00:07Canada has long seen Iran as the principal source of instability and terror in the Middle East.
00:13The regime and its proxies have murdered hundreds, including Canadian civilians,
00:19and caused untold suffering for millions of people in the Middle East and beyond.
00:24Despite more than two decades of negotiations and diplomatic efforts,
00:28Iran has not dismantled its nuclear program nor halted its enrichment activities.
00:34Canada has long supported the imperative of neutralizing this grave global threat.
00:40Canada stands with the Iranian people in their long and courageous struggle against the regime's oppressive rule.
00:47Which is why?
00:49We support efforts to prevent Iran from obtaining a nuclear weapon
00:53and to prevent its regime from further threatening international peace and security.
00:59Because Canada is taking the world as it is,
01:04not passively waiting for a world we wish to be.
01:08We do, however, take this position with regret
01:10because the current conflict is another example of the failure of the international order.
01:16Despite decades of UN Security Council resolutions,
01:21the tireless work of the International Atomic Energy Agency
01:25and the succession of sanctions and diplomatic frameworks,
01:29Iran's nuclear threat remains.
01:32And now, the United States and Israel have acted without engaging the United Nations
01:36or consulting allies, including Canada.
01:40Canada, so where to from here?
01:42With a rapidly spreading conflict and growing threats to civilian life.
01:48Canada reaffirms that international law binds all belligerence.
01:52We condemn the strikes carried out by Iran
01:55on civilians and civilian infrastructure across the Middle East.
01:59And we implore all parties, including the United States and Israel,
02:03to respect the rules of international engagement.
02:06Canada calls for a rapid de-escalation of hostilities
02:10and is prepared to assist in achieving this goal.
02:13Resolution of this crisis will require commitment
02:17to a broader political solution.
02:20And diplomatic engagement is essential to avoid a wider and deeper conflict.
02:25Innocent civilians must be protected
02:28and all parties must commit to finding enduring agreements
02:31to end both nuclear proliferation and terrorist extremism.
02:35Canada will pursue this approach with like-minded countries
02:39and participants in the conflict.
