00:02Good afternoon, everyone.
00:05This is day five of the Trump Republican shutdown of the Department of Homeland Security.
00:13Why are we in this moment?
00:15It's because Republicans have decided that they would rather shut down FEMA, shut down TSA, and shut down the Coast
00:24Guard than get ICE under control.
00:27The American people know that ICE needs to be reined in.
00:34We believe that taxpayer dollars should be used to make your life more affordable, not to brutalize or kill American
00:42citizens in cold blood, like Renee Nicole Good or Alex Preddy,
00:48or to violently target law-abiding immigrant families, which we know is taking place all across America.
00:56The American people are horrified at what they have seen.
01:02But instead of fixing the problem, which Democrats have given our Republican colleagues an opportunity to do,
01:12they've shut down crucial parts of the Department of Homeland Security.
01:20It is our view that immigration enforcement in this country should be fair, it should be just, and it should
01:26be humane.
01:27That's not what's happening right now in the United States of America.
01:33And that's why ICE needs to be reformed in a dramatic, bold, meaningful, and transformational manner.
01:41And if that doesn't happen, the DHS funding bill will not move forward.

01:53You met with Maryland State Delegation earlier today.
01:58Is there any outcome on redistricting?
02:02Has the Senate president changed his mind on potentially allowing a vote, and would it be possible to do that
02:06before Tuesday's primary filing deadline?
02:08I had a wonderful meeting with Governor Westmore, with Speaker Pena Melnick, and with the Democrats in the Maryland House
02:20of Delegates to thank them for their leadership and for their courage in advancing a competitive congressional map.
02:29I also had the opportunity to sit with Senate President Ferguson.
02:34He articulated his perspective.
02:36I articulated our perspective.
02:39And it's our view, and I believe this is the view that has been clearly and decisively shared by Governor
02:46Westmore,
02:47that the best course of action at this moment is to allow an up or down vote in the Maryland
02:54State Senate
02:56so that we have an opportunity to move forward in a transparent way and see where things will land.
03:09Did Ferguson agree to that, to holding a vote?
03:11It's my understanding that he's going to have a conversation with his members, and we'll see what happens from there.

03:22Can you just kind of level set on where negotiations stand between Democrats and the White House?
03:26I know they said both parties are still far apart.
03:29You all have said Republicans are largely ignoring some of the guardrails that you proposed.
03:34I mean, at this point, are the lines of communication still open?
03:37Are you expecting them to put up another offer?
03:39Are Democrats going to?
03:42This is day five of the Trump-Republican shutdown of the Department of Homeland Security,
03:47meaning they've chosen to shut down the Coast Guard, shut down FEMA, and shut down TSA,
03:53rather than dramatically reform ICE.
03:55Donald Trump spent the weekend on the golf course with Ron DeSantis.
04:01And so we've not seen any high-level effort coming from the president
04:08or from the House or Senate Republican leaders.
04:11We have no idea where they're at in the midst of a crisis of their own making.
04:19The Republicans are the ones who decided to pass this one big ugly bill,
04:25rip health care away from millions of Americans,
04:29enact the largest cut to Medicaid in American history,
04:32at the same time steal food from the mouths of hungry children, seniors, and veterans
04:38by passing a $186 billion cut to SNAP,
04:44which also happens to be the largest cut in American history,
04:48and then turned around in that same bill
04:50and gave ICE a $75 billion slush fund.
04:53So mass and untrained agents could be violently unleashed
04:59in American communities throughout the country.
05:03That's a big problem that we're confronting on behalf of the American people.
05:08And Republicans are going to need to own up to the chaos that they've created,
05:16particularly as we approach the State of the Union,
05:19which is in tatters right now.
05:21It's a disaster, and the American people know it.
05:25Now, I'm here at the Capitol, ready, willing, and able to sit down
05:29with any of my Republican colleagues anytime or any place
05:36in order to bring about a resolution.
05:38But House and Senate Democrats remain steadfast in our views
05:44as to the type of things that have to happen
05:48in order for ICE to be dramatically reformed,
05:50which include mandating judicial warrants
05:55before ICE agents can storm private property
06:00or rip everyday Americans or law-abiding immigrant families
06:04from their homes.
06:06We believe that there should be a restoration
06:09of the prohibition against the excessive use of force.
06:14We believe there should be independent investigations
06:16so that when ICE or CBP agents violently break the law,
06:23state and local authorities have the ability
06:26to criminally investigate them or prosecute them.
06:31We also believe that sensitive locations should be off-limits.
06:36That includes but is not limited to schools, hospitals, houses of worship,
06:42and polling sites, completely and totally off-limits.
06:48We believe that ICE agents should identify themselves.
06:52That body cameras need to go on and masks need to come off.
06:56So that ICE agents are actually compelled to conduct themselves
07:00like every other law enforcement agency in the country.
07:05These are all demands that have strong support with the American people.
07:12And they remain lines in the sand for us
07:16because we're standing up for everyday Americans,
07:19for American citizens,
07:21and for law-abiding immigrant families
07:23who are being violently targeted
07:26by an ICE agency that is completely and totally out of control.

07:34Thank you, Mr. Leader.
07:35Can you just tell us the latest state of play
07:38on the proposal that Democrats sent over
07:41hadn't heard back from the White House?
07:43And also you did mention the State of the Union.
07:46Can you just let us know,
07:47we've heard there's a lot of calls for Democrats
07:50to boycott the annual speech.
07:52What, again, is your advice to the House Democratic Caucus
07:57on the approach for Tuesday night?
08:00Well, as we approach the State of the Union address,
08:03my view remains the same,
08:07which is that the two options that are in front of us
08:10in our House
08:13is to either attend
08:16with silent defiance
08:21or to not attend
08:22and send a message to Donald Trump in that fashion,
08:26which will include participation
08:28in a variety of different alternate programming
08:32that is going to take place
08:34in and around the Capitol complex.
08:36And then the state of play on the proposal that the...
08:40Well, in terms of the state of play on the current proposal,
08:42we've responded,
08:44we've reiterated our perspective
08:46on the types of things that are absolutely necessary
08:49in order for a DHS funding bill to move forward,
08:53all anchored in this principle
08:54that ICE needs to conduct itself
08:56like every other law enforcement agency in the country
08:58and stop using taxpayer dollars
09:01to brutalize the American people.
09:05And the ball is back in the court of the White House
09:12because they have our most recent response
09:16and we await reaction from them.
09:20You outlined two different possibilities
09:22for Democratic members for the State of the Union.
09:24Do you plan to attend
09:26and which of those options will you take?
09:27My current plan is to attend.
09:29We're not going to Donald Trump's house.
09:32He's coming to our house.
09:34It's my view that you don't let anyone ever
09:37run you off of your block.
09:43Can you share why Democrats haven't given as many details
09:47as your counterproposal
09:48and why negotiations have been a bit underwrapped
09:52for the last week or so?
09:53Well, listen, I think that I just articulated
09:56five, six, or seven
09:59that are part of what Democrats believe are necessary
10:04in order to dramatically reform ICE
10:07and get this rogue agency under control.
10:11There are other items that I can talk about.
10:13Certainly, we need a dramatic change in policy.
10:16We also need a change in personnel.
10:18Kristi Noem's got to go.
10:20Why is she still around?
10:22When Alex Preddy was killed in cold blood
10:24on January 24th is beyond me.
10:28Sends a message that these Republicans
10:31are not serious about doing the types of things necessary
10:35to rein ICE in.
10:38We believe there should be a prohibition
10:40against racial profiling,
10:43ethnic profiling, and language profiling.
10:45That's not the American way.
10:46That's the Trump way.
10:49And we don't think that should be allowed
10:51in the United States of America.
10:54So we're going to continue to forcefully make our case
10:59to the public,
11:01as well as to our colleagues on the other side of the aisle,
11:04in terms of what is necessary
11:07to end the violence,
11:09end the brutality,
11:11in the assault
11:15funded by taxpayer dollars
11:18on American citizens
11:20and law-abiding immigrant families.

11:24Mr. Jeffries, do you have any thoughts
11:25on Congressman Tony Gonzalez,
11:27who reportedly had an affair with an aide
11:30who died by suicide last year?
11:33I'm unfamiliar with the details of that situation,
11:35so I have no further comment.
11:37I'll quickly on affordability.
11:40There's a deadline tomorrow
11:41for the Treasury Department
11:42to define what institutional investors are
11:45and the order banning them
11:46from buying up single-family homes.
11:48Do you have any thoughts
11:49on what you think that should look like
11:51or any other ideas
11:52that make housing more affordable,
11:54more available in America?
11:55Housing costs in the United States of America
11:58are completely and totally out of control,
12:00and Republicans have made this situation worse,
12:03in part by their inaction.
12:04These extremists spent all of 2024
12:07promising to lower the high cost of living.
12:11In fact, Donald Trump said
12:12it would happen on day one.
12:15And the real state of the economy right now
12:18is that housing costs
12:20haven't gone down,
12:22they've gone up.
12:24And Donald Trump has done nothing about it.
12:27We have to legislate in this space.
12:31Yet, the Republican priority
12:33has been anchored around
12:35ripping health care away
12:36from the American people,
12:38as opposed to actually trying
12:41to make life more affordable
12:42in housing, in health care,
12:44in child care,
12:45in terms of utility bills,
12:46and of course as it relates
12:48to groceries and goods,
12:50where because of Donald Trump's reckless tariffs,
12:54the Trump tariffs,
12:58price of groceries and goods
12:59in the United States of America
13:00is going up,
13:01and the Trump tariffs
13:02are causing everyday Americans
13:04to pay thousands of dollars more
13:07in additional expenses per year.
13:09We all understand
13:12that in order to get housing costs
13:14under control here in this country,
13:16we need to build more housing
13:18that is affordable
13:20to working-class Americans,
13:22middle-class Americans,
13:23and everyday Americans.
13:24Because right now,
13:25the demand for housing
13:28that is affordable
13:29to everyday Americans
13:30is here,
13:32and it greatly exceeds the supply.
13:35And so we have to bring that
13:36into balance.
13:39And we said from day one
13:41of this presidency
13:42that we will work with
13:44any one of our colleagues
13:45on the other side of the aisle
13:46if they're actually committed
13:47to driving down housing costs
13:51or costs for everyday Americans,
13:53but they decided
13:55to take a my-way-of-the-highway approach
13:56to jam this one big, ugly bill
13:59down the throat
14:00to the American people,
14:01and that's why
14:02the American people now,
14:03across the board,
14:04understand.
14:05Republican policies have failed.
14:08They've failed on the economy.
14:10They've failed on lowering costs.
14:12They've failed on housing costs.
14:14They've failed on health care.
14:16They're failing
14:17on immigration enforcement.
14:20They are a complete
14:21and total failure.
14:24It's one of the reasons
14:25why they're losing elections
14:26all across the United States
14:28of America
14:28and why they're trying
14:30to gerrymander
14:31the national congressional map,
14:32which we have forcefully
14:34pushed back against
14:35and will not allow to happen.
14:39Congresswoman Valerie Fushi
14:40is facing a primary challenge.
14:42Bermita Alam,
14:44she's backed by Bernie Sanders.
14:45Can you comment on that primary
14:47which is coming up
14:47in just a couple weeks
14:48in North Carolina?
14:49I strongly support
14:50the Congresswoman,
14:51as is the case
14:52with the Congressional Black Caucus
14:55and many of her colleagues
14:58that have served with Val
15:01for the last several years.
15:03She's a tremendous member
15:05of Congress,
15:06very thoughtful,
15:08very studious,
15:09very serious,
15:09and very forceful
15:12in advocating
15:13on behalf of her constituents
15:14and pushing back
15:15against Donald Trump's extremism.
15:18For us in the House,
15:20primaries are a way of life.
15:21That's just a reality.
15:24You know,
15:25the framers decided
15:26that the House
15:26would be the institution
15:27that is closest
15:29to the American people
15:30to reflect the hopes,
15:31the dreams,
15:32the aspirations,
15:33the fears,
15:33the concerns,
15:34the anxieties,
15:34the life experiences,
15:36and in the words
15:37of the framers,
15:38the passions
15:39of the people.
15:41And one of the ways
15:42in which they effectuated
15:44that dynamic
15:45is to give the House
15:47a two-year term.
15:49And so every two years
15:51we have to go back
15:52to the people
15:53to make an argument
15:55to persuade them
15:56to renew
15:58our two-year employment contract.
16:01That's just a way of life.
16:03It must be nice
16:04to have a six-year term.
16:07But we don't have
16:08that luxury.
16:10And so that's going to mean
16:11in many districts
16:13across the country
16:15that there will be
16:16active primaries.
16:18And we embrace that
16:19as a reality
16:20of what the House
16:21is supposed to represent.
16:24But at the same period
16:25of time,
16:25I stand behind
16:26every single one
16:31of my Democratic
16:32colleagues
16:33from the most
16:34progressive,
16:36Representative Ocasio-Cortez,
16:39to the more
16:40centrist ones
16:41like Tom Swasey
16:42and everybody
16:43in between.
16:44I stand behind
16:44all of them
16:47and going to do
16:48everything I can
16:48to make sure
16:49that they're all
16:50re-elected.
16:52in regards
16:53to the State of the Union,
16:54do you have any concerns
16:56about having
16:57such a high-profile
16:58major security event
16:59that has a lot
17:00of Secret Service
17:01responsibilities
17:02during a DHS shutdown?
17:05You know,
17:06the administration
17:06is ultimately
17:07going to have
17:07to make
17:08the decision
17:09as to whether
17:09it's appropriate
17:11optically
17:12to come up
17:13to Capitol Hill
17:14in the middle
17:15of Republicans
17:16deciding
17:17to shut down
17:18the Department
17:19of Homeland Security.
17:21At this particular
17:23point in time,
17:24with House Republicans
17:27barely in the majority
17:29and narrowly
17:31holding on
17:32with great desperation,
17:34the invitation
17:35to a State of the Union
17:37address,
17:37of course,
17:38is extended
17:38by Speaker Mike Johnson.
17:42And so,
17:43we'll see
17:43what happens
17:44over the next
17:44couple of days.
17:47But,
17:48it is somewhat
17:49challenging
17:49beyond the security
17:51situation
17:52that Donald Trump
17:53is going to come
17:54up to Capitol Hill
17:55when we know
17:55the real state
17:57of the economy
17:57is failing,
17:59the real state
18:00of health care
18:01failing,
18:02the real state
18:03of immigration
18:04enforcement
18:04failing,
18:07the State of the Union
18:08is falling apart.
18:09And the American
18:10people know it.
18:12That,
18:13to me,
18:14is the
18:15significant challenge
18:17that Donald Trump
18:19will confront
18:20in coming up
18:21to Capitol Hill
18:22to try to lie,
18:24spin,
18:25and misdirect
18:26the American people
18:27and it's not
18:28going to work.

18:31about Randy Fine's
18:33comments
18:33that you posted
18:34about on it?
18:34I have not had
18:35a conversation
18:36with Speaker Johnson
18:37yet about
18:38the so-called
18:39congressman's comments
18:41that were disgusting
18:43and part of a long
18:45track record
18:46of disgusting comments,
18:48Islamophobic comments
18:49and xenophobic comments
18:51that he's made.
18:53Now,
18:53Mike Johnson
18:54has spent a lot of time
18:55talking about decorum.
18:57Get your members
18:58under control
19:00because if you don't,
19:02we will.
