00:05Today, international politics is teaching us a similar lesson.
00:10Nothing can be taken for granted.
00:12Freedom is under attack around the globe.
00:15And the international order is crumbling.
00:18Wars and crises are on a rise across the planet.
00:22America's focus is shifting.
00:24With it, a central building block of European security is under reconstruction.
00:32Is that a reason for pessimism?
00:35To be frank, having the United States provide for our security was never supposed to be the norm.
00:43It was always an exception.
00:46In our power to protect Ukraine as an independent society,
00:50the alliance needs to make sense for all members.
00:55Even the United States cannot act alone in today's world of emerging great powers.
01:02It needs allies.
01:04Having more than 30 of them, all united in one powerful alliance, is truly unique.
01:12Ladies and gentlemen, in a world of fragility, we cannot afford it.
01:16But our alliance also needs to make sense for Europe.
01:21It depends on predictability.
01:23It depends on predictability of actions.
01:27And it depends on reliability of the American commitment.
01:33Questioning the territorial sovereignty and integrity of a NATO member state,
01:39excluding European allies from negotiations that are crucial to the security on the continent,
01:46all this damages our alliance and strengthens our adversaries, ladies and gentlemen.
01:54Let me also say a few words on Rubio's vision of the world's order.
02:02We will have to shield Ukraine from any potential future aggression by Russia.
02:09To accomplish this huge task, Ukraine needs substantial, reliable security guarantees.
02:26We are paying the bill, but we are not paying the bill to Vladimir Putin.
02:30And Vladimir Putin refuses to negotiate with Europeans.
02:34And the Americans let that happen.
02:37That is our problem at the moment, at least from my perspective.
02:40Washington lets that happen.
02:42We can't push ourselves at the negotiation table when Putin is not willing to talk with that.
02:50And again, Washington lets that happen.
02:52We have a district creation where a lot of people have no access because we are now paying for this
02:58war.
02:59The American outclave for the war for last year was close to zero.
03:06We are buying American weapons to be delivered to Ukraine.
03:12There is no package in the U.S. Congress and there isn't even the prospect of a package.
03:21If we are paying, if this is affecting our security, not just Ukraine's,
03:27then we deserve the seat at the table because the outcome of this war will affect us.
