00:37Well, sa mga nakaraang atin ito convoy, for the past three convoys na inarrange ni Mr. Payala David,
00:46ang ating Philippine Coast Guard has been sending Coast Guard vessels to be their escort.
00:52Not because we are supportive on the part of the government, but we wanted to ensure the safety and security
01:00of those who will be attending.
01:01Alam naman natin na this is a civilian convoy, so we have to make sure na kung sakaling they will
01:10be harassed
01:11with the Chinese Coast Guard or the Chinese maritime militia, at least the Philippine Coast Guard can protect them and
01:18ensure their safety.
01:20Sir, ano naman po yung magiging koordinasyon ng PCG sa iba pang ahensya ng pamahalaan
01:25para matiyak na maayos, ligtas, at organisado yung nasabing civilian mission?
01:32Well, definitely, the atin ito has to present their plans sa National Task Force for the West Philippine Sea
01:41so that all of the concerned government agencies, not just the Philippine Coast Guard,
01:46but to include, of course, yung ating National Security Council, the Armed Forces of the Philippines,
01:52will all be on the same page as to the exact details of the operation that they're going to conduct.
02:01Okay. Well, from the PCG's perspective, sir, gaano po ka-importante yung ganitong mga civilian missions
02:07sa pagpapakita ng presensya at suporta ng mga Filipino sa WPS?
02:13For me, it's important na mayroong mga ganitong activities ang mga civil society
02:21sa mga nakaraang tatlong atin ito convoys na ginawa nila
02:25we saw how the Chinese government really had a hard time
02:30to prevent them from attaining their objective
02:35na mapuntahan nila yung mga part-time features that they really planned to go.
02:40And parang sa akin, it just goes to show at the same time na
02:44ang ating mga kababayang Filipino, these are volunteers, this is not initiated by the government,
02:50ay pagpapatunay na tumataas na ang kamalayan ng ating mga kababayan
02:54at pinapakita nila yung pag-supportan nila sa Armed Forces of the Philippines
02:58and for the Philippine Coast Guard and for the National Government as a whole.
03:04Sir, kaugnay naman po ng ulat na pag-leak ng sensitibong impormasyon ng West Philippine Sea,
03:09pwede nyo bang ipaliwanag kung ano yung mga agarang hakbang na ginawa ng PCG
03:13para higpitan yung access sa operational details nito
03:17at sino-sino po ba ang nakaka-access lang nito?
03:22Well, let me first read ng balita na nag-leak ng information
03:28is not actually a Coast Guard personnel.
03:31It was a civilian personnel, it's not also part of the civilian employee ng Coast Guard.
03:37Meron lang siyang close relationship sa ating isang tauhan sa Philippine Coast Guard
03:42and unknowingly, the conversational means ng pag-uusap nila

04:22the security pagdating sa mga information sa West Philippine Sea.

04:30para sa mga personnel na humahawak nga nito mga sensitive information
04:34ng West Philippine Sea.
04:36Can you share with us the details at ano po yung main purpose
04:39dito ang training na ito?
04:41Well, I won't be giving the entire details of this training.
04:48But it's more of like giving them the proper briefing
04:53as to what are those sensitive information
04:56and what are the means na pwedeng ma-extract sa kanila
05:00ang information, not just by the document,
05:03but even conversational.
05:04So, ito yung mga training na kailangan ng ating mga tauhan
05:09para siguraduhin ma-prevent na natin
05:11itong mga ganitong paglilik
05:14ng mga information related to the West Philippine Sea.
05:18Sir, paano naman po titiyakin ng pamunuan ng PCG
05:21na magiging mas mahigpit ang accountability ng mga personnel
05:24pagdating sa paghahawak ng classified o sensitive mga informasyon?
05:30As I said, ang ating mga miemblo, ang Philippine Coast Guard
05:35ay pinag-utusan na ng ating commandant
05:39at they were also reminded of the policies that are in place right now
05:44to be held them accountable.
05:47And sa gaya po ng panawagan ng ating National Security Council,
05:51ang Philippine Coast Guard ay sinusuportahan
05:54ang pagsususog ng isang Anti-Espionage Act
05:58na mas mapapaiting ang mga karampatang parusa
06:01sa ating mga kawabayang Pilipino
06:04na maglilik ng mga ganitong sensitibong informasyon.

06:29because we know for a fact na
06:31hindi talaga namang matindik ang impact ng fuel
06:35sa ating lahat, hindi lamang sa gobyerno.
06:39But again, the commandant expressed his commitment
06:43despite of measures na mas mapatipid natin
06:49ang ating mga consumption ng fuel
06:52for the entire Coast Guard organization.
06:56Ang ipapriority pa rin natin is of course our vessels
06:59para siguraduhin meron pa rin tayo
07:02nagpapatuloyang barko sa West Philippine Sea.

07:10sa recent survey na majority of Filipinos
07:13still support the government's transparency initiative
07:16on West Philippine Sea.

07:24ay tumataas ng kanilang awareness
07:26and that they really appreciate the effort
07:29of the National Task Force for the West Philippine Sea
07:32and of course with the approval of President Marcos
07:35na meron talagang pangailangan
07:39na pataasin ang kamalayan ng Pilipino
07:41at i-expose ang Chinese aggression.
07:43I think this is clear evidence
07:47ng overwhelming support
07:49ng ating mga kababayan
07:50at pag-intindi nila
07:52ng kahalagahan ng transparency efforts
07:54to counter Chinese aggression
07:56the West Philippine Sea.
07:58On that note,
