty are severely outnumbered and must maintain strict control.
12:27So we're just going to pop every door and then have them stand by their door until they're quiet.
12:30And then when they're quiet, we admonish them, and then they enjoy their tear.
12:33And then usually in five minutes, they lose 15 minutes.
12:35Because how loud and obnoxious they get, you can hear it all the way down the hallway,
12:39through these glass doors and through the gorilla door at the end of the hall if you don't keep them
12:42quiet.
12:42You want to turn that TV down?
12:44You're going to hear a verbal articulation before you're going to see a physical one.
12:48So if we can hear two guys yelling across the day room, we'll be able to tell if they're going
12:51to fight before it actually happens.

14:03jail politics rule daily life inside the unit race and gang affiliations dictate where inmates
14:10sit who they associate with and can determine who is protected and who is exposed these rules
14:17are in effect for a reason to kind of keep the peace issues always happen here and there
14:23which sometimes pops off but it's nothing that we can't settle ourselves let's say a white dude has
14:33a problem with the serenity right whoever the shop callers are will come together and then talk
14:38about like hey there's an issue with this can we resolve it to where it doesn't escalate into a
14:44problem for everybody cops include
14:50i'm not going to tell you again sit down yes you have a problem sitting down there i said that

15:35we have security checks that we have to do every 30 minutes in the housing unit so in the
15:47what i didn't mess anything up you got to talk to the women in this housing unit that are doing

15:54this housing unit that we're in houses all of the females in the jail there are 56 cells and right
16:02now i have 125 women as the jail's only female general population unit inmates are housed three to a cell
16:13heightening stress and the potential for conflict ladies hi how are we doing pretty crap it's hard not
16:22to get in each other's way but you know we do okay we make it work without killing each other
16:28some of the girls have been here a long time so i know them you know sometimes they'll give you
16:36a joke
16:37or laugh while you're walking around which is which makes light of their situation and then us having
16:43to great lock and then us having to obviously do our detention part of it
16:51with male housing there are more gang issues like the sereno issue with female housing it's more of a
16:57bullying type thing than it is uh politicking there's a lot of this person smells this person's not clean
17:04that's their way of doing it they're more sneaky about it are you two in here screaming okay okay we
17:13have women that are detoxing we have women that are in here for the first time we have women that
17:17are
17:18convicts that have been to prison they come back and then we have women that are pregnant

18:36once a week inmates receive commissary available only to those who have funds in their accounts
18:43allowing them to purchase personal items and food not offered by the jail's kitchen
18:49for inmate rodriguez commissary is essential as she manages her pregnancy inside the jail
18:57i'm ready to cook we're gonna make potato burritos and i'm gonna be bad today i'm gonna eat some spicy

19:04even though i'm not supposed to my baby's gonna make me regret it instantly

19:33you got and then you try to recreate things that make you feel like remind you of home nothing ever
19:40is good as home or your mom's cooking

23:30absolutely miserable out of her mind throwing up so it's very difficult to be in these cells
23:36you have to share a very confined space most people don't want to do that with their family

25:15because this is mainly a serenio jail and so if they're northerners they're usually separated
25:20at least initially until classification can talk to them and put them in a safe housing unit
25:36so with that he can't be around any active gang members just for his safety

27:26deputy smith sergeant franchak interrogates the inmate workers to determine whether disciplinary action is
27:33warranted which one of you must disrespect my female deputies i am not going to tolerate my
27:39deputies being disrespected the way you just have this is one and one only chance that i'm going to

27:51kitchen workforce in washoe county is a privileged position workers are housed separately and receive
27:58benefits that many inside the jail do not if you get to disrespect my deputies be a man and stand
