03:06by key to describe what's happening
03:07Ukrainian officials said that such actions
03:10in the context of Russia's
03:11intensified massive strikes
03:14against Ukraine's energy
03:15infrastructure are provocative
03:17irresponsible and they do threaten
03:20the energy security of the
03:22entire region. Now in the statement
03:24Ukraine's foreign ministry
03:25also said that the governments
03:28of Hungary and Slovakia are not only playing
03:30into the hands of the aggressor but also
03:31harming their own energy companies that
03:33supply energy on a commercial
03:36basis. Now both Slovakia
03:38and Hungary are very important in this regards to
03:40Ukraine. Slovakia inputs around
03:4217% of Ukraine's
03:44electricity inputs and for
03:46Hungary it's much higher, it's around
03:4745% so these are
03:49very important numbers there
03:52and at the same time we have to say that Ukraine
03:53is paying commercial price
03:56for those electricity inputs. This is what the Ukrainian
03:58foreign ministry is referring to there. At the
04:00same time Kiev said that the repairments on the
04:02Druze Republic are continuing, also
04:03pointing out that it's not Ukraine's fault
04:06that it was damaged, this happened during
04:07Russian strike on the 27th of
04:09January and also Kiev
04:11did offer the European Union an alternative
04:14saying that temporarily the
04:15systems of Odessa-Brode pipeline
04:18could also be used to
04:20make sure that those transit can continue.
04:22Okay Sascha, Sascha Bakalina, thank you so much
04:24for that update and
04:26to dive even deeper into this topic
04:28coming up we'll be joined by Maria
04:30Malmer-Stenegard, the foreign
04:32minister of Sweden. A
04:34former minister for migration known
04:36for tightening reforms of Sweden's migration
04:38system, Maria Malmer-Stenegard
04:40has been in the foreign ministry since
04:412024, mostly focused
04:44on Sweden's NATO membership and of course
04:46on efforts to end the war in
04:48Ukraine. Good morning minister, welcome
04:50to Europe today. Thank you so much, great to be
04:52here. Great to have you with us here on the program
04:54today of course a big day for you
04:56we're expecting tense talks in that
04:58foreign affairs minister, it was meant to be just a formality
05:00really to sign off on this sanctions
05:02package, what about this blockage
05:04though coming from Hungary and Slovakia?
05:07Well I think it's a
05:08shame how they behave
05:10I mean every delay that
05:12we have in the adoption of a sanctions
05:14package is a failure
05:16for Europe, we need to increase
05:18the support for Ukraine, we need to increase
05:20the pressure on Russia, hence the
05:21sanctions, and I
05:23expect them to behave like Europeans
05:26today, but
05:28I'm not sure. And Sweden and Finland
05:30you push very hard for this latest
05:31package of sanctions, will you see it then as a personal
05:34failure as well if you can't get it through?
05:36Well I only think about the Ukrainians
05:38and every day that
05:40passes when we don't put the maximum
05:42amount of pressure on Russia
05:44is a failure. So
05:46we proposed from Swedish and Finnish
05:48side, we proposed I would say
05:50three things, so it's the full services
05:51maritime ban, and then
05:53it's stopping the import of
05:56fertilizers, which is still the third
05:57biggest import from Russia
06:00feeding the Russian
06:02war economy, and then
06:03number three, stopping the export
06:06of luxury products
06:07from Europe to Russia
06:10because I think it's
06:12it's a shame that they can still go on shopping
06:14as usual. And this announcement
06:16was meant to be made by Ursula von der Leyen tomorrow
06:18symbolically in Kiev, four
06:20years since the full-scale invasion began
06:22will she have to go now empty-handed?
06:24We don't know yet
06:25I'm always optimistic
06:27I really hope that
06:30we can put enough pressure on these two
06:32countries, but
06:34we'll see. There is this
06:35council meeting today, and then tonight the
06:38ambassadors will meet again
06:39so I've not given up yet
06:41Because it's not just the sanction package we're talking
06:43about, it's also the 90 billion euro
06:45lifeline that Hungary is now blocking
06:47And we have decided upon that
06:49so it's a disgrace
06:51that they don't let it
06:53pass, but we will continue to
06:55put pressure on them. I'm afraid
06:57that there is a lot of
06:59domestic politics in all of this, with
07:01elections coming up in Hungary and
07:05it's
07:05a frustration, of course, when we
07:07we see that Ukrainians are suffering every day
07:10and also that Russia is
07:12getting weaker and weaker
07:14so now is the time
07:15to change the calculus
07:17And what about the talks to end the war?
07:20The US-brokered talks? Any faith in them?
07:21And is it time to have an EU envoy
07:23to speak to Vladimir Putin?
07:25Well, the main problem is, regardless
07:27of who is there to talk, is
07:29that Russia still doesn't want peace
07:31That is why we need to change
07:33this calculus, like I said
07:35And they
07:37this war has been a strategic
07:39mistake from the beginning
07:41for Russia
07:42because they wanted
07:43a Russian Ukraine
07:45They got a European Ukraine
07:46They wanted to stop
07:47the expansion of NATO
07:49They got Sweden and Finland
07:51in NATO
07:52They have lost allies
07:53They have lost influence
07:55They have lost over one million
07:57lives
07:59So we still need to put
08:01more pressure on them
08:02because they are weakening
08:04and that is the only way
08:06to have them interested
08:07in serious talks about peace
08:09And what about EU membership
08:11for Ukraine?
08:11Would you support this by 2027?
08:14We are great supporters
08:16of EU membership for Ukraine
08:18and we also support
08:19their path towards EU membership
08:21I mean, still
08:22it's a merits-based process
08:24It's important that they can
08:26reach the levels
08:28that are required
08:28in different areas
08:30But we will do everything
08:31we can
08:32to make sure
08:33that they will be able
08:34to become members
08:35But 2027, not realistic?
08:37It's a very
08:40early date
08:41but we will
08:42support them
08:43in any way
08:44to make sure
08:45that they can reach that goal
08:46And just, Minister
08:47another big story
08:47we're following here
08:48on Euronews
08:49the big announcement
08:49from Donald Trump
08:50regarding the new
08:51global tariffs
08:52How should the EU
08:53respond to that?
08:54With unity
08:55and with strength
08:57like we've done before
08:58but let me be very clear
09:01tariffs are taxes
09:02they are very harmful
09:03for businesses
09:04for consumers
09:06and for the economy
09:09overall
09:10I mean, now I expect
09:11the US to explain
09:13what is the way forward
09:15for them
09:16but of course
09:18we want to have
09:19less tariffs
09:21well
09:21what I prefer
09:24is no tariffs
09:24And if there are
09:26more tariffs
09:26should the EU
09:27use more
09:28stricter tools?
09:30A trade war
09:31is not what we need
09:33but
09:34if needed
09:35we should be able
09:36to show strength
09:37and above all unity
09:38Okay Minister
09:39Nuttman
09:40in your words
09:40thank you so much
09:41for coming into us today
09:42on Europe Today
09:42all the best
09:43for that Foreign Affairs
09:44Minister's meeting
09:45but as you heard there
09:46Brussels a little bit
09:47in wait and see mode
09:48over that fresh announcement
09:49from Donald Trump
09:50about global tariffs
09:51Senior trade MEPs
09:53have been telling us
09:53here at Euronews
09:54that they're staying calm
09:55so as not to add fuel
09:56to the fire
09:57but there is a big debate
09:58now on whether or not
09:59to freeze the EU-US trade deal
10:01For analysis shortly
10:03we'll be joined here
10:03on set
10:04by our EU news editor
10:05Maria Tadeo
10:06but first
10:06a quick refresher
10:07on what exactly
10:08is going on
10:09Jakub Yanis reports
10:12In Soviet Russia
10:14there was a famous joke
10:15You turn on the radio
10:17and hear about Lenin
10:18You open the newspaper
10:20and read about Lenin
10:21Now I'm terrified
10:23to open my fridge
10:24These days
10:25one could say the same
10:26about Donald Trump
10:28and his global tariffs
10:29because after
10:30a US Supreme Court ruling
10:32called his last week
10:33tariffs unconstitutional
10:35Trump simply doubled down
10:37and announced
10:38a new 15%
10:39import tax anyway
10:40So what actually happened
10:42and how it will affect you?
10:45The Supreme Court ruled
10:47that the US Constitution
10:48gives the power of taxation
10:50strictly to Congress
10:52not the President
10:53By using emergency laws
10:55to tax the world
10:56Trump overstepped
10:58his authority
10:58And for the EU
11:00this creates chaos
11:02Last summer
11:03still unratified
11:04EU-US trade deal
11:06capping tariffs
11:07at 15%
11:08is now in legal limbo
11:10And with those powers voided
11:12the European Commission
11:14is asking now
11:15for clarity
11:16as European companies
11:18could potentially
11:18get billions
11:19in refunds
11:20for the tariffs
11:21they already paid
11:22But here is the catch
11:24This doesn't affect
11:26Trump's older tariffs
11:27on steel
11:28aluminium
11:28and cars
11:30which relied
11:31on completely different laws
11:32But even
11:34with a conservative
11:35Republican
11:36nominated majority
11:37the Supreme Court
11:39still ruled against Trump
11:40And in response
11:41he publicly attacked
11:43the very justices
11:44appointed by Republican presidents
11:46They're just being
11:47fools and lapdogs
11:49for the rhinos
11:50and the radical left Democrats
11:51So back to that fridge joke
11:54If these new tariffs hold
11:56expect whatever the EU imports
11:58from the US
11:58to get more expensive
12:00But there is hope
12:02Danish shoppers
12:03are now using a new app
12:05that scans products
12:06to help you easily find
12:08local alternatives
12:09to US imports
12:10So perhaps
12:11it's time for Europe
12:13to follow the famous motto
12:14Improvise
12:16Adapt
12:16Overcome
12:22Yeah, Kapiannis
12:23reporting there
12:23and to hear now
12:24what the EU could do
12:25or at least hear
12:25what tools they have
12:26at their disposal
12:27I'm joined here on set
12:28by our EU news editor
12:30Maria Tadeo
12:31Good morning, Maria
12:31Good morning
12:32So look, we heard there
12:33about this causing chaos
12:34in Brussels
12:35What are you hearing?
12:36Well, it is chaos
12:37because, Maeve
12:38there are two big questions
12:39this morning
12:40One is the validity
12:41of the deal
12:41that was made
12:42between the European Union
12:44and the US
12:45last year
12:45and then of course
12:46the question of refunds
12:47which is not a minor question
12:48for European companies
12:50and when you look
12:51at that ruling on Friday
12:52of course
12:53the Supreme Court
12:54does not enter
12:54the merit of the tariffs
12:55it does not say
12:56whether this is good
12:57or right policy
12:58whether this was wrong
12:59or right
12:59but it does say
13:00that the way
13:01in which these tariffs
13:02were designed
13:02it is illegal
13:04it's been struck down
13:05the issue is that
13:05of course
13:06those Liberation Day tariffs
13:07were the basis
13:08of that deal
13:09that the EU
13:10and the United States
13:11cut in the summer
13:1215% tariff
13:14that was included
13:15in that package
13:16but over the weekend
13:17I spoke to a number
13:18of lawyers
13:18who told me
13:19look if the legal
13:20basis changes
13:21you could argue
13:22that deal
13:23in many ways
13:24no longer applies
13:25so there is a question
13:26of the validity
13:27of it going forward
13:28when it comes
13:29to the refunds
13:30European companies
13:30have been paying
13:31that 15% threshold
13:33remember tariffs
13:34basically tripled
13:35for European companies
13:37since the end
13:38of last summer
13:39they could say
13:39I want to get a refund
13:41who's going to pay
13:42that differentiation
13:42between the tariffs
13:44that were now put
13:44over the weekend
13:45to sort of salvo
13:46the situation
13:47from the US
13:48and the tariffs
13:48that have already
13:49been paid
13:49and then of course
13:50we cannot forget
13:52that this deal
13:52also included
13:53a broader agreement
13:54which also meant
13:55investments in the US
13:57when it comes to Europe
13:58and also the purchases
13:59of energy
14:00what the European
14:01Parliament is saying
14:02and there will be
14:02a meeting today
14:03is that this is not
14:04the right time
14:05for the full implementation
14:06of this deal
14:07because again
14:08the legal basis
14:09has changed
14:10so there's a lot
14:10of questions
14:11the United States
14:11also conceded
14:12over the weekend
14:13they do not have
14:14an answer
14:14to these questions
14:15and then of course
14:16this deal
14:16which was vilified
14:17last summer
14:18remember Europe
14:19and the Commission
14:20was accused
14:20of selling out
14:21the European Union
14:22this was a deal
14:24objectively tilted
14:24in favour of the US
14:25the argument
14:26at the time
14:27was it's going
14:28to provide certainty
14:29and clarity
14:29well this morning
14:30I would argue
14:31there's a complete opposite
14:32there's not a lot
14:33of certainty
14:33there is not
14:34no Maria
14:35thank you so much
14:36for that update
14:36and for more of course
14:37do take a look
14:38at yournews.com
14:39but now as promised
14:40it is time
14:41to head back
14:41over to the European Council
14:43foreign affairs meeting
14:43here in Brussels
14:45and bring back
14:45our Shona Murray
14:46who's been catching up
14:47with foreign ministers
14:48as they arrive there
14:49on the red carpet
14:50Shona what's the latest
14:54well good morning Maeve
14:55and welcome back
14:55to this foreign affairs
14:56ministers meeting
14:57on the eve
14:57of the fourth anniversary
14:58of Russia's full scale
14:59invasion of Ukraine
15:00and I'm joined now
15:01by the foreign affairs
15:02minister of Lithuania
15:03minister Budris
15:05who of course
15:05Lithuania is a
15:06frontline country minister
15:07just tell us first of all
15:09your reaction
15:09to that bombshell announcement
15:11by Hungary
15:11over the weekend
15:12on Friday
15:13about blocking
15:13this lifeline loan
15:14that was very frustrating
15:16of course
15:17and we were expecting
15:17that everything
15:18was already prepared
15:19for the fourth anniversary
15:20and we will be ready
15:22to deliver new sanctions
15:23package
15:2320 sanctions package
15:24and also 90 billion euros
15:27loan to Ukraine
15:28and that will be something
15:29to show that Europe
15:30is solid
15:31Europe is resolved
15:34and we can deliver
15:35now we cannot
15:35and this is really frustrating
15:37on the other hand
15:38and it's not the first time
15:39when we see one country
15:40blocking our collective action
15:43for the internal politics
15:45I don't know
15:45for what reasons
15:46but they're absolutely
15:47in opposite
15:48to European security interests
15:50and we have to be
15:51very honest about it
15:52whether we are still
15:53the family of the countries
15:54that are sharing the values
15:55sharing the security interests
15:57and sharing the future
15:58whether we are in 27
15:59really effective
16:00because we cannot be disrupted
16:02each time
16:03by these vetoes
16:04Indeed
16:04you told me
16:05just a few minutes ago
16:05that you look
16:06the Hungarian foreign affairs minister
16:09in the eye
16:10Peter Sarto
16:10what do you say to him today?
16:12That's what we expect
16:14from the partners
16:15what we expect
16:15from the European Union
16:17and we expect
16:17a clear explanation
16:18of how it contradicts
16:20their national interests
16:21because this is the only reason
16:23how you can block
16:24the collective action
16:25and we saw so many times
16:27this exploitation
16:27of the principle
16:29of unanimity
16:30we have to review
16:31whether we have to review
16:32the very decision making process
16:34we have to review
16:35the powers
16:36of one of the member states
16:38because we cannot
16:40continue like this
16:41because so many
16:42difficult issues
16:43are in front of us
16:44So that is actually
16:45the key question here
16:46that's what everybody
16:46I've spoken to
16:47over the weekend
16:47is saying
16:48this cannot go on
16:49that one country
16:50can use and abuse
16:51the veto
16:51what should the solution
16:52be in relation to Hungary
16:54because it is the country
16:55that does it the most
16:56we have to go into
16:58the discussion
16:59about the decision making
17:00in common foreign security policy
17:02and whether we should
17:02move to QMV
17:03Lithuania was one
17:04of the biggest skeptics
17:06and we were supporters
17:07of unanimity
17:08and now I see
17:09how it is
17:10how it is disrupted
17:11each time
17:12now I'm also leaning
17:13to the position
17:14that we should use
17:14more QMV
17:15another thing is
17:16the principles
17:17that we have
17:18in Article 7
17:19what allows us
17:21to reduce
17:21the voting rights
17:22of one of the member
17:23if we cannot proceed further
17:24because with Article 7
17:26just to interrupt you there
17:26I mean it's not been possible
17:28to get a consensus there
17:29or even a two-thirds majority
17:31do you think
17:31that might have changed
17:32that EU member states
17:33are a bit more frustrated
17:34with Hungary
17:35that they might push for this
17:36when I see the faces
17:38across the table
17:39I understand what is
17:40you know beneath there
17:41what will be the precedent
17:42for the future
17:43but we cannot
17:44block ourselves
17:45because otherwise
17:46we would move to
17:46other formats
17:47to make a decision
17:48but not the EU
17:49it means that it will be
17:50the end for EU
17:51as geopolitical actor
17:52in the future
17:52so this is what is at stake
17:54I'm not even mentioning
17:55the European security
17:56architecture in the future
17:57so this is a real
17:59tough issue
17:59if we cannot proceed
18:01we cannot each time
18:02prepare some carrots
18:03to the donkey
18:04to move further
18:06so we have to
18:07you know
18:07take also sticks
18:08ok so what is
18:09the immediate resolution
18:10to this
18:11ok because if this
18:1290 billion euro loan
18:13is blocked
18:14we know that Ukraine
18:15is going to run out of money
18:15within the next 6 to 8 weeks
18:17what's the solution
18:18is it bilateral loans
18:19from member states
18:20I mean
18:21what to do
18:22I still have
18:23I still have the hope
18:24I'm optimist
18:24that we will proceed further
18:26there are some certain
18:27instruments that
18:28the European Commission
18:29has
18:29and there are some
18:31interests also
18:31of Hungary
18:32what they want to receive
18:33from the European Union
18:35so I'm optimist
18:36that we will get there
18:37but we are late
18:38because Ukrainians
18:39need money right now
18:40and of course
18:41there are
18:41you know
18:42bilateral tracks
18:42and on this one
18:43we also have to be
18:44really honest
18:45those are Nordic
18:46Baltic countries
18:47Germany
18:48Netherlands
18:48probably
18:49Poland
18:50some others
18:51I won't name
18:51everyone
18:51but not every
18:52every country
18:53supports Ukraine
18:54at the same level
18:55now some of them
18:56you know
18:56only
18:57you know
18:58talk more
18:59than
18:59or invest
19:00some other
19:01material
19:01but not the finances
19:02they need
19:03hard currency
19:03and money
