In 1972, a classified report warned that the Soviet Union was investing heavily in psychic espionage. The CIA responded by launching Project Stargate — a 25-year programme training soldiers to spy using their minds. In 1983, the Army commissioned the Gateway Report, a theoretical evaluation concluding these techniques were scientifically plausible. In 1995, an independent evaluation published on cia.gov concluded the intelligence produced was too vague to be actionable. According to intelligence historian Filip Kovačević, most of what the West believed about Soviet psychic research was KGB disinformation. The threat may never have existed.
