00:00First of all, I would like to take a moment to thank our colleagues for their support for this very
00:04urgent measure
00:04resetting the first BARM parliamentary elections.
00:08In the Bar-Cameral Conference Committee report, we have simplified the BARM election timeline
00:13by setting the first election to September this year and the subsequent election to coincide with the national and local
00:19elections
00:20on May 2031 and every three years thereafter.
00:24Sa ganitong paraan, mababawasan po ang gastos natin sa BARM election.
00:27Dahil may sasabay na po ito sa national at local elections and as we have always intended on the Bangsamoro
00:36Organic Law
00:37na isabay na po sa synchronization of elections.
00:41Hindi na po natin kailangan hanapan pa ng budget ng COMELEC para makapag-hold ng stand-alone elections para lamang
00:48sa BARM.
00:48We also had settled the particularities of the assumption of office of our parliamentary officials
00:55specifying that they will take office on October 30 by this year.
01:00By 2031, they will take office on June 30 at the same time as most, if not all, elected officials
01:10in the same electoral year.
01:12Now, I do have just one plea for whoever gets seats at the Bangsamoro Parliament this year.
01:18They have to make the most of their almost five-year term to help their region.
01:25Ginawa na po natin lahat.
01:27Yan ang sinasabi ko, Mr. President.
01:29We've done our best.
01:31Politically, we have delivered.
01:34As a Senate, as a Congress, and as a nation.
01:39And now, it's time that the people elect true leaders who love their region.
01:48Hindi lang pamumuliti ka, hindi pampapera lang.
01:51Kasi ito na po ang pagkakataon na magkakaroon ng first parliament ang Bangsamoro region within a presidential system of government.
02:03They are getting a rare opportunity that will never happen again.
02:06So, I really hope that they use this time to lay down the foundations for genuine long-term development in
02:12the Bangsamoro region.
02:14Hindi na po ito period of transition.
02:17Lampas na po tayo dun.
02:18The Bangsamoro Parliament is now in a position to look ahead and really start investing in a future of lasting
02:24peace and prosperity for the region.
02:27To our Bangsamoro brothers and sisters, ito na po ang hinihintay ninyo.
02:31The promise of the Bangsamoro Organic Law was always to recognize the Bangsamoro's people's right to self-determination.
02:39And that includes the people's right to choose their own leaders.
02:44After years and years of delay, ito na po, finally, it will happen.
02:50Once again, maraming maraming salamat po sa ating mga kasamahan dito, sa Senado at sa Camera, sa katuwang nating nagtatrabaho
02:59para sa kapayapaan at kaunlaran ng Bangsamoro region.
03:03Ipaglaban po natin, Mr. President, ang kapayapaan ng ating bansa.
