00:01in the name of God the compassionate and merciful we appreciate the Secretary
00:07General for his briefing and his contribution to this meeting we express
00:12our sincere appreciation to the Russian Federation and China for supporting the
00:17convening of this emergency meeting of the Security Council to address the
00:22manifest aggression committed by the United States and Israeli regime I also
00:28thank those council members in particular China Pakistan and the Russian
00:33Federation who have today taken principled position in condemnation this
00:38unlawful act and it is regrettable that some members of this body in a blatant
00:46double standard disregard that the flagrant act of aggression committed by
00:50the US and Israel on Iran and condemn Iran for using its inherent right to self
00:56defense on the UN Charter mr. president this morning the United States regime
01:04jointly and in coordination with the Israeli regime initiated an unprovoked and
01:11premeditated aggression against the Islamic Republic of Iran for the second time in
01:16the recent months while deliberately attacking civilian populated areas in
01:22multiple large cities of Iran where millions of people reside as a result of this brutal armed
01:29attack hundreds of civilians have been killed and injured the aggression and
01:36atlrecious crime of the United States regime and the Israeli regime and the deliberate and persistent
01:43targeting of civilian infrastructure are going in addition to the new mirror civilian
01:50and residential building the aggressors have also targeted a school in the city of Minop
01:56Hormuzgon province killing more than 100 children the number of innocent civilians continues to rise this is
02:06not only an act of aggression it is a war crime and the crime against humanity yet today once again
02:15the
02:16representative of the United States through to a regrettable pattern has attempt to distort facts and rely on misinformation to
02:26justify the blatant aggression of the United States and Israel against my country
02:31the fact however are unequivocal the justification advanced by the representative of the United States today are illegal and entirely
02:43devoid of legal foundation the base
02:46the United States allegation invoked to defend this unlawful use of force have no standing under international law
02:53the invocation of preemptive attack claims of imminent threats or others substantiated political claims cannot legitimize aggression
03:06such claims are unfounded legally morally and politically and they contradicted the clear principles of the Charter of the United
03:17Nations
03:17and they contradicted the clear principles of the Charter of the United Nations
03:19I also categorically reject the assertion made by the representative of France the United Kingdom and certain other Western members
03:27regarding Iran's peaceful nuclear program
03:30these claims lack effectual and legal basis
03:35Mr. President distinguished colleagues
03:39the President of the United States and the Prime Minister of the Israeli regime have openly claimed responsibility for this
03:47act of aggression
03:48and have explicitly articulated regime change as their objective
03:54an unmistakable admission of their intent to violate Iran's sovereignty and territorial integrity
04:02the President of the United States has falsely described this aggression as necessary to neutralize an imminent threat to the
04:12American people
04:12this is nothing more than a deliberate attempt to mislead the international community and the U.S. public opinion
04:20and manufacture consent for unlawful war
04:25similarly
04:26the representative of the United States has
04:29cynically sought to mislead this council
04:32yet history provides ample documentation that the foreign policy of the United States
04:39has repeatedly relied on unlawful force
04:42covert intervention and political manipulation
04:46to alter the governments of other member states
04:49this record is well established
04:52the reality is clear and undeniable
04:55what is talking place today against my country
05:00by the United States and the terrorist regime of Israel
05:03is a blatant act of aggression
05:06a full-fledged violation of international law
05:09no justification
05:12no accusation
05:13no narrative of disinformation
05:15can legitimize or excuse this manifest crime and aggression
05:20Mr. President
05:22we have communicated on several occasions with this council
05:26and the Secretary General
05:28about
05:29warman gearing statement
05:31and interfering actions in the internal affairs of Iran
05:35the president of the U.S.
05:37in a blatant violation of the U.N. Charter
05:39and international law
05:41and call for the council action
05:43regrettably
05:44all were unanswered
05:46the issue before the council
05:49is straightforward
05:51whether
05:52any member state may
05:54including a permanent member of this council
05:56through the use of force coercion
05:58or aggression
05:59determine the political future
06:02the future of another state
06:03or impose control over its affairs
06:08international law
06:09and the Charter
06:09are explicit
06:11on this matter
06:13article 2
06:13paragraph 4
06:15of the Charter
06:15categorically prohibits
06:17the threats of use of force
06:19against the territorial integrity
06:20or political independence
06:22of any state
06:25Mr. President
06:25against this backdrop
06:27I would like to make the following points
06:30one
06:31what is occurring
06:32against my country
06:34is a clear act of aggression
06:35it is an open armed aggression
06:38against the Islamic Republic of Iran
06:40the United States and Israel
06:43war today
06:44is not merely a war against Iran
06:47it is a war against the Charter
06:50of the United Nations
06:51a war against international law
06:53and a war against the international legal order
06:56upon which the United Nations
06:58and the Security Council
07:00have been built
07:01for over eight decades
07:03as the Charter affirms
07:06the United Nations
07:07was established
07:07to save succeeding generations
07:10from a scourge of war
07:12the Charter adopted in 1945
07:15is founded upon this fundamental principle
07:19members shall refrain from threat
07:22or use of force in international relations
07:25the sole exception
07:27the sole exception
07:28is the inherent right
07:29of self-defense
07:30under article 51
07:31and only
07:33in the event of an armed attack
07:35the military aggression carried out
07:38by the United States and Israel
07:40satisfies none of the criteria
07:42of lawful self-defense
07:45accordingly
07:46the action of the United States and Israel
07:49constitute a manifest violation
07:52of article 2
07:54a preemptory norms
07:56and a fundamental principle
07:58of international law
07:59accepted by all member states
08:01neither the Charter nor international law
08:04recognize internal matters of states
08:07as justification for the use of force
08:10by other states
08:11where this otherwise
08:13no international legal order
08:15could endure
08:16the rule of law
08:18would be replaced
08:19by the rule of force
08:202
08:22in responding to aggression
08:24and large-scale war
08:26the Islamic Republic of Iran
08:28is exercising its inherent
08:30and lawful right
08:31of self-defense
08:33under article 51
08:34of the Charter
08:35of the United Nations
08:37the armed forces
08:38of the Islamic Republic of Iran
08:40are utilizing
08:41all the necessary defensive capabilities
08:44and means
08:45to confront
08:46this criminal aggression
08:47and deter the hostile acts
08:49consequently
08:51all bases facilities
08:52and assets
08:53of the hostile forces
08:55in the region
08:56shall be regarded
08:57as legitimate military objective
09:00within the framework
09:01of Iran's
09:02lawful exercise
09:03of self-defense
09:05Iran will continue
09:07to exercise
09:07its right
09:09of self-defense
09:10decisively
09:11and without hesitation
09:13until the aggression
09:14ceases
09:15in full
09:16and unequivocal
09:17terms
09:183
09:20Iran remains
09:21firmly committed
09:22to respecting
09:23the sovereignty
09:24and territorial integrity
09:25of its neighboring countries
09:27countries
09:29under no circumstances
09:30will we target
09:32the sovereignty
09:32people
09:33or interests
09:34of our neighboring countries
09:35in the Persian Gulf
09:36our legitimate response
09:39have been directed
09:40solely
09:41and exclusively
09:42at the bases
09:43and assets
09:44of the hostile government
09:46of the United States
09:47that operate
09:48beyond the control
09:49of the host states
09:51priority has been given
09:53to the targets
09:54that diminish
09:55the aggressor capability
09:57and capacity
09:58to contest
09:59malign actions
10:00we had previously
10:02and formally
10:03conveyed
10:04this warming
10:05to the Secretary-General
10:07and the Security Council
10:08for
10:10despite continuous
10:12U.S. hostile policy
10:14we were sincerely
10:15and seriously
10:16pursuing the path
10:18of diplomacy
10:18and dialogue
10:19to reach
10:20a just,
10:21failed
10:21and sustainable
10:22agreement
10:23yet
10:24for the second time
10:25in the midst
10:26of the negotiation
10:27the United States
10:29betrayed
10:29diplomacy
10:30and resorted
10:32to force
10:32and launched
10:33an attack
10:34against my country
10:35in blatant violation
10:36of charter
10:37of the United Nations
10:39presently
10:40interfering
10:41in Iran
10:41internal affairs
10:43they are even
10:44calling
10:45on the people
10:46to riot
10:47against their own
10:49government
10:49the recent record
10:51of the United States
10:53toward Iran
10:53is equally
10:54clear
10:55since January
10:562025
10:57the U.S. administration
10:59against
11:01reinstated
11:02the hostile approach
11:03including
11:04the policy
11:05of so-called
11:05maximum pressure
11:06and economic
11:08stangulation
11:09through
11:10sweeping
11:10sanctions
11:11sanctions
11:12the General Assembly
11:13has repeatedly
11:14voted
11:15by overwhelming
11:17majorities
11:17against such
11:18unilateral
11:18coercive measures
11:20the objective
11:21of these illegal
11:22measures has been
11:23transparent
11:24unconditional
11:25surrender
11:26in order
11:27despite repeated
11:28warnings
11:29to the Secretary-General
11:30and the Council
11:31regarding
11:32serious violation
11:33of the Charter
11:34by a permanent member
11:35the Council
11:36has regrettably
11:38failed
11:38to discharge
11:39its primary
11:41responsibility
11:42allowing
11:43the erosion
11:44of the rule
11:45of law
11:45in favor
11:46of the rule
11:47of force
11:48five
11:49just
11:50as the
11:51Israeli regime
11:52succeeded
11:52in dragging
11:53the United States
11:54into the
11:56quagmire
11:57of war
11:57with Iran
11:58the United States
12:00in turn
12:00is deliberately
12:01seeking
12:02to expand
12:04the scope
12:05of the conflict
12:06by exploiting
12:07its bases
12:08in the Persian Gulf
12:09region
12:10the hostile
12:10U.S. government
12:11dream
12:11of swallowing
12:14Iran
12:14and forcing
12:15the Islamic Republic
12:17of Iran
12:18of mission
12:19will never
12:20be realized
12:20this war
12:22before being
12:23a contest
12:24of military
12:24equipment
12:25and advanced technologies
12:27is a battle
12:28of wheels
12:29and in
12:30that battle
12:31the Islamic Republic
12:33of Iran
12:33will prevail
12:36furthermore
12:36the Islamic Republic
12:37of Iran
12:38has repeatedly
12:39affirmed
12:40its commitment
12:41to diplomacy
12:41and negotiation
12:42however
12:44it will never
12:45submit
12:45to pressure
12:46coercion
12:47of force
12:48diplomacy
12:50has rules
12:51and principles
12:53it cannot
12:54coexist
12:55with
12:55aggression
12:56sixth
12:57the duty
12:59of council members
13:00is to defend
13:01international law
13:02and specifically
13:03the charter
13:04they are not
13:05called upon
13:06to judge
13:06the political system
13:08of states
13:08nor to determine
13:10whether military
13:11aggression
13:12or economic siege
13:13leads to freedom
13:14or domination
13:16expression of concerns
13:18and empty condemnation
13:19are not sufficient
13:20the council must act
13:22pursuant to article 39
13:24of the charter
13:25the security council
13:27must immediately
13:28determine
13:29the United States
13:30and Israeli regime
13:31have committed
13:32an act of aggression
13:34and demand
13:35the immediate cessation
13:37of its unlawful
13:38use of force
13:39including
13:40any explicit
13:41or implicit
13:42threats against
13:44Iran
13:44and require
13:45binding assurance
13:46of non-reputation
13:49affirm
13:50that the United States
13:51and Israeli regime
13:52bear full
13:53international
13:54responsibility
13:55for all materials
13:56and moral damage
13:58inflicted
13:59upon the infrastructure
14:00and facilities
14:01of the Islamic Republic
14:02of Iran
14:03and are obligated
14:05to provide
14:05full reparation
14:07let me conclude
14:08Mr. President
14:09with a simple
14:10and undeniable truth
14:12Israel
14:13and the United States
14:14have attacked
14:15Iran
14:16they have violated
14:18international law
14:19and the charter
14:19of the United Nations
14:21they must be held
14:22accountable
14:23so long
14:25as this aggression
14:26continues
14:27Iran
14:28will continue
14:28to exercise
14:29its inherent right
14:30of self-defense
14:32firmly
14:33proportionately
14:34and without hesitation
14:36until the aggression
14:37ends
14:38the Security Council
14:40must act
14:41now
14:42and stop this act
14:44of aggression
14:45immediately
14:46silence
