00:05The fourth session of the 14th National People's Congress held its second plenary meeting in
00:10Beijing earlier today. President Xi Jinping and other party and state leaders attended the meeting.
00:17At the session, MPC Standing Committee Chairman Zhao Leji delivered the work report of the top
00:22legislature. In the report, Zhao said 2025 was an extraordinary year for China. Under the strong
00:30leadership of the Communist Party of China Central Committee, with Xi Jinping at its core,
00:35the Standing Committee performed its duties in accordance with the law and supported the
00:40country's modernization drive. Over the past year, lawmakers strengthened implementation and oversight
00:47of the Constitution, safeguarding the unity and authority of the country's legal system.
00:53Legislative work also moved forward steadily. The Standing Committee coordinated efforts to enact,
00:59revise, repeal, interpret, and compile laws. Over the past year, it reviewed 40 legislative items
01:06and adopted 24 of them, including six newly enacted laws and revisions to 14 existing laws.
01:14The legislature also strengthened its oversight role. Lawmakers heard and deliberated 22 reports on
01:22key areas of work, inspected the enforcement of five laws, and carried out special inquiries and research
01:29into major issues affecting economic and social development. Efforts were also made to expand and
01:36improve work related to MPC deputies, with the goal of supporting them to perform their duties and better
01:42reflect public concerns in legislative deliberations. Looking ahead, Zhao Se 2026 marks the first year of
01:50China's 15 five-year plan period. He outlines several priorities for the coming year. The MPC Standing Committee
01:58will work to ensure the full implementation of the Constitution and improve laws related to constitutional
02:05governance to reinforce the Constitution's central role in legislation. Lawmakers will further improve the
02:12socialist legal system with Chinese characteristics, focusing on legislation in key sectors, emerging
02:18industries, and foreign related fields to support the implementation of the country's development
02:24blueprint. Efforts will also be made to strengthen oversight, help address major economic and social
02:30challenges, and promote law-based governance across different sectors. The legislature will continue
02:36supporting deputies in performing their duties and maintaining close contact with the public to ensure the
02:42public opinion and suggestions are better reflected in legislative work. Meanwhile, the MPC will expand
02:49exchanges with foreign parliaments and international parliamentary organizations as part of China's broader
02:55diplomatic efforts. Zhao said these efforts aim to promote the high quality development of the People's Congress
03:02system and contribute to a strong start for the country's next stage of development.
